What Does Harry Black’s History Tell Us About His Capability of Managing City Hall?

Cincinnati Mayor John Cranley (D) announced Harry Black as his pick to fill the role of the city’s equivalent of a chief executive officer.

It has been widely reported that Black is the current finance director for the City of Baltimore, and that he had a tumultuous tenure while serving as the chief financial officer for the City of Richmond, VA. When selected for the Baltimore job, The Brew had the following to say regarding Black:

Baltimore’s new director…was introduced to the City Council as a green-eyeshades number cruncher well-versed in municipal bond transactions.

That dull description hardly fits with Black’s varied career and his sometimes volatile personality that included an attempt to evict the Richmond school board from its offices and frequent brawls with the Richmond City Council.

It has also been widely reported in the Baltimore and Richmond media that Black earned the nickname of being “the mayor’s bull dog” and “Baby Wilder” in reference to former Richmond mayor L. Douglas Wilder.

What makes this interesting is the explanation for all the turmoil in Richmond, by both Black himself and Mayor Cranley. They say it was due to tensions over the transition of the city from a city manager form of government, to a “strong mayor” system.

It should be seen as no coincidence that Black has been selected for the Cincinnati role after he had ramrodded through a new form of government in Richmond that is also being proposed in Cincinnati by a Cranley loyalist – Christopher Smitherman (R). If Black’s history, and Cranley’s style of governance, is any indication, one can assume Cincinnati’s transition from a city manager government to a strong mayor system may be just as tumultuous.

What adds further intrigue to the selection are Black’s other noteworthy leadership moments.

In 2007, then Richmond Mayor Douglas Wilder (D) asked for an outside audit of the city school board’s finances. When rebuffed by the school board, Wilder then forced the move and had Black conduct the operation. In order to do so, Black, as the city’s chief financial officer, withheld half of the board’s non-payroll funds and tried to evict them from their offices.

Such behavior and loyalty would come in handy for Mayor Cranley if he does in fact try to dismantle the Southwest Ohio Regional Transit Authority (SORTA), and shift its control into City Hall – something he has been calling for since his time on city council in the early 2000s.

Later on in his tenure at the City of Richmond, he was nominated to become to the city’s chief administrative officer, but was rejected by the city council, according to The Brew.

Then, in 2008, Black’s office was slammed by a KPMG audit that highlighted a slew of auditing inconsistencies and faults including outdated and unreconciled city financial accounts, improperly recorded account deposits, and more than $5 million in money that was not recorded at all in the city’s cash account as it should have been.

According to the Richmond Times Dispatch, “The memo said millions of dollars from different sources of city money either were not recorded or were accounted for in the wrong period. It also criticized city officials for poor record-keeping of financial transactions, noting that they couldn’t document spending on capital projects or the details of complex economic-development deals.”

At the time, Black attributed the failures of his office to the limited resources he received from the city council, and institutional problems that restricted his ability to hire and fire staff as he pleased.

Black says that he has since learned from his troubled career in Richmond, and that his subsequent experience in the private sector has bolstered his credentials. Unfortunately, there are also disputes regarding his past performance and experience.

In 2012, it was reported that Black’s resume appeared to be a bit overzealous in describing his private sector experience following his time in Richmond.

Harry E. Black claims to have supervised a $500-million construction program at an architectural consulting firm where, according to a federal administrative judge’s finding in 2006, he “was not a key employee” and “had no management authority.”

Looking at a joint venture by McKissack & McKissack and Global Commerce Solutions Inc. – a company founded by Black’s wife, Sheryl Black – Small Business Administration Judge Thomas B. Pender ruled on May 24, 2006 that “the preponderance of the evidence” showed that Harry Black had “no management authority when he worked for McKissack & McKissack” despite his title.

“Mr. Black is not a key employee of M&M [McKissack & McKissack] and has no ability or power to control M&M. He was originally hired by M&M as an independent consultant and his role as vice president was in name only,” the opinion, obtained by The Brew, said.

But it is what was uncovered by The Brew last October that raises potentially the biggest concern. At that time, Baltimore Mayor Stephanie Rawlings-Blake (D) was moving forward with awarding a $185 million contract to Dynis LLC to replace 400,000 water meters throughout the city and county.

The problem was that Dynis had no experience in doing such work, and that an actually qualified contractor submitted a bid that was $100 million less, but not accepted. Perhaps predictably so, it was uncovered that Dynis had connections to one of the mayor’s top campaign donors, and would make a considerable profit off of the contract.

While the story was uncovered by Mark Reutter, who Mayor Cranley dismissed yesterday as a “silly blogger”, it eventually became front-page news and earned The Brew national acclaim for the work of its “bloggers” who previously had careers as investigative journalists for various newspapers.

While the story centered on Rawlings-Blake and the unethical process of awarding contracts by Baltimore’s Board of Estimates, Black’s position as the director of finance is tasked with working with the Board of Estimates on recommending and issuing contracts.

Outside of the water meter contract scandal, Black’s two-and-a-half-year tenure in Baltimore has been defined by his reduction of the city’s structural deficit and delivery of a 10-year fiscal plan. At the same time, however, he will be leaving the office amid ongoing criticisms about his department’s inability to issue accurate tax bills and maintain proper books for auditing.

Mayor Cranley appears to have used the national search for a new city manager to hand-pick a candidate that will be used to advance his own political agenda.

Black’s past shows a troubled public tenure, questionable private sector career, and paints a picture of a man who greatly desires power and authority, and dislikes those who get in his way.

While his accomplishments in improving minority contracts and reducing structural deficits in Richmond and Baltimore are laudable, his strong-headed and ruthless approach to governance should give Cincinnatians pause.

Delay Presents Opportunity for 3CDC to Rethink 15th and Race Development

Between two of Over-the-Rhine’s most treasured attractions is a Cincinnati Center City Development Corporation (3CDC) proposal currently on hold. As a result, the non-profit development corporation will either need to obtain a new funding source or the project will need to be “a little more within the scale of the existing market.”

The current proposal for the mixed-use project at Fifteenth and Race includes over 300 parking spaces, 57 residential units, and almost 22,000 square feet of commercial space. With the project now on hold, now is the time to step back and critically evaluate a major development in the heart of Over-the-Rhine.

The unnamed development sits primarily along Fifteenth Street, between Pleasant and Race Streets, and would occupy almost an entire city block with a massive parking garage and what can otherwise be described as a lackluster design. Think Mercer Commons 2.0.

Stand at the northern edge of Washington Park and look down Pleasant Street. If your eyes are better than mine, you’ll see Findlay Market. If you’d like to walk there, it is only a leisurely five to ten minute stroll. This proposed development’s car-centric design places a parking garage exit on Fifteenth Street, and would force vehicular traffic onto one of Over-the-Rhine’s most important pedestrian axes.

Additionally, the garage packs in 200 more vehicles than is mandated by law, forces the partial demolition of two historic structures, and limits the available commercial and residential space sandwiched between the phase one Cincinnati Streetcar route. If the streetcar should increase property value as predicted, a parking garage may not be the best use of land for such a prominent location along the line.

As is currently designed, the buildings that would wrap the garage present themselves as a homogeneous wall. This character contrasts heavily with the existing fabric that presents gaps between buildings, portals to interior courtyards, and strong visual relief. While the roof line makes an attempt at creating rhythm in concert with windows, its variation is not enough to mask that it is one big building.

These characteristics detract from the pedestrian scale, though the new construction hints at these qualities with balconies, recessed entries, and slightly offset building faces. These expressions are more akin to developments at The Banks and U Square at The Loop, and are a cheap imitation of Over-the-Rhine’s authenticity.

Along Pleasant Street, the Fifteenth and Race townhomes are compressed by the large, central parking garage. The private walk at the townhomes’ rear is noted as a ‘garden space’ but these spaces are approximately 10 feet wide and will be shadowed by a three-and-a-half-story parking garage. Along the street, the crosses and boxes highlighting the townhomes’ windows are wholly contemporary, which are expressions out of place on a building that is neither modern nor traditional; it is non-committal.

It should be noted that an entire block design is a difficult task in Over-the-Rhine because its designation as a historic district stems from the collection of smaller individual buildings built over time. Furthermore, the neighborhood’s historic character, established before the invention of the automobile, does not easily accommodate cars.

However, there will be a need for more parking, and the Over-the-Rhine Comprehensive Plan recognizes this, but states that new parking should be done “without impacting the urban fabric or historic character of the neighborhood.”

Individually rehabbed buildings do not typically have the potential to alter a neighborhood’s character, but when large-scale development is proposed, community members should have a place at the table.

When asked about developers engaging community stakeholders, Steve Hampton, Executive Director of the Brewery District Community Urban Redevelopment Corporation, says, “If there’s one place for community outreach it is in large-scale development because of the unique architecture, historic neighborhood, and diversity of people in Over-the-Rhine.”

In the case of this Fifteenth and Race development, the first stages of community engagement were initiated by Over-the-Rhine Community Housing (OTRCH) and Schickel Design, who completed the Pleasant Street Vision Study (PSVS) in 2013.

While the proposed development incorporates all of the individual elements from the PSVS, it is not in the spirit of the pedestrian-focused Pleasant Street Vision Study and on a very different scale. The size and location of the parking garage is a major difference between the 3CDC proposal and the PSVS, and Mary Rivers, of OTRCH, noted that this is a big issue for many people.

Of course there is a gap between a vision study that outlines a community’s desires or needs, and the market forces that drive a real development, but there are various ways a community should be engaged in a project of this scale.

While OTRCH held focus groups prior to beginning the award-winning City Home project one block south along Pleasant Street, Rivers said that 3CDC did not engage OTRCH until after the current plans had been unveiled.

Rivers said, “We asked a diversity of people, ‘What do you like in Over-the-Rhine? What are you looking for in a home?’ Their answers ultimately influenced the design.” This type of engagement is not easy; and Rivers acknowledged that the best way to engage a community is on big issues not the details.

3CDC needs to step up, engage community stakeholders, and propose a design that is more respectful to Over-the-Rhine’s residents, and its unique architectural and urban form.

Walnut Hills Embracing Tactical Urbanism in Pursuit of its Own Transformation

It has been an eventful summer Walnut Hills following the assignment of two grants for neighborhood ventures, kickoff of the Findlay Market Farmstand and Cincy Summer Streets events, as well as a host of other neighborhood events.

UrbanCincy last reported about the rehabilitation of the Samuel Hannaford-designed firehouse, and leasing of the ground floor commercial space by Fireside Pizza in June, and the We Are Walnut Hills Festival in May. Since then, the Walnut Hills Redevelopment Foundation (WHRF) has moved into the summer months with full roster of projects and activities.

The Findlay Market Farmstand began in early June with a variety of fresh, seasonal produce, all from within a 100-mile radius. Funded through a Healthy Initiatives Grant by Interact for Health, attendance was strong at the first Findlay Market Farmstand, but the WHRF says they will be going door-to-door within the neighborhood to ensure that all residents know where and when the farm stand will be open.

“Passersby and residents need to support the farmstand for it to be financially viable,” said Thea Munchel of the Walnut Hills Redevelopment Foundation. “We wanted to ensure that it would be in a space that would attract the neighborhood residents while also interesting people passing through.”

Organizers say that the farmstand will be open, going forward, on Thursdays from 4pm to 7pm at 767 McMillan Street, next to the aforementioned Firehouse. In addition to the produce offerings, they say there will be music, grilling, cooking classes and other rotating activities to build a sense of engagement.

It should be noted, however, that this is not the only, or even first, location for Findlay Market’s outreach into the city’s neighborhoods. Ohio’s oldest public market also sets up farmstands in East Price Hill and Westwood.

In addition to the Healthy Initiatives grant, the WHRF has partnered with Fifth Third Bank to create what they are calling the THRIVE Grant, which provides $3,000 to $15,000 to attract established businesses to the Peeble’s Corner business district. Angst Coffee is the first recipient of the grant, and is expected to open at 2437 Gilbert Avenue this fall. Built in 1890, and featuring exposed brick, warm colors and modern interior finishes, owners expect the space to be ideal for a coffee house.

Cincy Summer Streets, an open streets celebration, kicked off in Walnut Hills this past weekend as well. The event closed McMillan Street between Gilbert and Woodburn, and Woodburn between McMillan and Madison Road to automobiles, while opening the street up for biking, walking, dancing, art-making and fitness classes.

The event was meant to, and did, breathe new life into the streets with residents of all ages, mingling and enjoying the unseasonably mild weather. The Walnut Hills Area Council, Walnut Hills Redevelopment Foundation, East Walnut Hills Assembly, Art on the Streets, and the City of Cincinnati organized the event, while sponsorship came from The Carol Ann and Ralph V. Haile, Jr./U.S. Bank Foundation and Interact for Health.

Both Cincy Summer Streets and the Findlay Market Farmstand are examples of how the Walnut Hills community is embracing tactical urbanism as a way to transform itself.

To build on all this activity, neighborhood leaders will be preparing over coming weeks for the City of Cincinnati’s award-winning Neighborhood Enhancement Program (NEP), which will kick off in Walnut Hills on August 15. But for those looking to score some fresh produce from area farmers – you can do that at the next Findlay Market Farmstand set up in Walnut Hills this Thursday from 4pm to 7pm.

PHOTOS: The Changing Face of Downtown Cincinnati

It’s not just housing that’s booming in the center city, there is also a slew of office, retail, hotel and infrastructure projects underway that are transforming Cincinnati’s skyline and its streetscapes.

All of the construction activity makes it feel as if there is work taking place in just about every corner of the central business district and its immediate surroundings. And for the most part, that feeling is valid.

In addition to the thousands of residential units under construction, work is also currently underway on the second phase of The Banks, which will include not only 300 additional apartments, but also General Electric’s new North American Global Operations Center, 313-room Renaissance Hotel, dunnhumbyUSA Centre, Mabley Place, reconstruction of Second Street, and work is about to get underway for the new 115-room Holiday Inn hotel at Seventh and Broadway Streets.

In addition to all of the construction work taking place, the weather earlier this month was terrific and made for a perfect time to take pictures of some of the center city’s beauty.

Should ‘Kathy Plates’ Be Added to Roebling Suspension Bridge?

In the spirit of throwing new ideas out there, UrbanCincy would like to propose installing Kathy Plates on the Roebling Suspension Bridge in order to improve the safety of bicyclists, pedestrians and motorists using the 148-year-old span.

The idea first came to mind when we hosted our Bikes+Brews ride in May 2013. The route took our group of approximately 20 cyclists across the bridge. Following the law, and protecting the safety of pedestrians also using the bridge, we rode across with automobile traffic.

Those familiar with the Roebling Suspension Bridge know that it is somewhat famous for the humming sound it makes as you drive across. Well, this sound is created by the friction between each vehicle’s tires and the grated bridge deck. That same deck that evokes such a pleasant and memorable sound, also can at times redirect a car slightly as it navigates the numerous grooves.

This also occurs for people traveling across the bridge on bicycles, although to a much greater effect due to the lighter weight of the bike compared to the car.

This same phenomenon exists on dozens of Chicago’s famous bascule bridges. The bascule bridge type was invented in Chicago and proved to be an engineering innovation still paying dividends more than 100 years later. The design, however, requires a delicate management of the bridge’s weight distribution – even a new coat of paint has the potential to throw things out of whack.

Chicago has seen an explosion in the number of people using bicycles as their form of transportation, and, as a result, saw many cyclists crashing on the bridges due to the grooves in the grated bridge decks and their joints that are similar to what exist on Cincinnati’s famed Roebling Suspension Bridge.

The Chicago Department of Transportation (CDOT) came up with a solution that aimed to remedy the safety hazard while also respecting the delicate balancing act required to make bascule bridges go up and down.

That solution is the ‘Kathy Plate’ application, which is named after activist Kathy Schubert, who lobbied for the plates after she had crashed on Chicago’s LaSalle Street Bridge.

It is a fiberglass plate that is affixed to the bridge deck where bicyclists would be riding, thus creating a smooth and consistent surface without throwing off the bridge’s weight distribution.

Mike Amsden, Assistant Director of Transportation Planning with CDOT, told UrbanCincy that the city initially used steel plates or concrete infill, but has since switched to the fiberglass alternative due to its lower cost and lighter weight. As of today, Chicago has one bridge with steel plates, seven with concrete infill, and five with the new fiberglass plate option.

Amsden says that CDOT first began using the fiberglass plates more than two years ago, and has not yet needed to replace any of them – even with Chicago’s harsh winters.

“The open grate bascule bridges can be very slippery, especially when wet,” Amsden explained. “Because bridges can be such a barrier to bicycling, we’re putting extra emphasis on making our bridges bicycle friendly.”

CDOT says that they incorporate these fiberglass plates on any bike lane project that crosses a bridge, and uses the concrete infill option on bridges that are being reconstructed, regardless of whether a bike lane crosses the bridge.

“We match the plate width to the approaching and departing bike lane width,” said Amsden. “So, as you can see on Dearborn, it’s a wide two-way bike land, so the plates are much wider.”

There are no marked bike lanes approaching or departing from the Roebling Suspension Bridge, but cyclists typically use the congested and winding sidewalks cantilevered outside of the bridge columns.

A simple application of these fiberglass plates in each direction could help to improve safety and mobility on Cincinnati’s most iconic bridge.

According to Queen City Bike, it is something they said they would like to research further and consider for potential application on the Roebling Suspension Bridge.
