Cincinnati’s old money attacks the future with the promise of a failed past

If you had thought that former Enquirer columnist Peter Bronson was gone, you were wrong. In the most recent publication of Cincy Magazine (not to be confused with Cincinnati Magazine), Bronson wrote a vanity piece about the new $322 million Great American Tower at Queen City Square.

The 800,000 square-foot office tower is adding a large amount of modern office space to Cincinnati’s central business district while also dramatically altering the city’s famous skyline long dominated by the historic Carew and Central Trust towers. What was interesting about Bronson’s story is that he took a platform for which he enthusiastically touted the new tower and how it was accomplished, and turned it into an opportunity to lob attacks at other major projects like the Cincinnati Streetcar and The Banks development along the central riverfront. It took Bronson no more than eleven sentences before he dove head-first into his attack of both projects.

“But the biggest building project since Carew Tower in 1930 has been overlooked, as politcos and mediacrats chatter about streetcar fantasies and the geologic progress on The Banks,” Bronson exclaimed. “While City Hall itches to spend more than $100 million on trolleys, while county leaders lean on chrome shovels and declare victory on the 14-year Banks promise, the $400 million Great American Tower has risen from the ground like Jack’s Metropolis beanstalk.”

Aside from Bronson’s factual errors about the tower’s price tag, it being the largest building project since Carew Tower (The Banks, UC complete rebuild, hospitals, Paul Brown Stadium, Great American Ball Park), or his odd comparison with Tabart’s famous English fairy tale, what is most striking is his unprompted attack on other major development projects to help further promote his beloved metropolis beanstalk.

The new tower does speak to Cincinnati’s ability to get things done during tough economic times, but lets not forget that the Great American Tower at Queen City Square is a vision that dates back to the 1980s as Atrium III, then more contemporaneously in the 90’s with the Queen City Square moniker. At that point the tower was envisioned as a towering brick skyscraper complete with a dramatic spire on top. But aside from that, Mr. Bronson continued.

“In less time than it took to name The Banks or buy one streetcar, Barrett and the Lindners at Great American Insurance have remodeled Cincinnati.”

Now there is a name we all know…the Lindners, Cincinnati’s old money power family. Over the years, the Lindners have at some point owned Kings Island, the ATP Tennis Center, Chiquita, Great American Insurance, United Dairy Farmers, and even the Cincinnati Reds. But what does this have to do with The Banks development or the Cincinnati Streetcar, well Mr. Bronson gives us some insight later in the same Cincy Magazine piece.

“The city has put $5.5 million into infrastructure improvements for Queen City Square, but Western & Southern put up nearly 10 times that much, and has invested $500 million in city projects over the past six years. “If the government subsidizes it, it’s not going to work,” Barrett says. “We need private money in it, our stake. That’s the entrepreneurial spirit.”

Ok, now we’re getting somewhere. Those conservative talking points ring loud and clear to anyone who has advanced beyond middle school social studies.

In 2004, the Lindner family raised more than $300,000 for the Republican Party through their regular household parties and other events, and in 2005, Carl Lindner Jr. was among a mere 53 entities that gave a maximum $250,000 to support the second inauguration of the beloved President George W. Bush.

So what Bronson has done, is effectively frame both the Cincinnati Streetcar and The Banks development as some sort of government subsidized projects that have been poorly run, thus further supporting the conservative talking points littered throughout this Cincy Magazine story. The problem is that Mr. Bronson failed to mention that Queen City Square also received $45 million from the Port of Greater Cincinnati Development Authority (which also owns the land) in addition to the millions of dollars it received from the city.

The problem here is not just the overtly political leanings of this story, but rather the unnecessary and unprompted attacks of other development projects in the area. The Cincinnati Streetcar is expected to be taking on its first passengers in early 2013, and the first-phase of The Banks will house its first resident next spring. This means that in a span of six years the Cincinnati Streetcar will not only have been envisioned, planned, funded, but built as well. Meanwhile, The Banks will have its first-phase completed in 14 years which includes two stadiums, a reconstructed Fort Washington Way, museum, and transit center. Both projects will have been completed in significantly less time than the 30-year vision that has been Queen City Square.

So what does this tell us? Well firstly it tells us that large development projects take significant amounts of time. It also tells us that the old money, political interests in Cincinnati are still strong and they are still fighting to remain relevant as a new generation steps up to the plate with a new vision for Cincinnati.

Over the past 50 years, this old generation has overseen Cincinnati through a period of decline.  Now a new generation wants to restore Cincinnati to its previous stature and beyond.  So, the final thing this tells us is that the next generation of leaders and visionaries will have to fight to rip control away from the cold death grip of Cincinnati’s old money power brokers who still obviously have the influence and authority to do what they wish.

Cincinnati officials impressed by results of Nashville’s form-based codes

In late June 2010, 18 individuals from Cincinnati made a trip to Nashville, TN in order to learn more about that city’s form-based code efforts. While on the trip, local officials and community leaders toured three of Nashville’s most notable developments to see first-hand how such land planning initiatives have made a tangible impact there.

The delegation attending the last of several trips to Nashville included Cincinnati City Councilmembers Laure Quinlivan, Charlie Winburn and Wendell Young; Hamilton Vice Mayor Rob Wile; leaders from Downtown, Walnut Hills, Mt. Auburn, Hyde Park, The Christ Hospital, the Cincinnati Form Based Codes Initiative, and UrbanCincy.

While in Nashville, the delegation visited Lenox Village and The Hill Center. The two new urbanist developments located in Nashville’s suburban communities each have a unique focus as Lenox Village offers a walkable residential neighborhood, while The Hill Center is an upscale commercial district built in a walkable manner.

Inside Lenox Village, the delegation was impressed by the development’s tree-lined streets, wide sidewalks, public gathering spaces, and pocket parks with homes ranging in cost from $84,000 to $350,000. The development also includes a small element of office and retail space, while also providing ten percent of its total housing units as rental.

The area surrounding the upscale, 220,000 square-foot Hill Center development reminded some of the Cincinnati guests of the Kenwood area. But while many of the same upscale retailers were found at both, the physical implementation is much different. According to the developers of The Hill Center, much of the difference comes in the “road diet” that took place to accommodate bicycles, improve sidewalks and pedestrian connections.

“Granbery described the “ping-pong effect” that retailers desire, where a pedestrian can easily cross from one side of the street to the other to reach another retail store that catches his or her eye – even green space should not be so wide as to keep shoppers from crossing the street easily,” described Cincinnati Vice Mayor Roxanne Qualls.

The third development the group toured was The Gulch which is a former railroad center turned mixed-use infill project adjacent to downtown Nashville. Restaurants, live music venues, trendy retail, and condominium towers now occupy the site which has become a popular destination for young people. The Cincinnati delegation also noted that the development project earned a LEED for Neighborhood Development (LEED ND) silver certification for its location, transit access, neighborhood design, green infrastructure and buildings, and its overall design process.

The Gulch is only the ninth neighborhood in America to receive such designation, and the first neighborhood in the south.  Since the plan was originally developed in 2002 by MarketStreet Enterprises, the City of Nashville and Davidson County Metropolitan Development & Housing Agency have invested nearly $7 million in infrastructure improvements.  The Gulch neighborhood has also required the incorporation of affordable housing in order to receive tax increment financing assistance.  Within the ICON, 44 of the total 418 housing units are affordable to those earning 80 percent of median income for the area ($34,000 or less).

The trips to Nashville were taken to help further develop Cincinnati’s initiative to develop form-based codes throughout the city as neighborhoods desire. Should Cincinnati develop such a system of land planning it would become only the third major American city to do so joining Miami and Denver. If all goes according to plan, city officials hope to start implementing the necessary zoning code amendments by fall 2010 with the help of Opticos Design.

Public forum to answer commonly asked questions about city budget

Plan Cincinnati is hosting a a learning forum about the city’s budget on Wednesday, August 18 in downtown Cincinnati. The forum is designed to answer many of the questions posed by citizens at working group meetings, for the evolving comprehensive plan, over the past year.

The forum will include Cincinnati Budget Director Lea Eriksen, and will answer many commonly asked questions like:

  • Where does our City’s revenue come from?
  • What are our operating expenses?
  • What is the difference between the capital budget and operating budget?
  • How much money do we receive from the Federal Government and the State of Ohio?
  • How much does the City get from property tax or income tax?

The Budget Learning Forum will take place on Wednesday, August 18 from 5:30pm to 7:30pm in the J. Martin Griesel Room (7th Floor) of Centennial Plaza II (map) in downtown Cincinnati. Cincinnati terminal projects left out of new Marine Highway Program

Cincinnati was on the outside looking in when U.S. Transportation Secretary Ray LaHood announced eight projects and six initiatives nationwide selected to be a part of the new Marine Highway Program. The projects and initiatives selected to be a part of the program will be eligible for federal assistance, including an initial $7 million in funding, to help move more cargo on the nation’s waterways rather than on crowded highways.

The Department’s Maritime Administration (MARAD) stated that the eight projects and six initiatives were chosen out of 35 applications submitted by ports and local transportation agencies. Nationwide, MARAD has selected eleven marine corridors for which to focus. Locally, the designated M-70 Corridor includes the Ohio, Mississippi, and Missouri Rivers.

According to MARAD, the M-70 Corridor contains major freight truck bottlenecks at numerous points that could be alleviated by marine highway cargo transportation.  The administration also states that the region is expected to experience a growth in long-haul truck volumes through 2035 that will exacerbate already congested highways and rail networks.

“Making better use of our rivers and coastal routes offers an intelligent way to relieve some of the biggest challenges we face in transportation – congestion on our roads, climate change, fossil fuel energy use and soaring road maintenance costs,” Secretary LaHood said in a prepared release. “There is no better time for us to improve the use of our rivers and coasts for transportation.”

The majority of projects and initiatives selected were those along coastal marine highway corridors. Officials at the Office of Marine Highways and Passenger Services declined to share the full list of applicants with UrbanCincy, but a local river port facility located just west of downtown Cincinnati may have been one of those left off the list.

“There are many places in our country where expanded use of marine transportation just makes sense,” said David Matsuda, Acting Administrator of the Maritime Administration. “It has so much potential to help our nation in many ways: reduced gridlock and greenhouse gases and more jobs for skilled mariners and shipbuilders.”

The proposed Queensgate Terminals rail-barge transfer facility has long been the subject of controversy, public debate, and opportunity. While legal and political battles took place, over the last five years, Ohio officials pledged $9.5 million to the proposed South Point barge terminal further upriver in Lawrence County. At the same time, the OKI Regional Council of Governments has been studying ways in which to reduce freight congestion on the region’s highways and freight rail yards.

The proposed Ohio River facilities are becoming increasingly important as the Panama Canal nears completion on a $5 billion expansion that is expected to dramatically global freight traffic in the eastern United States. According to David Martin, developer of Queensgate Terminals, the Panama Canal expansion will make “back-haul” operations to China even more attractive as shippers look to move goods on otherwise empty cargo containers heading back to east Asia.

Plan Cincinnati to host learning forums on local planning initiatives

Plan Cincinnati will host two summer learning forums this month that will include information about local plans in place guiding the city’s new comprehensive plan, and what regional efforts are currently underway to help implement such initiatives.

The first of the two meetings will take place on Wednesday, August 4 in Corryville. This forum will include a panel made up of Larry Falkin from the Office of Environmental Quality, Terry Grundy from the United Way, Eric Rademacher from the University of Cincinnati, and Sam Stephens from the Department of Community Development.

The panel will engage in a moderated discussion of local plans and policies currently in place. Forum organizers say that the discussion will specifically focus on plans like GO Cincinnati, the State of the Community Report & Indicators, and Green Cincinnati that are seen as important factors helping to shape the comprehensive planning process currently underway.

The second forum will focus on regional efforts like Agenda 360, the award-winning Community COMPASS, 2030 Transportation Plan, and Strategic Regional Policy Plan developed by the OKI Regional Council of Governments. This forum will also include a moderated panel discussion made up by Todd Kinskey from the Hamilton County Regional Planning Commission, Robert Koehler and Emi Randall from OKI, and Mary Stagaman from Agenda 360. This forum on regional plans and policies is scheduled to take place on Thursday, August 26.

Cincinnati City Council is expected to vote on the completed comprehensive plan in 2011.  Cincinnati was the first major American city to adopt a comprehensive plan in 1925, but it has been 30 years since the last comprehensive plan was completed and updated in 1980.
