INFOGRAPHIC: The Abandonment of Cincinnati’s 1914 Subway and Rapid Transit Loop

Cincinnati’s abandoned rapid transit project is a subject of continual interest. Although many are familiar with the unused two-mile tunnel beneath Central Parkway, little remains of the ten miles of surface-running right-of-way built in the mid-1920s between Camp Washington and Norwood.

This graphic by Andy Woodruff, from the UW-Madison Department of Geography, illustrates which sections of the so-called Rapid Transit Loop were built, which parts were replaced by expressways, and which parts were planned but not funded and built.

So why was the Rapid Transit Loop started but not completed?

The project had several forces working against it, especially wealthy Downtown landowners who stood to lose money and influence if the city’s most valuable property shifted from Fountain Square north to Central Parkway. The likelihood of that happening was heightened by the Rapid Transit Commission’s decision to forego construction of the Walnut Street Subway as part of the project’s first phase.

Those who owned property lining Central Parkway knew that construction of a tunnel under Mt. Adams, linking the Loop’s never-built eastern half, would likely cost less than construction of the Walnut Street Subway and cause the loop’s traffic to bypass the city’s established epicenter entirely.

The second interest acting to scuttle the subway project was the consortium of seven steam railroads that commenced construction of Cincinnati’s spectacular Union Terminal in 1929.

An ancillary feature of the Rapid Transit Loop was its intention to serve the area’s electric interurban railroads at a multi-track terminal centered beneath the intersection of Race Street and Central Parkway. The interurban terminal’s more convenient location promised to erode the redundant services of the steam railroads.

PHOTOS: Riding the Rails in Europe

Last summer I visited several cities in Europe and photographed a few of the scenes going on across the pond. My travels took me to Brussels and Oostende in Belgium; Cologne, Germany; and to London, Cardiff and Brighton Beach in the United Kingdom. The photo set below is premised on several observations:

Quality of  city transportation: Brussels has the cleanest trams of the whole trip. These trams are Bombardier 4000 series trams delivered to the city in 2010. The seating is very comfortable, the trams feature LCD screens and wood panel finishes. Trams running underground featured the traditional turnstile system found in many other underground systems.

Cologne’s trams are older and feature on-board payment systems both above and below ground. Their system consists of two joined rail cars. In some instances such as around Neumarkt Square also use the same transit right-of-ways reserved for trains.

London’s Tube system is the largest subway system in the world. However the city also features an aerial tram known as the United Emirates Line. The tram runs continuously, unlike a similar system in Portland, Oregon, and connects London’s former Olympic Village to the O2 Centre.

Cardiff also featured rail transit, however the system was antiquated and utilize heavy diesel trains that were sometimes as small as a single rail car.

Bicycle Infrastructure: Bicycle share was available in many of the cities I visited including Brussels and London. In Cologne bicycle lanes were placed on the road side of sidewalks and were delineated with either special paint or pavers in some areas. There were similar observations in Cardiff.

Placemaking: From the Dom in Cologne to Grote Markt in Brussels, Europe is filled with beautiful community gathering spots.

CHART: The Best and Worst States in America for Transit Funding

According to data from the Federal Transit Authority (FTA), the State of Ohio provides some of the least amount of funding for its regional transit authorities of any state in America.

Texas, Georgia and Missouri also provide next to nothing to their various regional transit agencies, but in no other state are transit agencies as reliant on fares and local taxes as they are in the Buckeye State.

When broadening the search to examine transit agencies in the biggest cities across America, it also becomes clear that states like Pennsylvania, Utah and Maryland, Minnesota and Massachusetts invest large amounts of state dollars in transit. Some transit agencies with little state support, however, receive larger sums of money from regional transit taxes and federal aid.

Ohio’s three largest metropolitan regions – all with more than two million people – are different in this regard and have the least diverse range of financial support of transit agencies nationwide. For both Columbus and Cleveland, it means that well over 90% of their total revenues come from fares and local tax dollars, while in Cincinnati it is slightly better at 84% thanks to a bit more federal aid.

“In the recession we saw transit service cut while gas prices drove transit demand to record levels,” stated Akshai Singh, an Ohio Sierra Club representative with the advocacy organization Ohio for Transportation Choice. “Roughly all of the state’s public transportation funding now goes to operating rural transit services.”

Honolulu is the only other region in the United States that has 90% or more of its funds coming from just fares and local tax dollars. Cities in other states providing next to nothing also approach this threshold, but do not exceed it as is the case in Ohio.

It recently reported that the Southwest Ohio Regional Transit Authority (SORTA) is one of the best stewards of limited financial resources, when compared to 11 peer agencies across the country. One of the key findings from Agenda 360 report was how little state financial support SORTA receives.

Part of the problem in Ohio is due to state cuts that have reduced funding for public transportation by 83% since 2000. Those cuts have forced transit agencies in the nation’s seventh most populous state to reduce service and increase fares over the past decade.

According to All Aboard Ohio, the state only provides approximately 1% of its transportation budget to transit, while more than 9% of the state’s population lives without a car.

In addition to regional transit, Ohio continues to be one of the most hostile states in terms of inter-city passenger rail. The state remains almost untouched by Amtrak’s national network and boasts the nation’s most densely populated corridor – Cincinnati to Cleveland – without any inter-city passenger rail service.

“When Governor Kasich came to office, the first thing he did was send back $400 million in federal dollars, for the 3C Corridor, on the basis that operations and maintenance would have been too onerous on the state,” Singh concluded. “Today, ODOT is allocating $240 million to build a $331 million, 3.5-mile highway extension through a 40% carless neighborhood on Cleveland’s east side, a staggering $100 million per mile new capacity road, while openly acknowledging they are reducing access for local residents.”

Cincinnati Aims to Open Initial Phase of Bike Share System This Summer

Cincinnati Bike Share Station MapCincinnati is set to join the ranks of American cities with bike sharing with the launch of Cincy B-Cycle next summer. The program is being organized by Cincy Bike Share, Inc. and is expected to begin operations in June.

Jason Barron, who previously worked in the office of former mayor Mark Mallory, was hired as the non-profit organization’s executive director in early December.

Over the last several years bicycle sharing programs have begun operating in several dozen cities across North America, and many more are planned. In July, CoGo Bike Share started operating in downtown Columbus and surrounding neighborhoods – marking the first bike share system to open in Ohio.

The planning for Cincinnati’s bike share system has been underway since 2011, when the Cincinnati USA Regional Chamber’s Leadership Cincinnati program started looking at getting a program running here. Then, in 2012, a feasibility study was commissioned by Cincinnati’s Department of Transportation & Engineering (DOTE).

It was not until the summer of 2013, however, that Cincy Bike Share, Inc. was established, and quietly selected B-Cycle to manage the installation and operations of the program.

B-Cycle operates bike share programs in over 25 cities in the United States, including Kansas City and Denver, and has started expanding overseas.

While traditional bike rentals are oriented to leisure rides, with the bike being rented for a few hours and returned to the same location, bike sharing, on the other hand, is geared for more utilitarian use.

According to Barron, usage of shared bikes is intended for one-way rentals over shorter time periods. Bikes are picked up and dropped off at unattended racks, where they are locked with a sophisticated system that is designed to allow users to quickly make trips that are just beyond walking range – often times about a half-mile to two miles in length.

The way the systems usually work is that users can either purchase a monthly or yearly membership that entitles them to a certain number of rides per month. Non-members, meanwhile, are typically able to purchase passes by the hour or day and are able to pay by cash or credit card at the informational kiosk present at each station.

Proponents view bike share programs as attractive components in the development of vibrant cities. With the continued revitalization of Cincinnati’s center city, Barron feels that bike share will fit well into the mix.

“With all systems of transportation, the more the merrier” Barron explained. He went on to say that he hopes that bike sharing, cars, buses and the streetcar “will work together to give people some great mobility options.”

One of the remaining tasks for Barron and the newly established Cincy Bike Share organization will be securing the necessary funding to build the approximately $1.2 million first phase of stations and the $400,000 to operate it annually. Barron believes that it can be accomplished through a number of ways including through a large number of small sponsors, as was done in Denver, or signing one large sponsor like New York City’s CitiBike system.

In addition to added exposure, bike share advocates point to research that shows improved public perceptions for companies sponsoring bike share systems. In New York, it was found that Citicorp’s sponsorship of CitiBike led to greatly increased favorability of the bank shortly after that bike share program launched.

“It’s a tremendous opportunity for a corporation to tap into the young professional market,” Barron told UrbanCincy.

Cincy Bike Share is planning to start operations with about 200 bikes based at about 20 stations in downtown and Over-the-Rhine in the first phase, and would include a total of 35 stations with 350 bikes once phase two is built. Cincinnati’s initial system is modest in size when compared to other initial bike share system roll outs in the United States.

Cincinnati’s bikes are expected to be available for use 24 hours a day, and Barron says they will also most likely be available for use year-round. Cincy Bike Share will be responsible for setting the rate structure. While not final yet, it is estimated that annual memberships will cost $75 to $85 and daily passes will run around $6 to $8.

The 2012 feasibility study also looked at future phases opening in Uptown and Northern Kentucky. While it may be complicated to work through operating a bi-state bike share system, Barron says that Cincy Bike Share has already discussed the program with communities in Kentucky and says that they have expressed interest in joining.

While there is no state line or a river separating the systems initial service area downtown from the Uptown neighborhoods, steep hills at grades ranging from 7% to 9% do. These hills have long created a barrier for bicyclists uptown and downtown from reaching the other area with ease.

Barron views the hills as an obvious challenge, but part of Cincinnati’s character and what make Cincinnati great. When the Uptown phase gets under way, he says that it will be operated as one integrated system with the first phase, but that it is not known yet how many users will ride between the two parts of the city.

Over the past few years, the DOTE’s Bike Program has greatly increased the city’s cycling infrastructure, and it is believed that continued improvements will help make using this new system, and the increasing number of cyclists, safer on the road.

Cincinnati’s new bike share system also appears to have majority support on council and with Mayor John Cranley (D), who has publicly stated that he is in favor of the program. “We plan on working with the City as a full partner,” Barron noted. “We think everything’s in place.”

If everything goes according to plan, the initial system could be operational as early as this summer.

Is the Eastern Corridor Project a Trojan Horse for an Extension of I-74?

The Eastern Corridor Program has been part of Cincinnati’s political landscape since 1999. That year the Ohio, Kentucky, Indiana Regional Council of Governments (OKI) completed a Major Investment Study that envisioned construction of a new expressway between I-71 and I-275 and commuter rail service on existing freight railroad tracks as a multi-modal solution to limited east-west travel in eastern Hamilton County.

But are the incremental upgrades planned for Red Bank Road that appeared in the Ohio Department of Transportation’s (ODOT) December 21, 2013 Preferred Alternative Implementation Plan part of a long-term plan to extend Interstate 74 across Hamilton County and east to Portsmouth, OH?

A veteran of Cincinnati transportation planning thinks so. Speaking on terms of anonymity, a source claims that he was approached in the mid-1990s by Hamilton County officials and out-of-state toll road builders who sought to extend I-74 from its current terminus in Cincinnati at I-75 to SR 32 in Clermont County.

According to the individual, the Eastern Corridor Program charts a different route for I-74 across Hamilton County but it achieves a similar end. Specifically, it aims to open eastern Hamilton County and Clermont County to development in a way that interstate-quality upgrades to SR 32 east of I-275 could not alone achieve.

Extension of I-74 east to Portsmouth was widely discussed in the Cincinnati media in the early 1990s. On November 11, 1991, The Cincinnati Post reported that the newly passed Intermodal Surface Transportation Efficiency Act of 1991 named “an extended I-74 – and a new I-73 between Detroit and Charleston, SC, through Ohio – as one of 21 high-priority corridors”.

Planning for new sections of I-74 began in the early 1990s in North Carolina, and today 122 miles of I-74 are now open in that state.

While ODOT has never explicitly studied an I-74 extension, it did begin planning I-73 immediately after passage of the highway bill. This planning took place in an unorthodox manner when, in 1991, former Ohio Governor George Voinovich (R) directed the Ohio Turnpike Commission (OTC) – not ODOT – to study construction of a new interstate highway connecting Toledo, Columbus and Portsmouth.

An 80% toll hike in 1995 raised suspicions that construction of I-73 was imminent, however the OTC ended its planning 1997. This event appears to have coincided with West Virginia’s decision to slowly build its section of I-73/74 as a public/private partnership with various coal companies. With the end of I-73 planning also went any expectation that SR 32 might soon be upgraded to I-74 between Cincinnati and Portsmouth.

Since the conclusion of the Ohio Turnpike Commission’s study in 1997, ODOT has not explicitly planned for I-73 or the I-74 extension. However, many of its recent activities are consistent with the OTC’s plans in the 1990s.

On July 22, 2013 Governor John Kasich (R) announced that excess Ohio Turnpike toll revenue will fund construction of the $450 million Portsmouth Bypass, which was part of the Ohio Turnpike Commission’s 1990’s-era I-73 study, and is a critical link in the national I-73/I-74 plan. To be initially signed as SR 823, the Portsmouth Bypass will be a fully grade-separated and access-controlled highway – an interstate highway in everything but name.

No mention of I-73 or an I-74 extension appears on ODOT’s website; but an October 12, 2010 post on the National I-73/I-74 Association’s website named Steven Carter, Director of Scioto County (Portsmouth) Economic Development, as well as two officials from the Toledo area, as attendees at the association’s fall 2010 “Road Rally” in Washington, D.C.

Near Cincinnati, improvements to SR 32 are bringing the roadway closer to Interstate Highway design specifications. A new $32 million interchange is under construction at I-275, and the Clermont County Transportation Improvement District is studying full grade separation and controlled access from Batavia to the Brown County Line.

Within Hamilton County, ODOT divided a possible I-74 route into two separate projects: SR 32 Relocation and Red Bank Road upgrades. At an August 2011 public meeting, ODOT displayed drawings of Red Bank Road reconstructed as a fully grade separated and access controlled expressway. Those drawings do not currently appear on the project’s website.

New drawings shown at ODOT’s Oct 2, 2013 meeting and in its December 21, 2013 report are less ambitious but do not preclude a future full conversion of Red Bank Road into an interstate highway.

The project website states that the relocated SR 32 will “feel like a boulevard or parkway…it will not be a highway like I-71 or I-75”. However, no design feature presented to-date by ODOT prevents relocated SR 32 from being improved to full grade separation and limited access. In the meantime, planning and promotional activities for the future I-74 connecting the Midwest with the coastal Carolinas continue in earnest.
