OKI Survey Results Show Cincinnati Region Wants More Transportation Choices

The OKI Regional Council of Governments recently released survey results affirming the region’s desire for more public transportation and other carless commuting alternatives.

The survey was part of the organization’s public involvement in their 2040 Regional Transportation Plan, which will ultimately set the priorities for the metropolitan planning organization as it looks to distribute federal funding for transportation.

OKI has conducted several surveys to gather feedback on the plan, each one confirming similar desires for more non-automobile transportation options.

The vast majority of the respondents stated that their most frequent mode of transportation is driving their vehicle alone, with only 2% taking the bus and the same amount walking.

In the only open-ended question of the survey, OKI asked what part of their commute to work or school or some other frequent route could be improved. While a common theme was complaints on the massive reconstruction of the Mill Creek Expressway on I-75, respondents also called for a light rail system connecting the region’s suburbs and airport.

Those surveyed complained about a lack of coverage and frequency of Metro bus routes. A universal fare card for TANK and Metro, which is something area transit leaders have been developing. Altogether, 15% of respondents wanted more public transportation options and 11% wanted to improve the transit options that already exists.

While the survey results reinforce the notion that the car reigns supreme in Cincinnati, it also shows that area residents have few, if any, alternatives. As such, more than 56% of respondents said that they would keep their car, but drive much less if non-vehicle modes of transportation were available.

Officials at OKI have recently taken criticism for the planning assumptions they have been using to develop their regional plans, which often include VMT increases that have not been realized in many years.

Survey respondents said they were most concerned about traffic congestion and the lack of public transportation over the next 25 years. Should regional leaders decide to focus transportation investments on building transit, they could seemingly address both concerns at the same time.

Another them that came out of the survey results was that public officials should focus spending resources on maintaining and fixing outdated infrastructure, rather than building new capacity. The idea of institutionalizing “fix-it-first” policies is one that has garnered bi-partisan support across the country, including Ohio.

OKI has conducted several surveys of similar nature over recent years as the work to update and develop their regional plans. Despite the frequency of such surveys, the results have been consistent along the way, with many people asking for more transportation choices and better maintained infrastructure.

“This feedback is providing valuable insight into the transportation needs and issues most important to the public,” officials explained. “It is helping us identify projects that should be recommended for inclusion in the plan.”

The 2016 update to the OKI 2040 Regional Transportation Plan, which includes a recommended project list, is scheduled to be reviewed by OKI’s Board of Directors in June.

Area Organizations Teaming Up to Encourage Active Transportation This Spring Season

Tri-State Trails is aiming to encourage the public to get outdoors with the Opening Day on the Trails Challenge – a seven week series of hikes, group bike rides, and other events on trails and in parks throughout the Cincinnati region.

The challenge starts with an event at Sawyer Point from 12pm to 5pm on Saturday, April 16, which is also Earth Day.

The Opening Day on the Trails Challenge is part of a national kickoff by the Rails-to-Trail Conservancy to promote the spring outdoor season. Running from mid-April to early June, the challenge overlaps with National Bike Month in May.

Information on the challenge can be found online at MeetMeOutdoors.com. Participants can register on the website, and sign up to receive email newsletters and social media alerts. A Trails Challenge Passport is also available for download. To participate, individuals and families attend group events, which are listed on a schedule included with the passport. Attendance at activities is logged on the passport, and those who attend at least one event are eligible to win a prize.

Organizers say that the challenge will conclude with an award ceremony on National Trails Day on June 4 at the Purple People Bridge. Participants who complete the challenge will receive a Nalgene water bottle and other items. A raffle will also be held to award prizes, donated by local businesses and Cincy Red Bike, to registered participants.

Tri-State Trails, a program of Green Umbrella, is the local host of the challenge, and is hoping it will encourage more people to get out and explore the region’s network of bike paths and trails.

Wade Johnston, Regional Trails Coordinator for Tri-State Trails, sees the event as an opportunity to showcase not only the many multimodal trails in the Cincinnati region, but also the hiking and mountain biking trails. Tri-State Trails has been told by the Rails to Trails Conservancy that the Challenge in the Cincinnati region is the largest and longest program of any opening day trail event in the United States.

Johnston told UrbanCincy that public support and usage of the region’s trail system is increasing, citing the Cincinnati Connects plan, and efforts to expand the Mill Creek Greenway, Ohio River Trail, and Wasson Way.

The Opening Day on the Trails event is supported by a $25,000 grant from Interact for Health. While this is the first year for this event in Cincinnati, it is intended to be an annual event in the future.

Green Umbrella’s Outdoor Event Series will continue through the summer with the Kids Outdoor Adventure Expo on July 22 at Winton Woods Harbor, and the Great Outdoor Weekend on September 24 and 25 at a variety of locations around the Cincinnati area.

Metro, Uber Ink Deal Aimed at Addressing First and Last Mile Connections for Transit Riders

Business leaders from Uber and transit officials with the Southwest Ohio Regional Transit Authority gathered yesterday to announce a new partnership between the region’s largest transit provider and the increasingly omnipresent ridesharing service.

As part of the partnership, Metro will place interior transit cards on buses advertising a unique code that will offer a free ride to first-time Uber users. While the deal is similar to Uber’s many other marketing relationships, it may be the first step toward greater collaboration between the two organizations.

“Many of our customers have expressed their interest in using rideshare services like Uber in conjunction with their Metro trip to bridge the gap between service hours and locations,” Metro CEO & General Manager Dwight A. Ferrell said in a prepared release.

In other cities, like Dallas and Atlanta, Uber has partnered with regional transit agencies to integrate their mobile app with the route planning offered within the transit agency’s app. However, these relationships have been critiqued for what being a lopsided arrangement favoring the fast-growing tech company.

Other partnerships looking to address the first mile, last mile challenge have so far struggled to amount to much, but this has not stopped transit officials in Minneapolis and Los Angeles from inking deals to cover trip costs on Uber as part of their respective guaranteed ride home programs.

Such issues, however, are not deterring Metro officials from looking at the potential upsides that might come out of the partnership.

“We’ve seen the significant success Uber has had with other major public transit providers,” Ferrell stated. “We believe Uber is an ideal partner to help us meet the needs of our customers, ultimately making their experience as convenient and enjoyable as possible.”

If the partnership is successful, it could create significant value for Metro riders and help tackle one of the most difficult challenges facing transit agencies throughout North America – how to get riders to and from transit stations without the use of a personal automobile. Eliminating such a problem would allow many people to significantly reduce their reliance on a personal automobile, or eliminate it altogether.

“Cincinnatians are already combining Uber and Metro to reach their destinations and we are excited to partner to spread the word further that Uber is an option to take Metro riders that ‘Last Mile,’” said Casey Verkamp, general manager of Uber Cincinnati.

Verkamp and Ferrell are right in being optimistic about the potential. An analysis by FiveThirtyEight found that people the combined cost of public transit and Uber becomes more cost effective than owning a personal automobile when the person uses public transit for approximately 85% of their trips and Uber for the rest.

With the average household making 2,000 trips annually, that equates to roughly 300 Uber trips per year. Of course, the average Cincinnatian takes far fewer than 1,700 trips per year on public transit, so a fully functioning arrangement of this kind would be hugely beneficial for both Uber and Metro. The main problem in Cincinnati is that the vast majority of people living in the region are not well-served by transit, and are essentially unable to take 85% of their annual trips by public transit.

Nevertheless, this is the first partnership of its kind in Ohio. While its limited scope leaves much unanswered about how it will benefit area transit riders over the long-term, it does illustrate that Metro officials are thinking about the future of how to move people effectively and efficiently throughout the region.

“This partnership exemplifies how cities like Cincinnati are embracing innovation and creative solutions to meet the needs of their residents,” Verkamp concluded.

Covington’s Parking Plan for MainStrasse To Go Into Effect March 30

After being approved this past October, Covington’s new parking plan for MainStrasse Village will go into effect later this month.

Historically it has been free to park in the area, but the parking plan, which includes new metered street parking, a pay lot, and parking permits, will change that. According to the City of Covington, pay stations will be installed along Main and W. Sixth Street on March 26, signs will go up a few days later, and the pay stations will be live on March 30.

The project is intended to increase parking turnover and create designated parking for residents, so that it is easier for both visitors and residents to find a spot to park in the popular business district.

MainStrasse has seen a surge of new business activity of late. The last year alone saw the opening of Son & Soil, Bean Haus, Frida 602, and Mac’s Pizza Pub. Three more – Commonwealth Bistro, Craft & Vines, and Lisse Steakhouse – are slated to open soon.

Since being announced last fall, the plan has proven to be controversial. Business owners, residents and area patrons have all spoken out both in favor and against the idea.

One of the common concerns is how the new parking fees will affect new and existing businesses. The worry is that the plan will hurt MainStrasse’s ability to compete with other nearby entertainment and restaurant districts including Over-the-Rhine, Downtown, and The Banks, even though those districts also include payment-based parking setups.

The enforcement hours in MainStrasse will be limited, relative to street parking in Newport or downtown Cincinnati, particularly in the evenings, which are prime business hours for restaurants and bars that make up the district.

With street parking free after 5pm, and lots capped at $2 after one hour, businesses may actually still struggle with limited parking turnover during their busy hours at night.

At $0.35 per half hour on the street, and $1 per half hour (with a maximum charge of $2) in lots, the cost of parking in MainStrasse will be somewhat lower than what is charged in Over-the-Rhine, downtown Cincinnati, or Newport, although slightly more expensive than parking in Cincinnati’s other neighborhood business districts.

In addition to visitor-oriented changes, the plan includes modifications to improve parking availability for nearby residents – for a fee.

Sections of Philadelphia Street, Bakewell Street, Johnson Street, W. Sixth Street, and part of the Fifth Street lot will become resident-only parking. Passes to park in these spaces will cost $25 to $30 annually, and each property will be allowed to purchase two passes. Going against national trends to get rid of one-way streets, Bakewell Street, between W. Sixth Street and W. Ninth Street, will become one-way to allow for even more residential parking spaces.

The move will place MainStrasse alongside Pendleton, Newport, and Clifton as areas that also have resident-restricted parking, but it will be the only area charging a fee for the residential permits.

While efforts continue to take place to establish something similar in Over-the-Rhine, such efforts have been stymied due to an impasse between Cincinnati Mayor John Cranley’s (D) administration and neighborhood residents and business owners. Under those previously proposed plans, Over-the-Rhine parking permits would have cost $108 per year or $18 per year for low-income households.

Bikes ORO’s Millennial Founder Looking to Bring One-for-One Business Model to Bikes

A Cincinnati native hosted an Indiegogo, a website similar to Kickstarter, launch party this past Thursday at Rhinegeist Brewery for a company called Bikes of Reckless Optimism (Bikes ORO).

While the main objective of the company is to foster healthier and more eco-friendly lifestyles for everyone, Chelsea Koglmeier, the company’s founder, also hopes to create easier transportation for children in developing countries.

Koglmeier, a former employee at the Over-the-Rhine-based tech start-up Roadtrippers, said that she took a trip to Kampala, Uganda about a year ago and realized that most of the children in refugee camps there had to walk 8 to 10 kilometers (5 to 6 miles) just to get to school every day.

“Sending a seven-year-old out to do that twice in a day is a lot, and having access to a bicycle makes it a lot more reasonable for their families to let their kids go,” Koglmeier said.

In a business model akin to Toms Shoes, Bikes ORO benefits people in need around the world by using the revenues from bikes sold to help provide bikes to those individuals.

With the help of Perth-based design firm Flying Machine, each bike has its own unique design, with manufacturing taking place in Tianjin, China where two prototypes for the bikes have features like Gates Belt Drives instead of chains, three speeds, and an internally geared hub.

Koglmeier says the purpose of what she calls a “lifestyle business” is not to make lots of money or have a massive impact on those in developing countries. Rather, she hopes that by getting more people on bikes, instead of in cars, will help create better communities.

“I’m much more likely to waive at someone on the street than I am to waive at them when I’m in a car,” Koglmeier explained to UrbanCincy. “That means a lot for cities, and I think Over-the-Rhine is a great example of it. It’s powerful.”

After launching the crowdfunding campaign a week ago, Bikes ORO has already raised more than $20,000, with a goal of raising a total of $45,000 by the end of March. Helping the fundraising effort is the fact that the company has already produced several bikes that people can see and test.

“Because she has an actual, physical product, it’s not like people are giving money to invest in a company that will at some point do something,” said Tatiana Parent, a friend and colleague of Koglmeier. “Some of that money is people actually buying bikes, so it makes it a bit different than a typical Indiegogo campaign.”

At the Rhinegeist event, aptly named Bikes and Brews, people were donating money and took a look at some of the bikes.

“It’s great to see Chelsea with a big turn-out like this,” said Mike Morgan, from Covington. “She seems to have a pretty spiffy product and I kind of wish that they were already selling the bikes because I need a new commuter.”

The company launch has already grown beyond the Cincinnati market, with four other parties in three other cities pending.

The growth is something that is telling of both Bikes ORO’s product, but also the founder’s vision for healthier and more engaged communities.

“It encourages us to think about our world and how we’re taking care of it,” Koglmeier concluded. “It also, especially in city situations, creates this sort of community that you don’t get otherwise.”
