COMTO says that three scholarships are open to anyone interested in pursuing a career in the transportation sector, while one scholarship will only be available to existing COMTO members.
The largest, the Mallory Humanitarian Scholarship, was established to encourage and promote leadership and public service, and will award $2,500 to someone seen as the “next pioneer” that will help move the Cincinnati region through its next era of growth. The First Transit Achievement Scholarship will distribute $1,500 scholarships to area college students looking to make a difference in the transportation sector.
The MV Achievement Scholarship, which is nationally competitive, will distribute $750 scholarships to those recognized as individuals who share the passion of Feysan and Alex Lodde, who founded the nation’s largest minority and woman-owned transportation organization in 1975.
The Will Scott Scholarship will round out the awards, and is only made available to active COMTO members. Named in honor of Scott’s passion for assisting individuals with developing strategies to achieve their vision and mission, the scholarship also recognizes his establishment of the COMTO Cincinnati Chapter. This $1,000 scholarship will be awarded to someone who is seeking to further their education or advance their career development.
All of the awards will be announced at COMTO’s area luncheon on Thursday, April 21.
“The transportation sector is thriving and can be a very rewarding career choice,” said Cincinnati COMTO President Brandy Jones. “Through our scholarship program, we hope to inspire interest in the transportation industry and help develop its future leaders.”
Jones says that the fields of study that qualify include engineering, urban planning, logistics, management and mechanics, along with a handful of others.

Tomorrow night will be the second meeting of the Liberty Street Safety Improvement Study – an effort previously called the Liberty Street Complete Street Project in its 2013 iteration.
A major consideration, as the project’s title would suggest, is the safety of pedestrians and bicyclists that share the roadway. The current excessive width of the road, coupled with the speed of cars, contributes to an environment incongruous to pedestrian and cyclist safety.
Other elements being considered include pedestrian and cycling facilities, development potential on the south side of Liberty Street, streetscape aesthetics, automobile capacity/safety, and the preservation of on-street parking.
Both current and past public input, like the 2011 Brewery District Master Plan, stress a strong desire to improve the connection of urban fabric between the northern and southern portions of Over-the-Rhine.
“Liberty Street cuts off two sections of OTR,” said Frank Henson, a local cycling advocate. “All other north-south routes get cut up by the expansive width of Liberty; and I support narrowing it, with the inclusion of space for bicycle facilities.”
Many believe that the narrowing of Liberty Street can accomplish both of these objectives; although questions remain about how much narrowing is appropriate, and what should be done with the additional space that is made available.
According to data from the OKI Regional Council of Governments, Liberty Street has an annual average daily traffic (AADT) count of 14,278, which is actually less than the much narrower Ludlow Avenue’s 14,551 AADT in Clifton.
Ludlow Avenue has parking on both sides of the street, aside from peak hours from 7am to 9am where it is prohibited on the south side of the road, and 4pm to 6pm where it is prohibited on the north side of the road. This means that Ludlow Avenue, with its nearly identical traffic count, has fewer lanes of traffic during both peak and non-peak hours.
Martin Luther King Drive, near the University of Cincinnati’s main campus, has the same width as Liberty Street, but carries upwards of 20,000 AADT; and portions of Reading Road carry more than 25,000 AADT with just five lanes.
As a result, one could then deduce that travel demand on Liberty Street is far, far less than its width warrants.
Should Liberty Street be significantly narrowed, based on these figures, it could still absorb its current capacity, and, if necessary, divert traffic to Central Parkway, Fort Washington Way, or one of the many east-west thoroughfares that also have highway access.
Option 7d includes a “shared use bicycle/pedestrian pathway;” and while this widened path is intended to accommodate both pedestrians and cyclists, it is generally considered a less safe practice, as compared to separate facilities, to mix the two due to the faster travel speeds of people on bicycles.
An option that has bike and pedestrian facilities, preserves on-street parking, while also providing three travel lanes could reduce speed, increase safety, provide additional space for development, and still manage capacity based on comparable traffic counts.
The Ludlow Avenue and Reading Road examples disprove the idea that any decrease in capacity would be crippling. However, should demand increase, traffic is also highly divertible to other thoroughfares within a short distance.
Residents and interested parties can express their opinions on Tuesday, March 1 from 6pm to 8pm at the Woodward Theater in Over-the-Rhine. City officials say that they hope to narrow the alternatives to two following this meeting.
University of Cincinnati’s Department of Planning+Design+Construction recently partnered with Metro for an on-campus listening session for input on how to better serve the Uptown community. The two-day outreach event included meetings with students, faculty and staff on both the main campus and medical campus to gather feedback from current bus riders and non-users.
In line with the many other community engagement sessions Metro has hosted throughout the city over the past year, participants were asked how they would like to see Metro improve, while non-riders discussed what was needed to get them to choose taking the bus.
Among the faculty and staff responses, improving east-west crosstown routes and frequency topped the list, followed by adding frequency to the existing 17, 19, 78 (Lincoln Heights) and 43 (Bond Hill) lines, adding express service between Uptown and Liberty Township, improving evening frequency, and adding more ticket vending machines.
Student feedback requested modernizing the fare box; adding evening and weekend frequency on the 19, 51, and 78 lines; improving instructions on how to ride the bus; adding a public display that monitors the number of available bike racks on the bus (currently, each bus has a capacity of two); and integrating the UC Bearcat card as a form of payment for bus fare.
Additionally, staff from the university presented a proposal for a new bus route called the University Connector. Similar to the 51, the route would connect Northside, Clifton, Walnut Hills, Oakley, and Madisonville, with a center circulator around three sides of UC’s main campus.
University staff members believe the route would minimize transfer wait times and improve accessibility to key academic buildings on UC’s main campus, and improve connectivity with the medical campus. But while the proposed circulator service would use established Metro stops, its location in Oakley would not take advantage of the new $1.2 million Oakley Transit Center that will break ground later this year.
As the building boom continues at a rapid pace in Uptown, a growing focus is being placed on improving the area’s transportation access – both UC’s student government and Board of Trustees have recently stated their support for extending the Cincinnati Streetcar up the hill, Metro launched Metro*Plus in 2013 and established the Uptown Transit District in 2014, which features enhanced stations, ticket vending machines, real time arrival signage, and improved wayfinding design.
There is currently no timetable for implementing any of the recommended improvements, but it is widely anticipated that Metro will put a county-wide transit tax on this November’s ballot that would be used to improve the agency’s bus operations.
An Over-the-Rhine development has hit a potential challenge after a 3-3 vote at last month’s Historic Conservation Board meeting.
Grandin Properties had been planning to convert the historic Strietmann Biscuit Company building, located at 221 W. Twelfth Street, to an 88,000-square-foot office building, but must now request a zone change since it does not meeting the city’s mandatory minimum parking requirements.
In a strange twist, the vote from the Historic Conservation Board actually threatens the historic nature of the building and the surrounding neighborhood, as providing the parking being requested would necessitate that a portion of the building be converted to parking, or a nearby historic structure be demolished to make room for a parking structure.
As such, the developer is requesting to rezone the property from CC-A (Community Commercial – Automotive) to DD-C (Downtown Development – Support), which would give Grandin Properties more flexibility when it comes to the provision of parking.
In a letter submitted to City Council, the developer indicated that despite entering into agreements with 3CDC to secure 175 parking spaces for the development, which is a five-minute walk from the Washington Park Garage and City Center Garage, a split vote for a parking variance may imperil the project if the zone change is not secured.
Further supporting the developer’s case is the fact that the 126-year-old structure is located within a short walk to numerous Red Bike and Cincinnati Streetcar stations; and the location’s Walk Score is 94 out of 100 points.
“We were aware of the long history of not enforcing strict compliance with the zoning code’s parking requirements in Over-the-Rhine for both rehabilitated and new buildings,” Peg Wyant, President and CEO of Grandin Properties, wrote. “This is why we were surprised when City staff took a very hard position and required that we have guaranteed control over parking spaces ‘for the life of the project.’”
The development was slated to move forward, despite losing out on almost $2 million in historic tax credits from the state last year.
Following UrbanCincy‘s 2012 report on mandatory minimum parking requirements, City Council moved to study removing parking requirements in Downtown and Over-the-Rhine; and, in 2013, the City amended the zoning regulations to allow for both neighborhoods to remove required parking minimums with the passage of a special parking district zone. However, there has been no establishment of any special parking district zone to-date.
Further complicating the matter of parking in Over-the-Rhine is the fact that a workable Parking Permit Plan has yet to move through City Hall. While neighborhood residents and business owners have spent months developing a variety of alternatives, each has met its demise with the threat of Mayor John Cranley‘s (D) veto, which he says is due to permit prices being set too low.
As a result, parking remains a hot topic in one of the nation’s fastest developing neighborhoods. Many local developers still believe there is a market demand for one to two spaces per residential unit, while transportation options and the walkability of the neighborhood continue to improve. The increased number of visitors, including both workers and those coming to shop and dine in the neighborhood, is adding increased pressure since many residents in historic buildings utilize on-street parking to store their cars.
The next step for the project is that it will go before City Council’s Neighborhoods Committee for its potential rezoning application.
Five sites and designs were recently selected for bringing parklets to the heart of Covington. The announcement came on Friday, January 15 and marked the conclusion of a design-build competition called Curb’d.
Organizers say that the intent of the competition was to support Covington’s business districts by promoting walkability, connectivity and placemaking – topics that align with the Haile/U.S. Bank Foundation, Renaissance Covington and MainStrasse Village Association, which provided financial support for the competition.
The five selected sites are also seen as a pathway link between the MainStrasse and Renaissance districts in Covington’s downtown.
First popularized in North America in San Francisco, parklets have grown in popularity over the years particularly in neighborhood business districts looking to reclaim public space from cars for people walking, biking, shopping or simply relaxing. Over the years, cities, like Chicago, have even embraced the idea so much that specific design guidelines and practices have been institutionalized to lend legitimacy to the movement.
In Cincinnati that has so far not been the case.
In 2012, a parklet program was proposed for Over-the-Rhine, but the effort never gained the community support, funding and endorsement from City Hall that it would ultimately require. Since that time, ideas have been pitched to develop a parklet in front of Tucker’s Restaurant on Vine Street, but those efforts have also fallen short.
Aside from that, the closest the region has come to experiencing the transformation of on-street parking spaces into other uses has come in the form of the international celebration of PARK(ing) Day.
While parklets have generally become known as public seating areas or small parks, the organizers of Curb’d said they wanted to push the limits with this competition.
“The examples that we showed the businesses and designers in our information sessions were glow-in-the-dark swings, a mini-movie theater, and a bus stop that resembled an old school radio,” explained Sam O’Connor, Curb’d project coordinator. “Ultimately, we wanted our design teams to really discover the potential of a parking space.”
After finding businesses interested in participating, O’Connor says they, in cooperation with the participating businesses, then proceeded to curate a collection of 12 design teams that would come up with proposals for the spaces. The selected design teams then worked with local fabrication workshops to discuss their ideas and work through the logistics of turning their designs into reality.
After some further refinement, five design teams had their proposals selected to receive funding to have them built.
A+D Design developed what they called Hopscotch Garden for space in front of Braxton Brewing on W. Seventh Street, and will work with 3dx on fabrication. The concept calls for a space that will allow for people to sit and enjoy a beer or coffee outside, while also offering a hopscotch zone.
BPHOGS Design came up with The Boxing Ring for a location in front of Cutman Barbershop and Flow. They will work with Weld Rite Industries to produce the parklet, which will include passive spaces for seating and dining. The parklet will also include several programmed spaces, which, fittingly enough, will include speed bags positioned along the sidewalk to allow for maximum accessibility, and a center area for a game of Rock ‘Em Sock ‘Em.
Hub+Weber Architects designed a parklet intended for people to exercise and enjoy virtual trips to far away destinations, or even classic movies shown on a projector powered by the pedaling of the bikes. The stationary bicycle space will be located in front of Inspirado at Madison Gallery.
In front of Left Bank Coffeehouse, Seth Trance and Harry Ross developed a concept they call Wish-Igloo, which they hope will promote engagement between the first person who uses the parklet and the last person who does so. Trance and Ross believe this will be accomplished through the parklet’s striking design that is both changeable and invites users to physically manipulate the space.
The final project is also, perhaps, the most unique. To be located next to Stoney’s Village Toy Shoppe, John Noble & Team came up with a design that includes a range of engaging toys for children of varying ages. In essence, the parklet is seen as a way to extend the shop’s culture out onto the street, while also encouraging children to be more active.
Fabrication of each of the five parklets is expected to begin within the next week or so, with installation taking place the first week of May. O’Connor says they plan to do a grand reveal on Friday, May 6, with the parklets staying in place until the end of October when they will then be taken down.
