All Aboard Ohio Celebrates Recent Successes, Future Plans at Recent Meeting

Last Tuesday, All Aboard Ohio held their Spring meeting at the newly-opened Taft Ale House in Over-the-Rhine.

President of the Southwest chapter, Derek Bauman, ran the meeting, which not only included discussion of advocacy for interstate passenger rail in Cincinnati, but also of the ongoing construction of the Cincinnati Streetcar.

Several community leaders and representatives were present, including Streetcar Project Manager John Deatrick, Metro’s Rail Operations Manager Paul Grether from Metro, the chief of staff for Councilman Kevin Flynn, a representative from the Cincinnati Preservation Society, the president of Queen City Bike, and even Cincinnati Union Terminal’s Amtrak station manager.

To begin the meeting, Deatrick and Grether talked about the construction of the streetcar system, which can be seen directly outside of Taft’s Ale House, and the future operation of it. Deatrick informed the crowd that almost 70% of the construction is complete, which is ahead of schedule, and the city expects the first streetcar delivery by September.

When asked to address the ongoing discussion about the next phase to Uptown, Deatrick declined to comment.

Grether then explained how his organization acts as the conduit for federal funds to the streetcar and will be the future operator of the system. He also discussed Metro’s plans to schedule the streetcar in a manner that complements and fully integrates with Metro’s bus operations, and those of TANK.

Another key point that Grether mentioned is that the technology is in place to be able to give streetcars signal priority, should leaders at City Hall decide that is desirable. Such a move would quite significantly improve travel times and performance.

As the conversation moved on, Bauman spoke about the group’s efforts to establish daily passenger rail service between Cincinnati and Chicago. Not having daily rail service to Chicago damages business competitiveness for the city, Baumann said, considering that Milwaukee, St. Louis, Detroit and Indianapolis already currently boast such service.

The effort has received renewed interest as of late due to the debate surrounding the future of the Hoosier State line, which connects Chicago to Indianapolis. Project proponents scored a big win recently when funding was picked up by the State of Indiana to continue its service. Those efforts even attracted the attention of Senator Joe Donnelly (D-IN) in a letter he penned to the Federal Railroad Administration about the possibility of future extensions of the line.

Since assuming the presidency of the local chapter, Bauman has made a variety of changes to allow for greater participation and engagement. Meetings are no longer confined to members, for example, and they have begun reaching out to the business community and area universities.

Bauman said that he hopes this approach will help make daily passenger rail service a reality for the Cincinnati region at some point in the near future.

East Side Commuter Rail Project in Doubt Following Vote to Develop Oasis Line as Trail

The fate of a long-planned commuter rail line along the eastern riverfront took an abrupt turn over the past month. With the Southwest Ohio Regional Transit Authority (SORTA) Board voting 12-1 in favor of a plan to use it for the Ohio River Trail, it puts a severe damper on one day using it as commuter rail to the city’s eastern suburbs.

The commuter rail, commonly referred to as the Oasis Line, had been pursued by Hamilton County Commissioner Todd Portune (D) for many years. Over time the Oasis Line had become a component of the much larger Eastern Corridor project, which is also now facing a very unclear future of its own.

SORTA purchased the right-of-way in 1994 for $4 million, after which it sold the more southern of the parallel-running tracks and easement to Genesee & Wyoming – the parent company of the Indiana & Ohio Railway Company – which also has the rights to utilize the northern tracks that would be paved over as part of this plan.

As a result, SORTA officials still need to work out details with G&W in order to allow the bike trail to move forward.

“After a comprehensive three-month review of all aspects of the issue, the SORTA Board has overwhelmingly endorsed the concept of a temporary bike trail on the Oasis Line,” said Jason Dunn, Chair of the SORTA Board. “We will do all in our power to work collaboratively with our partners to support the development of the trail.”

The 4.75-mile section of trail will complete the Ohio River Trail on the city’s east side. This segment is estimated to cost $4 million, of which $1 million has already been raised by Ohio River Way. Other portions of the Ohio River Trail, which connects to the Little Miami Scenic Trail, have been completed in a piecemeal fashion over the years.

Project supporters say that if everything goes smoothly, the multipurpose trail could open as early as 2017.

“The trail is an asset that the community clearly wants and it will be an enhancement to multimodal transportation in the region,” Dunn stated in a prepared media release.

SORTA officials say the next steps call for working out regulatory issues with federal agencies, and coming up with a design for the trail that is both safe and amenable to G&W.

While this move may hamper future efforts of developing commuter rail along this corridor, SORTA officials structured the agreement to allow for future flexibility. This includes the design of what the transit agency is calling a “temporary trail” that does not preclude from future passenger rail service along the Oasis Line.

To some passenger rail advocates, however, the prospect of the Oasis Line going away is a good one.

“The riverfront is a perfect place for a recreational trail, while light rail transit would be better-suited serving our neighborhoods,” Derek Bauman, Chair of Cincinnatians for Progress and SW Ohio Director for All Aboard Ohio, told UrbanCincy. “We should move forward with this plan to complete the Ohio River Trail, and then shift our attention to developing a recreational trail and light rail line along the Wasson Corridor.”

All Aboard Ohio Cincinnati Chapter to Meet at Pi Pizzeria This Tuesday

All Aboard Ohio will be hosting another local chapter meeting in Cincinnati on Tuesday, February 10 at 6pm. The meeting is free and open to the public, but those who attend are encouraged to sign up as members for the non-profit advocacy group.

This month’s meeting will take place at Pi Pizzeria at 199 E. Sixth Street. The recently opened restaurant has become known for selecting their restaurant location due to its location on the starter line for the Cincinnati Streetcar system, and for paying a base $10.10/hour minimum wage.

“We want to thank Pi Pizzeria owner Chris Sommers and his staff for hosting us,” said Ken Prendergast, Executive Director of All Aboard Ohio. “If you haven’t had the opportunity to try it yet you are in for a treat.”

Cincinnati City Councilman Wendell Young (D) will serve as the special guest speaker at the quarterly local chapter meeting.

Prendergast says that the group will discuss updates related to the ‘Extend The Hoosier‘ campaign that is aiming to establish daily intercity rail service between Cincinnati, Indianapolis and Chicago; the Cincinnati Streetcar; and provide updates on what is happening with the Wasson Light Rail Line project.

While All Aboard Ohio has been around for years, the organization is experiencing a resurgent base of supporters as of late, particularly in the Cincinnati region where several rail projects are currently under development.

Prendergast says that those who want to can do so for just a $35 annual membership fee, and that those dues to toward supporting these projects and are tax deductible.

Streetcar Supporters to Announce Expanded Coalition Urging for System’s Expansion Uptown

AcDowntown to Uptown Cincinnati Streetcar Routecording to officials at the Southwest Ohio Regional Transit Authority (SORTA), which governs Metro, more than 1,000 of the 1,500 Founders’ Club cards were sold within the first three days of going on sale.

The rate of sales is exceeding expectations, and many believe the remaining allotment will be sold within the next few days. In fact, $25 cards have already been taken off of Metro’s website, with a very limited number remaining at City Hall and Metro’s sales office.

The remaining $50 and $100 cards can still be purchased online, but it is not clear for how much longer due to their dwindling supply.

Streetcar supporters are pointing to this as clear evidence of the excitement surrounding the project, especially given that those buying the cards will not be able to use them until the system goes into operation in September 2016.

“Selling $72,000 worth of fare cards for a starter line that’s nearly two years from being operational shows the level of support and enthusiasm for the Cincinnati Streetcar to finally be up and running,” Derek Bauman, SW Ohio Director for All Aboard Ohio, told UrbanCincy. “This is the definition of pent up demand.”

Of course, there is also the financial benefit. Selling all 1,500 of the cards will net Metro $72,000 in fare revenue nearly two years before the Cincinnati Streetcar goes into operation.

The news comes as Believe in Cincinnati, the grassroots coalition that formed a year ago to save the project from cancellation, has organized a press conference to announce a broad new coalition of organizations and community leaders urging for the expansion of the streetcar system to Uptown.

“While we must celebrate the success we have had over the past year with construction of tracks in the OTR loop nearing completion and the downtown loop well underway, we must also be looking forward,” explained Ryan Messer, Founder of Believe in Cincinnati.

The path forward, evidently, goes uptown, and not to Northern Kentucky even as leaders there are calling for an expansion of the system south across the Ohio River.

“As of today, we still do not have an official plan in place for our uptown expansion that will link downtown and OTR to the University of Cincinnati and the uptown neighborhoods,” Messer wrote in an email. “We are ready to ignite these conversations and be prepared to implement these plans into action.”

The growing support for an uptown expansion comes at a time of large investment occurring along the initial starter line – investment that many streetcar supporters are crediting for the $18 million budget surplus at City Hall in 2014, and the rosy tax receipt estimates for 2015.

“Imagine what the impact will be when we connect Cincinnati’s core, with its 40,000 jobs and growing residential population, to the 30,000 jobs and 40,000 students in the uptown neighborhoods,” Bauman exclaimed. “This vision is as exciting as it will be transformative for the City of Cincinnati.”

The Believe in Cincinnati press conference will be held at the corner of Race and Elder Streets, near Findlay Market, and where track stub has been constructed for the accommodation of a future uptown extension. Organizers say the event will take place at 10am and will show off the new, expanded coalition of streetcar supporters urging for its expansion.

Support Continues to Grow for Daily Train Service Between Cincinnati and Chicago

Midwest Regional Rail ServiceOhio is surprisingly one of the nation’s least-served states by intercity passenger rail service, but All Aboard Ohio is working to change that.

Perhaps best well known for their fruitless advocacy for the 3C Corridor – an intercity passenger rail line that would have linked Ohio’s largest cities – All Aboard Ohio has regained relevancy as of late. While continually advocating for improvements on existing Amtrak service across the northern reaches of the state, the non-profit organization has also become increasingly involved with efforts to establish rail service between Columbus and Chicago, and Cincinnati and Chicago.

Columbus currently has no connections to the capital of the economically robust Great Lakes region, but Cincinnati does, albeit ever so slightly. As of now, Cincinnatians can get to Chicago via the scrappy three-day-a-week train service offered on Amtrak’s Cardinal Route. In addition to not being daily service, trains infamously arrive and depart in the middle of the night.

This is something, however, that area leaders and All Aboard Ohio officials are working to change. One potential example, they say, is to extend existing service offered on Amtrak’s Hoosier Route. The combination of Amtrak’s Cardinal and Hoosier routes offers Indianapolis daily service to Chicago. From there, the hope is to make gradual improvements to bring the service up to 110mph speeds.

“There is a buzz and excitement in southwest Ohio about connecting to Indy and Chicago that is palpable,” explained Derek Bauman, SW Ohio Director for All Aboard Ohio. “Even those that have not necessarily been fans of previous rail projects see the necessity of connecting to Chicago – the business and commerce epicenter of the U.S. between the coasts.”

The energy Bauman speaks of was recently seen at an area meeting held by All Aboard Ohio at the Christian Moerlein Tap Room in Over-the-Rhine. According to Ken Prendergast, Executive Director of All Aboard Ohio, such meetings are typically pretty dull, but this was not the case in Cincinnati.

“Our free local meetings are usually less extravagant than our statewide meetings, and are more akin to briefing or coordination gatherings,” Prendergast told UrbanCincy. “They generally only draw a dozen or two dozen people, so this meeting’s attendance was pretty good.”

All Aboard Ohio welcomed Cincinnati City Councilwoman Amy Murray (R) as their special guest. Over the past few months Murray has taken on a bit of a leadership role in the discussion about establishing daily rail service to Indianapolis and onward to Chicago. Her leadership has also come at a time when Hamilton County Commissioners, in a surprising fashion, voted unanimously in favor of studying the establishment of such service.

Bauman says that All Aboard Ohio has been working with the OKI Regional Council of Governments on a potential scope and funding plan for a feasibility study on the manner, following the unanimous vote from Greg Hartmann (R), Todd Portune (D) and Chris Monzel (R). He says that the group has also been meeting with local jurisdictions and business leaders to grow support even further.

“A big part of this is educating stakeholders on what our competitor regions throughout the Midwest are doing,” said Bauman. “For example, Detroit has three Amtrak roundtrips a day, Milwaukee has seven, St. Louis has five, and even Carbondale, IL has three. Simply put, we are being left behind.”

Some of that recent outreach has included both Hamilton and Oxford – communities that sit along the existing Cardinal Route and would be prime candidates for stops in a case where service is enhanced. To that extent, both communities, in addition to Miami University, have expressed their support for the effort. Now, according to Bauman, the next steps are to reach out to Xavier University and the University of Cincinnati.

“As we continue to work with business and government leaders toward establishing at least daily service to Cincinnati, coordinating with our regional institutions of higher learning will be a growing and vital piece of our advocacy partnership focus,” Bauman explained. “Bringing back proper inter-city rail services will be transformative for our region and positively impact the lives of people.”
