Cincinnati City Leaders to Move Forward with Ohio’s First Bike Sharing System

A new study, prepared by Alta Planning + Design, has determined how and where a bicycle sharing system could be implemented in Cincinnati in a way that will compliment its expanding Bicycle Transportation Program.

The recently released report was called for by city leaders in May 2012, and identifies a 35-station, 350-bike system that would be built over two phases in Downtown, Over-the-Rhine, Pendleton, Clifton Heights, Corryville, Clifton, Avondale and the West End.

“We went into this study wanting the public to be a big part of the process. They contributed more than 300 suggestions for stations and cast nearly 2,000 votes,” said Michael Moore, Director of the Department of Transportation & Engineering (DOTE). “Thanks to all their input, this study helps ensure bike share is relevant and useful to the residents and commuters in the downtown neighborhoods.”

City officials also say that locations throughout northern Kentucky’s river cities were also popular, and would make for a logical expansion in the future should system arrangements be achieved.

According to the report, the 35 station locations were identified through public input and through a variety of suitability factors that include population density, percentage of residents between the ages of 20 and 40, employment density, mixture of uses and entertainment destinations, connectivity with existing and planned transit networks, and the terrain in the immediate area.

“In general, there are enough positive indicators to suggest that bike sharing is feasible in Cincinnati,” Alta Planning + Design wrote in the 49-page report. “There are no fatal flaws, although a smaller dependency on visitors and ordinances restricting advertising would need to be overcome to make the system financially viable.”

The financial viability of the project is particularly important in Cincinnati’s case as city officials have determined that a privately owned and operated system would be the best business model for Cincinnati.

Alta Planning + Design estimates that the potential 35-station system, spread throughout Downtown and Uptown, would cost approximately $2 million to construct and nearly $200,000 to operate annually. While user fees are expected to sustain a portion of the annual operating costs, system operators will most likely need a variance to city law to allow for advertising on the stations, as is commonplace for bike sharing systems throughout the world.

“As of now we do not intend to invest any public funds in the system, other than in-kind assistance with marketing and station siting,” explained DOTE Senior City Planner Melissa McVay, who recently sat down to discuss Cincinnati’s bike culture on Episode #8 of The UrbanCincy Podcast.

Annual membership fees and hourly rates would be determined by the eventual company selected to operate the system, and would be contingent upon how much money could be raised through advertising and local sponsorships.

In addition to drilling into local details and demographics pertinent to a potential Cincinnati bike sharing system, the feasibility study also compared Cincinnati to other cities throughout North America that have operational bike sharing systems.

Through that analysis it was found that Cincinnati’s system would be smaller than those in Miami, Boston, Washington D.C., Montreal and Toronto, but that it would be larger than systems in San Antonio, Des Moines and Chattanooga. Cincinnati’s system is also anticipated to have a more favorable trip comparison, for the first year of operation, than both Minneapolis and Denver.

The report also estimates that Cincinnati’s system would attract 105,000 trips in its first year of operations, with that growing to 305,000 in year five once both Downtown and Uptown regions are operating, with approximately 25 percent of trips replacing a vehicle trip.

“We want Cincinnatians to be able to incorporate cycling into their daily routine, and a bike share program will help with that,” Moore explained. “Bike share helps introduce citizens to active transportation, it reduces the number of short auto trips in the urban core, and it promotes sustainable transportation options.”

The City of Cincinnati is expected to issue a request for proposals, within the next month, that will call for bids from an operator of the planned system. If all goes according to plan the Midwest’s sixth, and Ohio’s first, bike share system could become functional as early as the operator’s ability to acquire funding.

Mac’s Pizza Pub in Clifton Heights will become the region’s first restaurant to offer customers a free charging station for their electric vehicles. The move comes as owner Mac Ryan attempts to make the popular uptown restaurant as environmentally friendly as possible. More from the Cincinnati Enquirer:

There’s a parking space next to the patio where you can pull in your electric car and plug in to his dedicated circuit while you go in an have a Macover or a pizza…Owner Mac Ryan uses a Chevrolet Volt for all the restaurant’s delivery and catering business. That’s one of several electric cars that have come to the market recently: the Nissan Leaf is another, and local company AMP has retrofitted jeeps into electric vehicles.

The Heights Music Festival returns this weekend

Music fans will get the chance to see over 90 performances this weekend across five venues in Uptown. The Heights Music Festival, formerly known as the Clifton Heights Music Festival, will return on Friday and Saturday for its sixth installment.

Street musicians, stand-up comedy, and other unique activities will be featured in addition to bands such as The Minor Leagues, Skeetones, State Song, Mad Anthony, Eclipse, The Kickaways, Josh Eagle & The Harvest City, Evans Collective, The Yugos, Sassy Molasses, and The Ohms.

Shows will be held at Rohs Street Cafe, Baba Budan’s, Mac’s Pizza Pub, Christy’s Biergarten, and Roxx Electrocafe. One pass will give attendees access to all venues. A two-day pass is $10 in advance ($12 at the door), and one-day passes are also available for $5 in advance ($8 at the door).

A new addition to the festival is the Day Fest, starting at 3 p.m. on Saturday, when all venues are open to people of all ages. All other shows, starting at 7 p.m. each night, are for ages 21+.

Construction to begin on $78M mixed-use development uptown

After lengthy delays, U Square at The Loop, a new mixed-use development planned for Calhoun and West McMillan streets just south of the University of Cincinnati’s campus, is finally set to begin construction in January.

For Clifton Heights, it means the largest development since University Park Apartments (UPA) was completed in the fall of 2005. But for residents, it will mean construction and traffic detours through much of 2012 that will transform a long-vacant piece of real estate into $78 million development.

The site once housed a smattering of drive-thru restaurants and a small collection of historic building stock, but was cleared in 2003 to make way for the development. The project then became entangled in a messy eminent domain case with Acropolis Chili and Inn the Wood restaurants which did not end until 2005 when UPA was completed across the street.

“While there is undoubtedly a lot of work converging at once, we have phased a lot of other work in prior years,” explained Clifton Heights Urban Redevelopment Corporation (CHCURC) director Matt Bourgeois in reference to various streetscaping projects, renovation of Classen Park in 2010, and construction of 65 West Apartments in 2011.

Developers anticipate groundbreaking on U Square at The Loop to take place in January 2012 on more than 150 apartments, two parking garages totaling 750 spaces, office and retail space. The final hurdle has been financing, and was finally cleared when the University of Cincinnati (UC) signed a lease on 40,000 square feet of office space for its Campus Services Department.

The lease signed by UC then triggered the signing of several retailers which had signed letters of intent on approximately nine-percent of the development’s total street-level retail space. Those retailers include DiBella’s Old Fashioned Submarines, Great Clips and Firehouse Subs.

Growing Pains
Final drawings and permit acquisition for the project are currently underway, with site excavation set to begin soon. Developers say that the project’s two blocks—one primarily office and one primarily residential—will undergo construction simultaneously, with the residential component set to begin in late February and the office component to begin in mid-April.

Though the smaller office block is expected to be complete by the end of 2012, developers do not expect the site’s residential component to be finished until July 2013. At the same time, city officials will continue streetscape improvements throughout Clifton Heights which will include two phases of work in the spring of 2012.

“Both projects are a part of the original urban renewal plan from 10-plus years ago and they are finally coming to fruition,” Bourgeois stated. “I wouldn’t discount the “growing pains” that are part of that, but I think that was to be expected and it becomes simply a matter of planning and managing a difficult scenario with the construction and maintaining good communication.”

A future phase of the development at U Square at The Loop includes the vacant “Gateway” site at Vine Street and Calhoun Street. There, a mid-rise office building is envisioned at what would become the junction between Uptown and Downtown streetcar lines.

“Our goals [set forth in the urban renewal plan] are being met and that is certainly something to celebrate,” concluded Bourgeois. “This is a continuation of that work, and another hugely positive step towards the rejuvenation of the Clifton Heights business district.”

CPA honors Cincinnati’s best preservation projects in 2011

Cincinnati Preservation Association (CPA) held their 47th annual awards ceremony this past weekend at Hughes High School. More than 70 people attended the ceremony that honored the best preservation projects throughout the Cincinnati region.

Eight awards were given out, in total, in the categories of rehabilitation and sustainability. According to CPA, two of the awards focused specifically on the restoration of public buildings and spaces.

“Cincinnati’s historic public schools represent civic architecture at its best,” said Paul Muller, Executive Director, Cincinnati Preservation Association. “We are proud to honor Cincinnati Public Schools’ brilliant renovation of Hughes High School and the City’s ongoing stewardship of City Hall, as expressed by the restoration of the beautiful Council Chambers ceiling.”


Ten historic structures along Vine Street were renovated as part of the Parvis Lofts development in Over-the-Rhine.

Projects receiving the remaining awards were distributed across the city. A 1926 home in Hyde Park and an 1896 home in North Avondale won awards for their stately renovations. Meanwhile the renovation of an 1870s structure in Northside won CPA’s sustainability award for achieving LEED Gold certification.

The United Way of Greater Cincinnati also won an award for the renovation of its 77,000-square-foot headquarters in Walnut Hills. CPA officials say that United Way’s structure dates back to 1933 and serves as a monument for the neighborhood.

In Cincinnati’s largest historic district, Over-the-Rhine, two projects won awards for their preservation of 13 total structures. Saengerhalle renovated three deteriorating structures built in the late 1800s into 32,000 square feet of office and commercial space.

A block east of Saengerhalle, the Parvis Lofts project renovated ten vacant buildings into 32 apartments which are fully leased. The $10.7 million development also received awards from the Ohio Historical Society and the Associated Builders & Contractors.

“We were fortunate to have a great team that developed Parvis Lofts,” Rick Kimbler, NorthPointe Group partner, told UrbanCincy. “Collectively, we took ten buildings and melded them into one great complex that the community immediately embraced.”
