Cincinnati Recognized for Recent Planning Successes, Historical Achievements at APA

Last month the American Planning Association (APA) held its annual conference for planning professionals. The 2013 conference was held in Chicago and organizers made efforts to showcase planning efforts of The Second City.

The educational sessions at the conference are made up of presentations by planning officials across the country. A few of the sessions were hosted by Cincinnati Planning officials who highlighted some of Cincinnati’s recent planning successes.

Of the three sessions that featured Cincinnati city planners, one actually focused on the recently adopted PLAN Cincinnati comprehensive plan.

The plan was approved by the city in October 2012 and is the first long-term comprehensive planning vision of the city since 1980. The seminar also highlighted Cincinnati’s rich planning heritage as the city carries the noteworthy distinction of drafting the first ever city-wide comprehensive plan in the 1925 Master Plan. That plan, along with the 1907 Kessler Parks Plan, envisioned a walkable cityscape with an extensive parks system.

However, after World War II, the city drafted the 1948 Comprehensive Plan which proposed several highways and urban renewal projects. The 1948 plan was successfully implemented but instead of the promised revitalization of the city, the highway system and slum clearance policies supported by the plan drove the city’s population to the suburbs.

“The highway was unfortunately a successful implementation,” explained Gregory Dale from McBride Dale Clarion Associates, “Sixty years later we’re still trying to repair the damage.”

Presenters also highlighted how the Cincinnati’s Planning Department overcame the problems of being dissolved in 2002 and reconstituted in 2007.

“In some ways I think maybe if we had not been eliminated as a departments, maybe there would not be that strength today, maybe it wouldn’t have woken people up to see the importance of planning,” recalled Cincinnati Senior Planner Katherine Keough-Jurs.

She went on to say that she noticed the involvement and passion of participants in the new comprehensive plan was a positive sign that citizens were concerned about the future direction of the city. The citizen participation in the new plan highlighted residents desire for creating and reinvigorating walkable neighborhoods and commercial centers.

“The plan is unapologetically urban,”  Keough-Jurs told session attendees,”In many ways our new comprehensive plan returns to the vision of the 1925 plan.”

At the conference the City of Cincinnati and Hamilton County received an Excellence in Planning award from the APA for the implementation of the Central Riverfront Master Plan. That plan, which was first developed in the late 1990’s when the stadiums and Fort Washington Way were proposed for reconstruction envisioned a new mixed-use riverfront neighborhood called The Banks.

In 2011 the first phase of the mixed-use neighborhood opened to the public and the second phase is slated to begin construction this year.

The planning department’s most recent project, the adoption of the final draft of the form-based code is on City Council’s Livable Communities Committee Agenda today for their 1pm meeting.

The code was approved by the city’s Planning Commission on March 7. Once the code wins approval from the committee it will go on to the full council for a vote. The city’s planning department is looking to meet with the four demonstration neighborhoods – Walnut Hills, Westwood, Madisonville, College Hill – in the coming months to move forward with changes in the zoning map to implement the form-based code.

Large vacant buildings should be transitioned into urban community centers

Throughout the United States there are cities that have large vacant buildings and spaces in their central business district that could be utilized in a new efficient way.

In Cincinnati, the old School for the Creative & Performing Arts was recently auctioned off and is slated to be turned into apartments. In the CBD the Bartlett Building, Tower Place Mall, and Terrace Plaza Hotel remain empty or nearly empty and take up about one-fourth of a city block each.

Some think these buildings could be prime residential properties, but they could be that and more. A large vacant building, for example, could be developed into a mixed use community center.

My inspiration actually came from the Up To Speed story on UrbanCincy about a rock climbing gym in St. Louis. I thought to myself that Cincinnati can have something similar and better. Downtown Cincinnati and OTR/Pendleton are becoming destinations for young adults and families for both restaurants and bars.

Turning a large vacant building into a destination point for physical and social activity would add a whole new dimension to the city. The following ideas are what could go collectively into a large empty building:

  • Rock Climbing Gym – With the exception of the UC recreation center, all of the rock climbing centers are on the outer edge of the city.
  • Paintball Arena – This would be an extremely unique idea for the area as there are minimal indoor paintball facilities and could be a draw for different work or teambuilding groups.
  • Exercise Gym/Running Track – The gyms downtown are mostly old and do not offer enough space or have odd floor plans. Renovating a vacant building would allow plenty of space with tall ceilings and large windows that could allow natural light and have a large open space for exercise equipment. A downtown gym with enough space can offer a full menu of classes including Crossfit, spinning, yoga and Zumba, to bring in a broad range of people looking to exercise. A running track a fraction of the size of an outdoor track could be installed for those that do not like treadmill, but want to run indoors.
  • Basketball Court/Indoor Soccer – Large office buildings could utilize a few stories to carve out a basketball/indoor soccer surface and hold leagues and practices for area schools and AAU teams.
  • Batting Cages/Pitching Tunnels – The basement of a building could be an ideal area for batting cages and pitching tunnels for baseball and softball practice during the cold months. These cages and tunnels are easily moved and can be repositioned to make room for more activities inside the building.
  • Golf Simulators/Nets/Putting Green – This would be another unique addition to an urban area with little green space for golf. Workers could play a quick round during their lunch break or warm up before they go out to one of Cincinnati or Hamilton County’s public courses. This would also allow for urban dwellers a space they could walk to for golf lessons.
  • Offices – With additional amenities a building would become more attractive to businesses.
  • Apartments – To make the building a true mixed use development, apartments could be added as this would be a true “luxury apartment” with a real gym (unlike those found at too many apartment complexes that only have a treadmill and Bowflex and call it a gym) and the ability to walk to some of the most popular dining destinations in the city.

To compare a potential community center downtown with other recreational centers, the Recreation & Physical Activity Center at Ohio State University has a total of 570,000 square feet of space including the pools, while 25,000 square feet is fitness space for weights and treadmills. By contrast, the Campus Recreation Center at the University of Cincinnati has 202,000 square feet including its pools.

The options of what to include in these large, empty spaces are endless, but a truly mixed use development would be better suited for the community than simply offices, apartments, and art studio space. The gyms downtown are old and do not offer enough space, or have odd floor plans. Rock climbing and paintball would draw younger crowds, and the students in the area could benefit from having additional practice facilities.

A neighborhood needs young families as well as young professionals. This would be a good start to try and draw them to the core and keep them there.

145-year-old College Hill home to be auctioned August 11-17

The Cincinnati Preservation Association (CPA) announced that a 145-year-old home in College Hill will be sold at an online auction between August 11-17.

According to CPA, the two-and-a-half story structure was completed in 1865, and boasts Greek Revival pilasters and Gothic Revival gables. The Hamilton County Auditor reports that the home has 2,800 completed square feet, and sits on nearly a half-acre of land in College Hill that is within walking distance of the neighborhood’s business district.

Currently owned by the U.S. Marshals Service, 1314 Groesbeck Road will have a nominal opening bid of $1,000. The auction will be held online only, and all bids must be made by 9:10am on Tuesday, August 17. Those interested in bidding are asked to visit the auction website being hosted by Williams & Williams Auction Services.

Two national community engagement movements to gather in Cincinnati tonight

Transition Town Northside will be meeting tonight at 5pm, and members of the Over-the-Rhine community will be taking part in National Night Out at historic Findlay Market.

The National Night Out event in Over-the-Rhine offers a chance for community members to engage with their local law enforcement officers. Police officers from District One of the Cincinnati Police Department will be at the event that will include food and games. Organizers state that the event is geared towards creating a safe, healthy community by strengthening relationship with the community and its police force. The event will take place at Findlay Market’s farmers shed (map) on the north side of the market house from 5pm to 6:30pm. The Cincinnati Police Department will also be participating in five other National Night Out events throughout the city.  District One will also be at Mt. Adams Monastery (map) from 6pm to 8pm, District Two at the Mt. Washington Recreation Center (map) from 6pm to 9pm, District Three at the Kroger Grocery on Ferguson Road (map) from 5pm to 8pm, District Four at Fleischmann Gardens Park (map) from 6pm to 8pm, and District Five at College Hill Presbyterian Church (map) from 6pm to 9pm.

Meanwhile in Northside, a group committed to helping the neighborhood build community and achieve a more fossil-free existence will be meeting from 5pm to 7pm at the McKie Center (map). The goal of Transition Town Northside is to create an umbrella under which like minded individuals and organizations can pool their efforts, with the main goal of working towards a neighborhood that is local and sustainable. The grass-roots, community effort is generally geared toward responding to the challenges presented by peak oil.

All of these events are free and open to the public and most can be accessed by Metro bus service (plan your trip). Free bicycle parking is also available in the immediate area for most locations.

Cincinnati Habitat for Humanity to construct first ‘green’ home in College Hill

Cincinnati Habitat for Humanity (CHFH) began construction on two homes in College Hill over the weekend. The home located at 1141 Homeside Avenue (map) is Cincinnati Habitat’s first ‘green’ home. The house was designed by The American Institute of Architects Committee on the Environment (AIA COTE).

The design, for the home, won an architecture competition held last year with Cincinnati Habitat for Humanity, AIA COTE, and other Ohio Habitat affiliates. Entries were judged on cost, ability to build, and neighborhood context, in addition to integration of environmental strategies including impact on the site, water efficiency, energy use, material use and indoor environmental quality. The first place winners of each category are being built throughout the 2010 build season in Cincinnati, Cleveland and Newark, Ohio, and the designs will be made available to all 70 Habitat affiliates throughout the state.

An anonymous donor will sponsor this Cincinnati Habitat build, but most importantly, this new green Habitat home illustrates that entry-level home builders of any income can explore and implement green techniques without breaking the bank.

The home site in College Hill is characteristic of dense pre-war suburbs that are typically found in older American cities. These neighborhoods are often served more efficiently by public transportation, thus reducing auto dependency and factoring into the National Association of Homebuilders Green and LEED scoring. The design of the new home is by architect and LEED AP, Allison Beer and project designer Jessica Farmer, both of whom are donating their services while also being supported by their firm SHP Leading Design.

The four bedroom, one-and-a-half bath home has many green features, including high performance windows, a ground source heat pump, low VOC carpeting, and an Ecogrid driveway/sidewalk that allows stormwater infiltration. Organization leaders say that the model will serve as a prototype for changes CHFH hopes to incorporate into future builds.

Once the four-month build is complete the home will belong to Felita Jordan and her two daughters who are excited to move into the new home.

“My children and I are a loving family and we have been waiting all of our lives for an opportunity like this to build and buy our own home,” said Jordan. “Our current apartment is very crowded and we need more space. My family is so excited to have our own home. It is something we have always wanted.”
