When discussing transportation, the difference between traffic and congestion is often lost. There is, however, a difference between the two and that often plays a significant role in the livability of a city. What we have learned over the years is that congestion is often a good thing, particularly in cities. More from Streetsblog USA:

The pattern that emerges is that the places with the most traffic and driving also have the least congestion…Swan notes that the most congested places are also the places where people have good travel options that don’t involve driving. His chart suggests that car congestion itself is not the problem that needs to be solved — as long as there are other ways to get around, in a congested city few people will actually have to sit in traffic.

State officials in Washington dramatically revise their VMT projections downward.

Well, we have been seeing this trend unfold for years now. We seem to have hit peak VMT back in 2007, and have missed VMT projections from departments of transportation for many years. Up until now, that hasn’t affected anyone’s models. Instead many transportation officials have claimed that VMT would bounce back. But in Washington, they have decided to revise their projections to match new realities. More from Streetsblog USA:

The Wisconsin Department of Transportation, for example, has overestimated traffic on its roads by an average of 73 percent, according to a recent study. And Dallas-area planners recently produced traffic projections that predicted a much larger increase in driving than the state DOT was even predicting. That’s why a new traffic forecast from the Washington State Office of Fiscal Management is so interesting: It actually acknowledges how travel habits are changing.

In its most recent financial forecast, the agency has abandoned the assumption of never-ending traffic growth that it employed as recently as last year. Instead, the agency has responded to recent trends, even projecting that total traffic will start to decline within the next ten years.

Could Cincinnati host the 2014 Big East Basketball Tournament?.

The 2014 Big East Basketball Tournament will be its last before the ‘Catholic 7’ take over and make the conference their own. This year’s tournament, which starts tonight at Madison Square Garden, will be its last in Midtown Manhattan. After that, league sources say that they will look to host the tournament in a new location with Cincinnati being one of the finalists for 2014. Could this be Cincinnati’s next major event following the World Choir Games and preceding the 2015 All-Star Game? More from ESPN:

The current Big East, which must have a new conference name by July 1, will be left with a 10-member league in 2013: Cincinnati, UConn, UCF, Houston, Louisville, Memphis, Rutgers, SMU, Temple and USF.

Louisville and Rutgers will remain in the league one more season before moving to the ACC and Big Ten, respectively, in 2014. The remaining Big East schools are considering new sites for next year’s tournament, including Hartford, Conn.; Memphis, Tenn.; Cincinnati and Dallas.

Similar to Cincinnati’s plans to cap Fort Washington Way, Dallas has just opened a 5.2-acre park spanning the Woodall Rodgers Freeway. Not only will the park connect Dallas’ downtown with its uptown, but it will also provide a much needed public gathering space for the city which has recently added two other parks to its center city. More from Next American City:

Taking 10 years to plan and $110 million to build, Klyde Warren park is most recent “bridge” to come online in the last seven months, succeeding the newly christened, Santiago Calatrava- designed Margaret Hunt Hill Bridge, which opened in March to the tune of $182 million….

Both [of downtown Dallas’ new] parks operate under the auspice of good design as a driver of success. Additionally, they are also regularly patrolled by a private security force and are maintained by private cleaning crews in order to perpetuate the goodness of the design. Though the parks are nice, there is something quaint about them — the prospect of stumbling onto something unexpected is not expected, and raises the question of how to allow an organic “place,” which ultimately defines good public spaces, to evolve.
