Transit ridership increases in Cincinnati as gas prices rise

A struggling job market led to ridership declines for Cincinnati’s primary transit operator over the past two years, but new data shows ridership growth for the Southwest Ohio Regional Transit Authority (SORTA).

SORTA operates Metro bus service and will be the operator of the Cincinnati Streetcar when it becomes operational in 2013. Beyond improving economics, Metro officials believe that soaring gas prices are a big reason for the ridership growth.

Metro saw ridership increases in both January and February which saw a five percent ridership increase over the previous year.

The positive news comes with continuing negative news from Columbus for Metro’s 17  million annual riders. While Metro posts ridership gains and experience an improving bottom line, they are also seeing state funds dry up at the request of Governor John Kasich (R).

Since taking office, Kasich has given away a $400 million federal investment in high speed rail that would have connected Cincinnati, Dayton, Columbus and Cleveland. The governor has also cut transit funding by $70 million which led to the elimination of express bus service from Cincinnati’s northern and western suburbs to Uptown, and he appears poised to try to yank $52 million from the Cincinnati Streetcar project.

“We believe Metro’s ridership increase is a response to the high gas prices, and Metro serves the community by providing a money-saving alternative,” Terry Garcia Crews, Metro CEO, said in a prepared release.

But as gas prices continue to rise, and more people look for money-saving transportation alternatives, they may be greeted by fewer options. Those interested in riding Metro can purchase unlimited monthly passes for $70 or single trips for $1.75.

$122M urban stream reclamation project includes potentially huge impacts

The Cincinnati Business Courier is reporting that city and municipal sewer district officials are looking at a bold project that would completely transform South Fairmount, reclaim a currently buried creek, and solve the county’s largest combined sewer overflow (CSO) problem site.

Located at the western end of the Western Hills Viaduct, South Fairmount has been in an extended state of struggle. Vacancies and low property values plague the small neighborhood, and investments to rebuild Queen City Avenue have done little to spark new investment. But now officials are looking at a $122 million plan they hope will finally reinvigorate the area.

The crux of the five plans presented to community members is to fix a long-standing CSO problem which results in 1.7 billion gallons of dirty water flowing into the Mill Creek annually. In order to solve the problem engineers and planners would remove an underground sewer pipe dating back to 1910, and replace it with separate underground storm sewers and a reclaimed natural stream above.

The majority of the plans also call for a rebuilt park and recreation area, bike and walking trails along the reclaimed stream, potential mixed-use infill, civic gathering space and even a small lake at the eastern end of the project site.

While all of this immediately sounds exciting, there is an existing neighborhood located in this location. Dozens of historic structures, a park, businesses and residents would all have to be relocated during the potentially decade-long rebuilding project. Officials have begun acquiring land in the area already, and the city owns a good deal of land in the project site. Additionally, eminent domain is already being discussed for what is identified by the U.S. Environmental Protection Agency as a critical problem.

The impacts of such of project could and will be profound if it becomes reality. More than 40 acres of urban land would be completely rebuilt in what is considered to be the largest stream reclamation project, intended to solve a CSO problem, ever.

Cincinnati Vice Mayor Roxanne Qualls also sees the massive project as an opportunity to create a bus rapid transit center in South Fairmount that would connect the city’s western neighborhoods with uptown.

“For a community that’s been racked by poor transportation choices and declining homes and businesses that left, it would be a significant economic development project. This could be a really thriving community,” Qualls told the Business Courier.

NKAPC study reveals strong passion for area hillsides

Cincinnati’s urban form has long been defined by its two most significant natural landscape features – the Ohio River and its many hills. Early in the city’s history, the hills served as a boundary to further expansion. Then, as technology improved, people began to move up the hillsides and build there as well.

Over time some hillsides were developed and remain developed, while others were never developed to begin with or have been returned to nature over time. This scenario has created a situation where Cincinnatians debate the best use for the city’s hillsides. To develop or not develop, that is the question.

In Northern Kentucky this issue has been particularly relevant over recent years as hillsides have been built upon for residences that boast city views. To determine where in fact the residents of the area stand, the Northern Kentucky Area Planning Commission (NKAPC) conducted a Hillside Survey.

The results of the 273 respondents are striking. While one-third of the respondents indicated that they would prefer full preservation of the hillsides, nearly 64 percent said that they would like to see a mixture of developed and preserved hillsides in Kenton County.

The common thread throughout the survey was that Kenton County residents view the area’s hillsides as a defining characteristic and one that should be carefully considered in future and ongoing policy decisions.

In June 2010 UrbanCincy discussed this same topic. What should be done with the region’s unique urban hillsides? I contended that a unique development opportunity was being left on the table that has been capitalized on in other cities in Greece and the United States. So what do you think? The surprising story of sustainability in Seoul

When thinking of the mega-cities in Asia, one does not often first think of sustainability or environmental stewardship. But the reality, as I experienced in Seoul, is much different from the perception.

As the 24.5 million-person mega-city continues to grow both up and out, Korean leaders have turned a watchful eye to environmental sustainability. Projects like the removal of an elevated highway to restore a stream through the heart of the city, riverfront park development, investments in transit, and a massive transition to electric-powered buses are powering the world’s third largest city towards a sustainable future that was once considered inconceivable.

Cheonggyecheon Stream Restoration:
In the heart of Seoul’s Jongno-gu is a sub-level stream. The Cheonggyecheon Stream stretches six kilometers and follows the path of what was previously an offensive elevated highway. The highway was removed and replaced by the stream and two narrow parallel roadways.

While the $900 million project received much criticism and pushback when it began in 2003, the result has been one of the most successful projects of Lee Myung-Bak’s administration. Since the stream opened in 2005, Koreans, and visitors alike, flock to the stream for casual strolls, use it as a place to jog or relax, and the stream has become the epicenter for major cultural events like the annual Seoul Lantern Festival.

Environmentally speaking, the restoration of the Cheonggyecheon Stream has helped to increase wildlife in the area, cool down the urban heat island effect in the immediate vicinity by an average of 38.5 degrees, decrease automobile traffic, and increase transit ridership.

What the stream does so successfully is provide a corridor of open space in an otherwise extremely busy and crowded city center. It serves as both a welcoming getaway as much as a symbol for the future of a more eco-friendly Seoul.

Banpo Hangang Park:
If you head south from the Cheonggyecheon you will pass by Namsan Tower and park, U.S. Army Garrison Yongsan, the famed Itaewon neighborhood along with several other neighborhoods. At that point you will reach the Han River. There the southern bank of the river has, in recent years, been transformed into a world-class park in an effort to restore the river’s edge while also creating a dynamic new park space for those living in the otherwise congested Seoul.

The project began in 2007 and saw its first elements come online in April 2009. Inside the linear park visitors are able to find playgrounds, an inline skating track, soccer field, basketball courts, bike lanes and a rental shop, picnic locations and other recreational opportunities.

The park is part of the larger Hangang Renaissance Project, but represents a movement taking place around the world to transform flood-prone areas into functional park spaces. In Seoul, the addition of open space is of even greater importance than many other cities, but the Banpo Hangang Park is similar to the string of riverfront parks in Cincinnati including the new Central Riverfront Park, Sawyer Point, Bicentennial Commons, and the International Friendship Park.

Transit & Electric Buses:
In addition to having the world’s third largest subway system and a truly robust bus network, Seoul officials have announced that they intend to convert the city’s massive bus fleet to electric. In fact, transportation officials have announced that half (120,000 buses) of its entire fleet will be electric by 2020 – by far the most aggressive goal anywhere in the world.

The conversion of Seoul’s buses to electric is matched by their willingness to invest in their system. The city boasts a large bus rapid transit system that was smartly copied from Germany, fast and timely service, commuter and circulator lines, and a pay card system that integrates with taxis and trains all throughout the Republic of Korea.

Combine these projects with the wave of green building developments and other cultural movements towards sustainability and you have yourself a surprising mega-city in east Asia that has shifted its attention from simply growing as fast as possible, to growing the best way possible.

New state-of-the-art UV water treatment facility to be powered by the sun

The City of Cincinnati and Greater Cincinnati Water Works (GCWW) broke ground earlier this month on a $30 million state-of-the-art Ultraviolet (UV) Disinfection Treatment Facility. The 19,600 square-foot facility, which is being built at the Richard Miller Treatment Plant on Kellogg Avenue, will make GCWW the largest water utility in North America to use UV disinfection following sand filtration and Granular Activated Carbon absorption.

UV disinfection does not use chemicals or produce significant levels of regulated disinfection by-products. Sand filtration removes larger particles from source water while GAC removes organic substances such as pharmaceuticals.

“We have spent the past 10 years conducting research with national and international groups to determine the best method to protect our customers from microorganisms that are resistant to chlorine disinfection,” said David Rager, GCWW director. “UV disinfection uses UV light, in low doses, to inactivate disease-causing organisms often found in water effluents that can end up in our source water.”

Officials say that in an effort to reduce GCWW’s carbon footprint, the new facility will include 160 solar panels. When paired with a second solar installation on an existing GCWW facility, significant environmental impacts are expected to be achieved annually:

  • 28,100 gallons of gasoline emissions offset– equivalent to offsetting emissions of 48 cars
  • 346,000 Kwh of energy – enough to power 33 homes
  • $151,000 in electricity costs

The UV disinfection treatment project is scheduled to be completed by the end of 2012. GCWW did receive rebates of approximately $150,000 from the State of Ohio for solar energy initiatives.

“Cincinnati has some of the best drinking water in the country and we are going to make it better,” Mayor Mark Mallory said. “This state-of-the-art new treatment facility illustrates the City’s commitment to continuous improvement. Our goal is to be on the cutting edge providing the cleanest, safest, tastiest drinking water in the country.”
