Walnut Hills Redevelopment Foundation Had Banner Year in 2013

Walnut Hills had a big year in 2013, and it seems as though the Walnut Hills Redevelopment Foundation (WHRF) is only just now starting to flex its muscle.

The Walnut Hills neighborhood and neighborhoods surrounding it like East Walnut Hills and Evanston are beautiful gems in the Queen City’s crown, but they were gems that had not received the attention and care that they deserved. Kevin Wright, a former UrbanCincy team member who left the site in 2011 to serve as WHRF’s executive director, has guided the neighborhood’s recent resurgence.

One of the things the neighborhood has been most effective at over the past two years has been its community engagement and implementing placemaking strategies. The Five Points Biergarten, monthly community get-togethers, annual street food festival and various neighborhood cleanup activities seem to have sparked a renaissance there. In the fall of 2012 we even hosted a couple of story telling events in East Walnut Hills on DeSales Plaza.

Now all of those social events and neighborhood gatherings are being joined by public and private money that’s renovating historic buildings and creating new businesses like Hinge and Fireside Pizza, to name just two.

We are looking forward to what our good friend Kevin and his team have on-tap for 2014, but for now we are proud to look back on the terrific 2013 they had.

Mayor Mallory, Agenda 360 Hosting Transit Oriented Development Workshops This Week

Cincinnati has moved forward with modifications to its city regulations to allow greater flexibility with regard to the provision of parking, incentivized dense development near streetcar stops, and has pursued an agenda under Mayor Mark Mallory (D) that has been focused on making the city more livable and attractive.

“Transit Oriented Development is a powerful strategy that can help communities throughout the Cincinnati region encourage new development projects,” Mayor Mallory stated in a prepared release. “It has become clear that there is increasing demand to live near community assets. By making smart transportation decisions, communities provide an incentive to private investment.”

One of the principle elements of this agenda has been to make the city more attractive to those who do not own personal automobiles, and by making the city’s neighborhoods more walkable and better connected to one another through transit.

Encouraging real estate development that works with these goals, however, is one that is still in its infancy stages and is still in need of work with local developers.

Transit Oriented Development (TOD) is a catch phrase that has been embraced by Smart Growth America, a national organization advocating for smart growth strategies, and is part of a series of meetings to be held in Cincinnati on September 26 and 27.

Cincinnati is one of 22 communities nation-wide selected to participate in the free technical assistance program funded by a Building Blocks for Sustainable Communities grant from the U.S. Environmental Protection Agency’s Office of Sustainable Communities.

Organizers say that the workshops will be led by experts from Smart Growth America and aim to inform residents and community leaders about the benefits of transit and development surrounding transit.

“This workshop will provide the community with an opportunity to learn more about transit options and transit-oriented development in the context of Cincinnati,” said Roger Millar, Smart Growth America Vice President. “Since the city recently passed its comprehensive plan, now is a great time to assess how Cincinnati can most effectively align its development with transit investments.”

The meetings are being jointly hosted by Mayor Mallory and Agenda 360, a regional action plan for Cincinnati, and are free and open to the public.

An introductory presentation will occur at 6pm on September 26 at the Cincinnati Area Chapter of the American Red Cross in Evanston (map). The presentation, organizers say, will focus on a collection of strategies for implementing TOD in Cincinnati neighborhoods and surrounding communities.

Roxanne Qualls and School Officials Call for Pedestrian Improvements Near Schools

Walking does not seem like a difficult task for city residents where sidewalks are plentiful and signals control traffic allowing people to walk safely across the street. However; this is not always the case in neighborhoods around the city.

Some intersections lack basic improvements such as crosswalks, signals, good sidewalks or no sidewalks at all. These problems are likely a minor nuisance for experienced walkers but from the viewpoint of children who walk to school it could mean the difference between a safe walk to school and imminent danger.

One such problem intersection is the Five Points Intersection in Evanston. The intersection of Montgomery, Woodburn and St. Leger is already seeing redevelopment, as mentioned previously on UrbanCincy, however crosswalk enhancements aimed at making intersections like this easier to cross for school children have yet to be implemented.

According to Cincinnati Public Schools (CPS) Safe Routes to School Coordinator, Carmen Burks, about 85% of Evanston school children walk to school.

Last year the city received $1 million in grant funding from the Ohio Department of Transportation (ODOT) through the Safe Routes to Schools Program, which is aimed at encouraging students to walk to school through the development of walking school bus programs and by installing pedestrian improvements to make walking routes to school safer. The improvements must be within a mile of a school.

At the beginning of this school year, Vice Mayor Roxanne Qualls (C) and CPS Superintendent Mary Ronan called for the city to finish implementing the pedestrian improvements listed from the grant.

The Five Points Intersection is among the 15 priority intersections on the list for improvement.

“If we had to give the implementation team a grade right now, it would be an ‘incomplete,’” Qualls said in a prepared statement.

Qualls says that she plans to introduce a motion directing the city administration to come back with a schedule for completing the remaining improvements before the beginning of the 2014 school year.

Ronan noted that the five-points intersection affects students from three schools – Evanston Academy, the Academy of World Languages, and Walnut Hills High School – with a combined enrollment of approximately 3,000 students.

“Many of these are relatively low-cost steps we can take to make big improvements in safety for our kids,” Qualls stated.

If all goes according to plan, work on the five-points intersection would likely begin next year and include new pedestrian signals. There is no time frame set for upgrades to the other 14 intersections identified for improvement.

Demolition of Evanston’s Long-Troubled St. Leger Place Begins

IMG_0387The apartment building known as St. Leger was built in 1905 and is situated at the intersection of Gilbert Avenue and St. Leger Place. The building has long been known as a problem property in the city, but is now being redeveloped by The Model Group.

The existing building and its 81 units for low-income renters had been the location of many criminal problems including being the scene of the city’s first homicide this year.

The process started late last year when the building was purchased by The Model Group. The original plan was to partially renovate the building and tear the rest down, but over time the developers have decided to move forward with a full-scale demolition of the property in order to make way for new construction.

The demolition is one of a host of projects throughout Hamilton County that was partially funded from the Moving Ohio Forward program.

Last year the City of Cincinnati was awarded $5.8 million from the program, which was then matched by an additional $3.5 million from the city and $5.3 million from the Hamilton County Land Reutilization Corporation. These funds will ultimately be put toward demolishing hundreds of buildings throughout the county.

“It wasn’t a positive space,” Thea Munchel, Walnut Hills Redevelopment Foundation (WHRF) real estate development officer told UrbanCincy, “The development that Model Group is proposing will transform Five-Points and rejuvenate Evanston.”

While the WHRF focuses primarily on Walnut Hills, its coverage area also includes this part of Evanston as well as some other neighborhoods adjacent to the historic neighborhood.

The new development’s name, St. Ambrose Apartments, was chosen to honor Evanston’s reputation in the educating community after the Patron Saint of Learning.

According to the developers, St. Ambrose Apartments will have 26 new townhouses and flats – a net reduction of 55 residential units – and will contain one-, two- and three-bedroom units priced at an affordable level for families. Developers also say that they will be working toward LEED certification for the proejct.

Work on the project began yesterday and the development is anticipated to be completed in the summer of 2014.

“Demolition of this longtime problem property is emblematic of the turnaround in Evanston that is happening right before our eyes,” said Vice Mayor Roxanne Qualls (C), who launched her mayoral campaign just blocks away. “It illustrates the impact that one problem property can have on an entire neighborhood. This is a great day for Evanston.”

Standing Room Only Crowd Packed Metropolis & Mobility Event

On Friday, April 19, UrbanCincy partnered with the Niehoff Urban Studio and hosted an event that showcased student work and included expert analysis and discussion of urban mobility issues in Cincinnati.

Approximately 100 people showed up to the collaborative studio space in Corryville to view the student work, and learn more about the challenges facing Cincinnati today and in the future.

Metropolis & Mobility: Bus Rapid Transit and Bikeway Planning focused on five proposed bus rapid transit and three bikeway corridors throughout Cincinnati. Engineering and planning students were paired together in groups to examine the issues and propose implementation strategies for those potential projects.

Students examining bus rapid transit focused on the Reading Road, Downtown, Hamilton Avenue, Vine Street, and Montgomery Road corridors. The students studying bikeway planning, meanwhile, examined the Wasson Way and Western Riverfront Trail and Mill Creek Greenway.

The event also included an expert panel discussion between Southwest Ohio Regional Transit Authority (SORTA) CEO Terry Garcia Crews, Parsons Brinckerhoff senior transportation planner Tim Reynolds, and Cincinnati Bike Center general manager Jared Arter.

One of the student proposals was to activate the Riverfront Transit Center and utilize it as a station for BRT and commuter express routes. Just four days after the Metropolis & Mobility event, the Business Courier reported that Metro was interested in doing just that.
