Bicyclists to get VIP treatment at tenth annual MidPoint Music Festival

Throughout the summer, tens of thousands of music fans gathered on Fountain Square for the MidPoint Indie Summer music series. The series was an opportunity for fans to get a free preview of some of the 186 bands that will perform over MidPoint Music Festival’s (MPMF) 18 venues in downtown Cincinnati and historic Over-the-Rhine (OTR).

For those music lovers and more, the three-day festival is now almost here with the first bands taking their respective stages at 7:30pm on Thursday, September 22.

Those looking to easily get around Cincinnati’s urban core during the festival will have a new amenity this year thanks to festival organizers and the City of Cincinnati who have partnered to convert six on-street automobile parking spaces into 72 on-street bicycle parking spaces.

These new temporary spaces will join the permanent on-street bicycle parking outside of Park+Vine on Main Street, and the dozens of permanent off-street bicycle racks found around MPMF venues. There will also be a number of new temporary off-street bicycle racks provided during the festival which is expected to draw more than 20,000 music fans.

“We want to encourage festival goers to try going carless this year,” said Michael Moore, director of Cincinnati’s Department of Transportation & Engineering (DOTE). “With all of the venues located in such a compact area in OTR and Downtown, this is a great opportunity to experience how easy it is to get around town on a bicycle.”

In addition to a robust new bicycle parking plan, MPMF has also added The Righteous Room and The Lackman as official after party locations. In the festival’s tenth year, it is also taking a more decidedly Over-the-Rhine focus with nearly 80 percent of the music venues now located within the historic neighborhood.

Organizers say that single tickets and three-day passes are still available, and can be purchased online or at the door for whichever performance you are interested.

OKI seeking public input on 2040 regional transportation plan

The Ohio-Kentucky-Indiana Regional Council of Governments (OKI) has been working to adapt and produce a transportation plan that would affect the Cincinnati area for the next 30 years.

The regional council released a presentation in August outlining the goals and plans meant to address Greater Cincinnati’s current and projected transportation needs. Citing objectives like mobility, environment, economic vitality and efficiency, the presentation describes OKI’s projections for both population and job growth in the future, and hints at how the council plans to address the region’s transit needs.

According to OKI’s projections, the regional population is expected to grow from 1.9 million (in 2005) to nearly 2.4 million people in 2040. Every county is expected to grow in population and job creation. With these numbers in mind, the council has planned, or is carrying out, a total of 33 highway projects and six transit projects, which include bus purchases, park and ride facilities, transit centers and the Cincinnati Streetcar project.

According to OKI, transit currently accounts for approximately two percent of trips taken throughout the region. Whether lack of ridership is due to an inadequate and struggling system remains to be seen, but for whatever reason, OKI appears to be putting the majority of their focus for the future into highway maintenance and construction, with multi-modal transportation options as an afterthought.

While the August presentation only mentioned freight rail, Robyn Bancroft with OKI had this to say about the future of commuter rail in Cincinnati:

“The current plan includes rail transit (Eastern Corridor and Cincinnati Streetcar) and right-of-way preservation for regional rail transit corridors,” Bancroft stated. “How the public feels about these issues is important to us and we hope the meetings may provide some feedback. It is our goal to produce a multi-modal yet fiscally constrained plan, so we have some limitations.”

OKI leadership expressed concern, to UrbanCincy, about the potentially harmful effects of Issue 48 (the anti-rail amendment on the ballot this election) could have on future systems.

Brian Cunningham of OKI said, “[passage of Issue 48] will absolutely have an effect on the streetcar project, but it’s very possible that projects like the Eastern Corridor, Oasis Line, and securing future right-of-way for multi-city rail is also in jeopardy.”

Cunningham emphasized the importance of public input to help shape the future of the region’s transportation system. “If regional commuter rail is a priority for Cincinnatians, they need to let us know. We very much value community input, and every form of communication – whether at public meetings or through email and mail – helps us to understand where the priorities are for our constituents.”

There are three community open houses coming up – one of them is today, September 15, at the Crestview Hills City Building (map) from 4pm to 7pm. The other two meetings will take place September 27 at Xavier University’s Cintas Center (map), and September 28 at Butler County’s Government Services Building (map).

City Council meeting displays public’s distaste for budget cuts

Cincinnati City Council members met for a public hearing of the Budget and Finance Committee in Lower Price Hill Wednesday night to discuss several council members’ counter-proposal to City Manager Milton Dohoney’s 2011 Mid-Year Reduction Plan.

The proposed motion, signed by council members Chris Bortz, Leslie Ghiz, Wayne Lippert, Amy Murray, and Charlie Winburn, would pass budget cuts—which largely include expected savings from job position vacancies, department reorganization, and service funding reduction—totaling savings of $5.1 million for 2011 and $8.5 million for 2012. The most notable exception in the motion would be retaining the 44 police officers that Dohoney proposed letting go (memo with complete list of numbers).

Wednesday night’s meeting was scheduled to obtain feedback from the public, as well as to vote on the 5 council members’ proposal.

In total, 34 citizens signed up to speak to the Council. Most of the citizens spoke against civil service cuts, especially regarding health care-related cuts. Children, parents, and nurses all came to speak about how important nurse services are in schools, pointing out the high rates of ADHD, asthma, and other disorders that could go untreated if school nurses were let go. One parent came to tears, saying, “My child almost died.” Another noted that if nurses disappeared from schools it would be a “lawsuit waiting to happen.”

Others spoke passionately about health services, from the Cincinnati Health Department, which was scheduled for cuts, to the city’s dental access program, to health clinics. One nurse noted that the Health Department would be self-sustaining due to federal revenue by 2014, and that cutting funding would be a short-sighted move that would not only hurt citizens, but would make it difficult to build-up the department when new funding arrived.

Most citizens’ arguments were straight to the point, with one woman saying that “without Northside Health Center, I would probably be dead today…. I’m just asking that you give people a chance to live.”

A few others spoke for the homeless or in support of Cincinnati’s recreation centers and pools. Several spoke in favor of the Office of Environmental Quality, which was slated to be closed, with its services shifting to other departments. Said one citizen, “Shutting OEQ is like killing a goose that lays golden eggs.” Another pointed out the revenue that the OEQ has brought in from reduced landfill costs and federal grant money, and argued that the office’s success should lead to its expansion, not its elimination.

Notably, only one person spoke against police layoffs (which were not part of the proposed motion). No one spoke of the burdens of high tax rates, with several speaking in favor of higher fees (such as trash collection fees) and increased property and income taxes. One neighborhood representative suggested the income tax rate should be raised from 2.1% to 3.1% to help close the deficit, and another noted that the rich needed to give back to the city.

A few commended the council’s hard work in performing a “difficult task,” and others asked that they ignore their differences and work together. One citizen brought the book, “The Three Little Pigs,” and recounted its lesson of cooperation to the Council.

Overall, the attending citizens appeared largely opposed to the budget cuts. A few citizens heckled Chris Bortz, who dominated the council members’ discussion following the speakers, as well as Charlie Winburn. Bortz asked numerous questions of Milton Dohoney, which at one point prompted Dohoney’s reply: “I’m not trying to play politics or make headlines. I’m trying to run the city government.”

Councilwomen Leslie Ghiz and Amy Murray were noticeably absent from the meeting. Councilman Bortz later noted that they were “with their children,” to which Wendell Young replied: “I left my wife in the hospital… [and] I’d like to do what I came here to do.”

A vote proceeded over the objections of some council members, most notably Chris Bortz, who claimed that they “had two weeks” to vote on the resolution and the meeting had purposefully been scheduled for a day when Ghiz and Murray could not attend. (The motion was dated August 15. However, it was later found that the motion had been filed with the clerk only Tuesday, just ahead of the scheduled Budget and Finance Committee meeting.)

With Ghiz and Murray absent, the motion failed with three supporting and four against.

The meeting ended with bickering over “politics,” with Councilmen Thomas and Bortz arguing over which side was “gaming” the other. Frustrated, Vice Mayor Roxanne Qualls abruptly ended the meeting.

Citizens, obviously frustrated by the length of the nearly three-hour-long meeting, left the building largely rejoicing that the cuts to social services had failed, but knowing that a similar motion may be re-filed and that they would have to return—again—to argue against the cuts.

Date to offer intimate dining experience on Main Street

Shayla Miles and Steven Shockley are inviting Main Street on a date. Their new restaurant, slated to open in September, is seeking to create a welcoming atmosphere for diners to more fully understand and appreciate good food at a good price in the quickly developing neighborhood of Over-the-Rhine.

The two envision a “transparent chef’s-table experience” with 25 seats at eye level with the open kitchen and a rotating, playful menu that capitalizes on pocketbook friendly, healthful food.

“I’m never again going to cook in a restaurant that my friends can’t afford to try,” says head chef Shockley, who has worked in kitchens in upscale restaurants in Chicago, locally was the sous chef at Chalk Food and Wine, and most recently head chef at Maribelle’s Tavern. This is his first restaurant ownership experience.

With 750 square feet, 25 seats and four employees, Date promises to connect customers to their food, their servers, and to each other.

“We’re striving for a pan-cultural, pan-economic experience, where you can get a great meal for under twenty dollars,” says Shayla. “It will be like the dinner version of Tucker’s [diner], where the owners are cooking your food and serving it to you themselves, and everything is open. Anybody can feel comfortable and have a positive, guilt-free dining experience.”

Shockley and Miles brought a “First Date” sample menu for patrons at Neon’s Unplugged to try over July 4th weekend, which was well received. The day’s food included a cannelloni bean dip with sumac and Bourbon Barrel maple syrup, dirty rice with Kroeger and Sons duck sausage, and a curried couscous, crab and cucumber pilaf. The Date Nights will continue until the restaurant is ready to open its doors.

The restaurant itself will feature a nine item, weekly rotating menu with a limited selection of high quality craft beers, wines and upscale non-alcoholic drinks that will pair well with the food offerings. Hours will be Tuesday through Saturday, from 11am to 2:30pm for lunch, 5pm to 11pm for dinner. The owners say that there will also be late night offerings Thursday through Saturday until 2:30am, and a Sunday brunch menu.

“With a small business, you have to be passionate enough to put in the long hours and make it work. I’ve been around Steven a long time – this guy gets passionate about Brussels sprouts. If he can get that way about Brussels sprouts, think of what he can do with the all the other ingredients out there in his own restaurant,” explains Michael Maxwell, owner of Market Wines at Findlay Market. Both Miles and Shockley work at Market Wines, and Maxwell has been a friend and mentor as they have embarked on this endeavor.

While the two have chosen a location in the 1300-1500 block of Main Street, the exact address is still undisclosed, due to the challenges they are facing with negotiating a building lease that will fit to their needs.

“There are historic preservation guidelines that are a challenge when restoring an old space,” says head chef Shockley. “We want to be around for a while, and we want to make sure we do the space right. These [historic spaces] can be cost prohibitive for small business owners – between the countless inspections, preservation guidelines, and even tension between building owners, we have to pick and choose our battles in order to not blow our budget.”

The duo is excited to create a place that they and others have been longing for in Over-the-Rhine. “Main Street is this haven for all sorts of new energy and entrepreneurial spirit” says Miles. “It’s a community anchored and supported by its small businesses. Businesses are thriving, having fun, creating community – it thrives off itself. Something is going on in Over-the-Rhine that is very different, and we’re trying to do that with food.”

‘Cincinnati: City of Immigrants’ to premiere tonight at LULAC conference

The League of United Latin-American Citizens (LULAC) annual conference is well underway in downtown Cincinnati. The conference, and its thousands of attendees, is in the process of diving into issues surrounding Latinos in America while also exploring the Queen City through a host of events.

One unique event at the conference is the premiere performance of Cincinnati: City of Immigrants which takes place this evening, appropriately enough, at the National Underground Railroad Freedom Center. The event begins at 7:30pm, and is free and open to the public.

Cincinnati: City of Immigrants was written by critically-acclaimed playwright Joe McDonough. Produced by ArtsWave and the Hispanic Chamber of Commerce, the story follows six fictional characters representing the six major waves of ethnic immigrants – German, Irish, African-America, Jewish, Appalachian and Hispanic – to Cincinnati over the past 180 years.

The fictional characters include a young German woman living in Over-the-Rhine in 1850, an African-American former slave in search of her son, and a Latino family celebrating a birthday in Cincinnati’s west side Price Hill neighborhood. The goal, producers say, is to tie together common experiences and encourage audience members to think differently about how their family history might connect them to other Cincinnatians.

The show will be performed at the theatre on the third floor of the Freedom Center. The National Underground Railroad Freedom Center (map) is located along downtown Cincinnati’s riverfront in The Banks development. Convenient parking is available in underground parking garages located directly beneath the museum, and the Freedom Center is easily accessible by Cincinnati’s future streetcar line.

There are four other opportunities to see the show, which includes a dialogue with the cast after each performance. Additional performance dates and locations include:
