Four Recent Ideas Cincinnati Has Exported Around the Country

New ideas can come from anywhere and Cincinnati is no exception. People have taken notice of what is going on in Cincinnati. In the spirit of the latest episode of The UrbanCincy Podcast, I thought it would be nice to highlight some ideas that worked so well in Cincinnati that other cities have adopted them.

However, it is important not to forget that great ideas often come from great turmoil. Innovative ideas often only receive the light of day because the situation they are created in is so dire. Keeping that in mind when reading this story can remind us of how far Cincinnati has come in some areas, and how that journey can inform efforts in other cities.

Here are four key ideas that have come from Cincinnati. This is by no means an exhaustive list, so please let us know in the comment section if you have other additions.

Idea 1 – Collective Impact
The concept of collective impact stems from the idea that numerous individual efforts are being undertaken in places to reach similar social goals. Thus, collective impact’s main role is to take those individual efforts and bring stakeholders together to increase the efficacy of each individual’s work around the organizing principal.

The Strive Partnership in Cincinnati was the first group to take this approach and develop a unique model that is now being applied around the country. With a focus on building what they call “cradle to career partnerships”, which seek to improve agreed upon outcomes for children throughout their growth to adults, collective impact is a truly national phenomenon.

Idea 2 – The Collaborative Agreement
In the wake of the killing of Michael Brown by Ferguson, Missouri police officer Darren Wilson and the resulting protests and social unrest, many Cincinnatians could not help but think of the parallels to the killing of Timothy Thomas by Cincinnati police officer Stephen Roach.

Following the 2001 race riots in Cincinnati, a group of concerned community members and representatives from law enforcement came together around shared principles to improve community policing and engage with the stakeholder more in how they felt the department should function to simultaneously improve outcomes and relations with the communities where they work. This became the document known as the Collaborative Agreement, and is now considered a blueprint for conversations in Ferguson and beyond on how to begin creating a more inclusive environment for local residents regardless of their background.

Idea 3 – Community Learning Centers
The philosophy behind Community Learning Centers is straightforward: schools are neighborhood assets and should be utilized as such. Combine that philosophy with in-school wrap-around services that are funded in part through community relationships and you have a reproducible model for school improvement and neighborhood revitalization.

Community Learning Centers have latched on in New York City, where Mayor Bill de Blasio (D) has approved the creation of new community learning centers as a part of his educational platform, and within the Department of Education where a 21st Century Community Learning Centers program supports the creation of such setups around the country.

Idea 4 – 3CDC
Whether you agree with their tactics or not, it is hard to argue that the Cincinnati Center City Development Corporation is not influential in the ongoing real estate redevelopment bonanza that is going on in and around Cincinnati’s center city. Perhaps not surprisingly, other cities have taken notice.

3CDC’s combination of non-profit status gives it independence, and its relationship with large local companies provides it with formidable financial resources. The potent combination has been labeled as a “model for urban transformation” by the Urban Land Institute, and other cities are considering adopting the 3CDC model that has accomplished a great amount in redeveloping socioeconomically depressed urban areas.

Transit Ridership Inches Forward in Ohio’s Largest Metropolitan Centers

While transit ridership nationwide inched upward and reached its highest level in more than a half century, it remained flat in Ohio’s two largest metropolitan regions.

According to new data released by the American Public Transportation Association (APTA), transit ridership in both Cincinnati and Cleveland remained essentially unchanged from 2013 to 2014. With a 3% ridership gain over the previous year, Columbus bucked the trend and posted the fifth highest bus ridership gain nationally.

“In 2014, people took a record 10.8 billion trips on public transportation — the highest annual ridership number in 58 years,” said Phillip Washington, APTA Chair and CEO & General Manager of the Regional Transportation District in Denver. “Some public transit systems experienced all-time record high ridership last year.”

In a nod to Columbus, Washington said that the increases were not just relegated to large cites, but were found in smaller and medium size communities as well. But according to Streetsblog USA, an UrbanCincy content partner, the national increases can be largely attributed to the large gains in New York City, which accounts for roughly 25% of American transit ridership.

Growth in transit ridership is expected to continue in the years ahead as dozens of cities throughout the United States build out regional rail networks and implement new bus services. In Cincinnati, that includes new services operating out of the recently opened Uptown Transit District and the forthcoming Northside Transit Center and Walnut Hills Transit District.

The opening of the first leg of the Cincinnati Streetcar is also expected to boost ridership in 2016. Until then, Cleveland will remain as the only city in Ohio to have both bus and rail offerings. Not surprisingly, Cleveland’s transit usage dwarfs that of both Cincinnati and Columbus.

While year-over-year ridership only increased nationally by 1%, that gain is seen as encouraging since it occurred at the same time as prices for gasoline plummeted. Transportation officials see continued transit ridership growth, in addition to VMT growth for the first time in nearly a decade, as a clear indication of a much stronger economy where more people are employed.

“Since nearly 60 % of the trips taken on public transportation are for work commutes, public transportation ridership increases are seen in areas where the local economy is growing,” said APTA President and CEO Michael Melaniphy.

In spite of Cincinnati’s growing economy, transit ridership actually posted a slight loss. That loss, however, is in line with national bus ridership trends. While Cincinnati saw an annual decrease of 1.8%, bus ridership across the country also experienced a 1.1% decline. All modes of rail transit, meanwhile, posted gains, which now accounts for 46% of all trips made by transit.

Light rail systems posted the biggest annual gain of 3.6%, while heavy rail and commuter rail added riders by 3.3% and 2.9%, respectively.

“People are changing their travel behavior and want more travel options,” Melaniphy concluded. “In the past people had a binary choice. You either took public transit, most likely a bus, or you drove a car. Now there are multiple options with subways, light rail, streetcars, commuter trains, buses, ferries, cars and shared use vehicles.”

EDITORIAL NOTE: APTA’s annual report does not include ridership data for the Transit Authority of Northern Kentucky (TANK), which provides approximately 3.8 million trips annually. For the purposes of this analysis, UrbanCincy has used a constant 3.8 million annual trips from TANK in the Cincinnati totals presented in the above chart.

The History of NYC’s Landmarks Law and Modern Day Preservation Movements

Historic preservation is a hot-button issue in most major cities throughout North America. While some are older than others, the same dilemma is presented about needing to preserve the past or embrace the future.

Of course, the issue is more complex than that. A city could both preserve its past while also embracing the future. Old buildings can be maintained while thoughtful modern buildings are constructed. There is a necessary balance.

The historic preservation battles of today did not always exist. In fact, one could make the argument that these battles got their start in 1963 when New York’s original Penn Station was torn down.

It is a bit difficult to say whether in fact the demolition of Penn Station is solely to thank for the creation of New York City’s Landmarks Law, or whether the law even had much power, but it was most certainly the start of a movement. In Cincinnati this movement found a common story line when Union Terminal was threatened with demolition in 1973, but was prevented thanks to a ruling from City Hall, along with public demonstrations in support of preserving the building.

Interestingly enough, even after that initial battle Cincinnati’s Union Terminal faced an uncertain fate as recently as 2014 when Hamilton County Commissioners voted on a proposed temporary sales tax to pay for the restoration of the historic landmark. The vote did end up passing in support of Union Terminal – once again showing the public’s affinity for grand train stations.

Majestic structures like Cincinnati’s Union Terminal and New York’s lost Penn Station do not, however, define most historic preservation battles. But since they grab the headlines, they often make for the critical moments in time where the public at-large makes a statement about their stance on preserving historic buildings.

New Yorkers skeptical of proposed ferry network, but could it work here?.

Almost exactly six years ago, UrbanCincy proposed a comprehensive water taxi network for Cincinnati and Northern Kentucky. Right now, New York City is looking at expanding and developing a comprehensive, city-wide ferry network. The idea has been proposed there before, but it is being met with skepticism due to a perceived inability to provide the much greater amounts of capacity that are needed there. Let’s stop to acknowledge that ferry service can be useful. It’s a complementary element of a robust transit network that can bridge awkward gaps…That said, no matter how many times politicians leap to embrace ferries, the same problems remain. It is, flat out, not a substitute for subway service and, because of the scale of ridership figures and planned routing, won’t help alleviate subway congestion. If it takes a few cars off the road, so much the better, but the mayor should be looking at high capacity solutions to the city’s mobility problems.

Prefabricated tiny living spaces are on their way to America’s biggest city.

While the concept of living in micro-apartments is not new to many cities around the world, it is a fairly novel concept in North America where large dwelling units have traditionally dominated the marketplace. That, however, is changing and we are excited to be covering the emergence tiny living in Cincinnati. Meanwhile, New York City will soon celebrate the arrival of its first prefabricated “microunits” that will make up the city’s first tower of such apartment units. More from The Atlantic:

For another, this will be the city’s first “microunit” building. In 2013, its design won a city-sponsored “micro-housing” competition devoted to compact housing for single occupants. (Forty-six percent of Manhattan households are made up of one adult.) The architects, Eric Bunge and Mimi Hoang, hope that large windows, high ceilings, and floor plans featuring multipurpose living areas—fold-up furniture sold separately—will make the apartments feel more spacious than their 255 to 360 square feet.

Bunge says that drafting a modular, microunit building is, in terms of complexity and precision, something like designing a car. The little boxes flirt with minimum-habitable-space laws as well as mandates regarding disability access, so there is absolutely no room for error. “If we were to … change drywall from half an inch to five-eighths,” he says, running his fingers across some plaster, “we’re screwed.”
