What Influence Does Population Density Have on Neighborhood Improvement?

Data from the Cleveland Branch of the Federal Reserve Bank shows that a poor neighborhood’s income growth, while affected by internal factors, is also highly influenced by its surrounding metropolitan area.

Much the same that a poor family in a strong neighborhood is more likely to be lifted up by the rising tide in their neighborhood, it seems that poor areas of cities have the ability to function in the same manner.

The data from the Federal Reserve measures neighborhood growth, or lack thereof, from 1980 to 2008. Several statistics from the report come as a surprise.

First, while the report finds that a neighborhood’s percentage of residents with a high school degree, bachelor’s degree, and its unemployment rate in 1980 all have some correlation with that neighborhood’s chances of having income growth, the statistics are not all that strong.

The difference in bachelor’s degrees between neighborhoods with no income improvement and those with a high degree of income improvement was around 3%. Meanwhile, the unemployment rate was only about 2% lower in high income growth neighborhoods.

But perhaps the most striking evidence, at the local level, is how much population density correlates with a neighborhood’s likeliness to achieve high income growth.

Neighborhoods that had no improvement had, on average, a density of 12,028 people per square mile in 1980, while neighborhoods with high improvement had an average density more than double that of 30,399 people per square mile.

The City of Cincinnati, by comparison, has a population density around 3,810 people per square mile.

By 2008, the change is stark. Neighborhoods that received high income growth increased their educational attainment, population and population density at a much higher rate than what the report classifies as no-improvement neighborhoods.

The report also found that poor neighborhoods in low-growth metropolitan statistical areas (MSA) were more likely to remain stagnant or even shrink while poor neighborhoods in high-growth MSAs had a higher chance of experiencing income growth.

Growing at just 0.4% annually since the 2010 Census, the Cincinnati MSA would fall into that low-growth category.

While the average income of an MSA in 1980 may not be a good predictor of whether a neighborhood will experience high or low growth, neighborhoods that experienced high income growth were located in regions that experienced higher growth in income, a growing population and increased their population density.

As a result, two identical poor neighborhoods in New York City and Cleveland in 1980 would look much different in 2008, despite being in the same position 38 years prior. The assertion is that a growing metropolitan area has a tendency to lift the tide for all neighborhoods.

The Federal Reserve Bank of Cleveland points out, however, that some of this improvement in high-growth neighborhoods could be due to what they deem residential sorting; basically, changing demographics in the neighborhood.

While the evidence is not certain, the data also shows neighborhoods that experienced high-growth from 1980 to 2008 were also more likely to have gained residents (10%) than low-growth neighborhoods (-20.9%). Therefore, neighborhoods that experienced high growth were those that also had the greatest opportunity for demographic shifts to occur within the neighborhood.

Interestingly enough, while much of the gentrification argument has centered on white residents pushing out minorities, the report found that neighborhoods that experienced high growth rates were more likely to reduce their share of black and white residents, while increasing their share of Hispanic residents.

These trends have wide implications for American policy regarding poverty and urban development, but appear to be less relevant in the Cincinnati region where very few neighborhoods have any sizable Hispanic population.

With this strong evidence indicating population density is linked to a poor neighborhood’s ability to improve, it only reinforces the growing narrative about the suburbanization of poverty in America.

Still, however, there is a long way to go before this narrative is fully realized locally; as it is estimated that roughly half of all children in the City of Cincinnati live in poverty – a number that does not appear to be changing.

While policy makers at City Hall will surely be discussing youth jobs programs, career training, early childhood education and neighborhood health centers, one other item on the policy agenda should be the urban form of our region’s neighborhoods.

We do not know whether higher population densities were a cause or merely correlated with a neighborhood’s ability to improve, but we do know, thanks to this data from the Federal Reserve, that the two issues appear to be more connected than what we may have previously thought.

Metro Has Begun Installing New 24-Hour Ticketing Kiosks Throughout City

The Southwest Ohio Regional Transit Authority (SORTA) has made a new push to expand ticket and stored-value cards by adding new locations and options for riders to make their purchases.

The first announcement was that Metro would begin selling passes at Cincinnati City Hall, starting April 1, inside the city’s Treasury Department in Room 202. The sales office is open Monday through Friday from 8:30am to 4:30pm, and will offer Zone 1 and 2 Metro 30-day rolling passes, $20 stored-value cards and Metro/TANK passes.

The new location marks the twelfth sales office for Metro including three others Downtown and locations in Walnut Hills, Tri-County, Western Hills, North College Hill, Over-the-Rhine, Roselawn, College Hill and Avondale.

The region’s largest transit agency also installed its first ticket vending machine. The new kiosk is located at Government Square and is available for use 24 hours a day. The machine only accepts cash and credit cards, and offers Metro 30-day rolling passes including Metro/TANK passes, and $10, $20 and $30 stored-value cards.

According to Metro officials, this is the first of more ticketing machines to come with the stations in the Uptown Transit District to be the next locations to get them. Future additions, officials say, will be chosen based on the amount of ridership at given transit hubs throughout the system.

The new sales options come after Metro introduced a new electronic fare payment system in 2011. The new modern options of payment and ticketing proved so popular that after just one year, Metro officials cited the updated technology as one of the primary drivers for its ridership growth.

While the new initiatives show progress for the 41-year-old transit agency, they also show just how far behind the times it is.

The best fare payment systems in the world are tap and go systems that allow riders to charge their cards with whatever value they would like, thus eliminating any confusion of needing specific cards for certain time periods or values. Such cards also allow for perfect interoperability between various modes of transport including bus, rail, ferry, bikeshare and taxi.

In other instances, like Seoul’s T-Money Card and London’s Oyster Card, the systems even allow for the tap and go payment systems to accept credit cards and bank cards enabled with the technology – totally eliminating any barrier for potential riders wary of signing up for a new card they may not use all that often.

Similar to the fare payment cards, the new ticketing machines are outdated on arrival. Transit agencies throughout the United States that have had ticketing machines for years, like Chicago and New York, are currently in the process of transitioning to touch screen kiosks that are more user-friendly.

Bicycling in general, and bike sharing specifically, is taking off. Cities all across the country are experiencing gains in this mode of transportation. The Queen City is no different, and will add a bike share systems of its own later this year. But you really know a trend has been fermented into culture when fashion and product design starts to react. More from The Atlantic Cities:

The manufacturers of the Bixi — that ubiquitous bike-share technology in a dozen cities, including New York, D.C., and Chicago — are proud of the “attractive and practical luggage rack” they provide for the front of each bike. But it turns out that 17-pound front rack has pretty awkward proportions. It’s narrowness makes it tough to stuff your backpack in there. And the bungee cord that secures your items goes over the top, squashing tall bags.

Never fear. In the next few months, two companies (one inspired by New York’s Citi Bike, the other by Chicago’s Divvy system) are rolling out new bags specifically designed for this urban commuting challenge.

Upstart Garment Manufacturer Looking to Find Its Place in Cincinnati’s Economy

Noble Denim Co. started its garment operations in Cincinnati’s Camp Washington neighborhood in 2012. Since starting, the company has experienced growth and is taking a look at how their product manufacturing fits into the region’s economy.

The company operates out of the Anchor Building on Spring Grove Avenue, but much of its current manufacturing takes place in a small town in Tennessee. Noble Denim’s founder and creative director, Chris Sutton, and his colleagues made the decision to contract work out to a textiles company in Milledgeville, Tennessee that, despite employing 150 workers at its height, was on its last limb.

Those behind Noble Denim wanted to contribute to this struggling town in Tennessee and they were happy to bring jobs to this area. As Chris put it, “more jeans mean more jobs for the workers at that factory.” In addition to this, Sutton says that capacity and prior experience was more plentiful in the South.

Expanding beyond solely making jeans, Noble Denim has recently contracted out work to make sweaters in Toronto and work shirts through a mom-and-pop textile company in New York City’s once-bustling Garment District. While enthusiastic about the return of Made in America, Sutton refuses to manufacture in the U.S. out of pure sentiment. Instead, he says his focus is on his products being of the utmost quality.

Sutton says that their two-person operation made 200 pairs of jeans in their first year – almost all of which were sold in the Cincinnati area.

Cincinnati, he says, is important due to its support of new businesses and its budding design industry, which make it the natural fit to be the brains of the Noble Denim operation. The manufacturing, meanwhile, will continue to be pursued elsewhere where there is a stronger history of garment-making and readily available labor.

While Cincinnati’s manufacturing history does not seem well-positioned to take advantage of an American textile boom currently dominated by the South, Massachusetts, New York City and Los Angeles, Cincinnati does seem suited for heavier industries. And Sutton believes that Cincinnati’s manufacturing neighborhoods, and many of those around the nation, can be revived.

Many view the incredible amount of manufacturing space in the city as an untapped asset. But in order to make manufacturing in the U.S. more attractive, Sutton suggests looking across the pond.

In the United Kingdom, for example, the first six months of rent are paid for by the government and there are generally fewer risks when it comes to starting a new business. In the United States, the risks tend to be much higher and business owners are, more or less, left to their own devices in order to survive.

Going forward, Sutton says he hopes to continue to grow Noble Denim, but does not want to sacrifice quality or care along the way. “I would be willing to be the next Levi’s, as long as we could maintain the quality.”

While the reshoring narrative continues from big manufacturers like General Electric, Masterlock or Ford, it is important to remember that a new generation of small businesses and manufacturing entrepreneurs are also making their mark on the American economy. Companies like Noble Denim are helping to revive industrial towns all across the country and take advantage of the many assets that cities like Cincinnati have.

One pair of jeans at a time, Noble Denim is creating good jobs for the middle class.

Cincinnati Aims to Open Initial Phase of Bike Share System This Summer

Cincinnati Bike Share Station MapCincinnati is set to join the ranks of American cities with bike sharing with the launch of Cincy B-Cycle next summer. The program is being organized by Cincy Bike Share, Inc. and is expected to begin operations in June.

Jason Barron, who previously worked in the office of former mayor Mark Mallory, was hired as the non-profit organization’s executive director in early December.

Over the last several years bicycle sharing programs have begun operating in several dozen cities across North America, and many more are planned. In July, CoGo Bike Share started operating in downtown Columbus and surrounding neighborhoods – marking the first bike share system to open in Ohio.

The planning for Cincinnati’s bike share system has been underway since 2011, when the Cincinnati USA Regional Chamber’s Leadership Cincinnati program started looking at getting a program running here. Then, in 2012, a feasibility study was commissioned by Cincinnati’s Department of Transportation & Engineering (DOTE).

It was not until the summer of 2013, however, that Cincy Bike Share, Inc. was established, and quietly selected B-Cycle to manage the installation and operations of the program.

B-Cycle operates bike share programs in over 25 cities in the United States, including Kansas City and Denver, and has started expanding overseas.

While traditional bike rentals are oriented to leisure rides, with the bike being rented for a few hours and returned to the same location, bike sharing, on the other hand, is geared for more utilitarian use.

According to Barron, usage of shared bikes is intended for one-way rentals over shorter time periods. Bikes are picked up and dropped off at unattended racks, where they are locked with a sophisticated system that is designed to allow users to quickly make trips that are just beyond walking range – often times about a half-mile to two miles in length.

The way the systems usually work is that users can either purchase a monthly or yearly membership that entitles them to a certain number of rides per month. Non-members, meanwhile, are typically able to purchase passes by the hour or day and are able to pay by cash or credit card at the informational kiosk present at each station.

Proponents view bike share programs as attractive components in the development of vibrant cities. With the continued revitalization of Cincinnati’s center city, Barron feels that bike share will fit well into the mix.

“With all systems of transportation, the more the merrier” Barron explained. He went on to say that he hopes that bike sharing, cars, buses and the streetcar “will work together to give people some great mobility options.”

One of the remaining tasks for Barron and the newly established Cincy Bike Share organization will be securing the necessary funding to build the approximately $1.2 million first phase of stations and the $400,000 to operate it annually. Barron believes that it can be accomplished through a number of ways including through a large number of small sponsors, as was done in Denver, or signing one large sponsor like New York City’s CitiBike system.

In addition to added exposure, bike share advocates point to research that shows improved public perceptions for companies sponsoring bike share systems. In New York, it was found that Citicorp’s sponsorship of CitiBike led to greatly increased favorability of the bank shortly after that bike share program launched.

“It’s a tremendous opportunity for a corporation to tap into the young professional market,” Barron told UrbanCincy.

Cincy Bike Share is planning to start operations with about 200 bikes based at about 20 stations in downtown and Over-the-Rhine in the first phase, and would include a total of 35 stations with 350 bikes once phase two is built. Cincinnati’s initial system is modest in size when compared to other initial bike share system roll outs in the United States.

Cincinnati’s bikes are expected to be available for use 24 hours a day, and Barron says they will also most likely be available for use year-round. Cincy Bike Share will be responsible for setting the rate structure. While not final yet, it is estimated that annual memberships will cost $75 to $85 and daily passes will run around $6 to $8.

The 2012 feasibility study also looked at future phases opening in Uptown and Northern Kentucky. While it may be complicated to work through operating a bi-state bike share system, Barron says that Cincy Bike Share has already discussed the program with communities in Kentucky and says that they have expressed interest in joining.

While there is no state line or a river separating the systems initial service area downtown from the Uptown neighborhoods, steep hills at grades ranging from 7% to 9% do. These hills have long created a barrier for bicyclists uptown and downtown from reaching the other area with ease.

Barron views the hills as an obvious challenge, but part of Cincinnati’s character and what make Cincinnati great. When the Uptown phase gets under way, he says that it will be operated as one integrated system with the first phase, but that it is not known yet how many users will ride between the two parts of the city.

Over the past few years, the DOTE’s Bike Program has greatly increased the city’s cycling infrastructure, and it is believed that continued improvements will help make using this new system, and the increasing number of cyclists, safer on the road.

Cincinnati’s new bike share system also appears to have majority support on council and with Mayor John Cranley (D), who has publicly stated that he is in favor of the program. “We plan on working with the City as a full partner,” Barron noted. “We think everything’s in place.”

If everything goes according to plan, the initial system could be operational as early as this summer.
