Cincinnati Preservation Association Doles Out Awards For Local Preservation Excellence

The Cincinnati Preservation Association gathered earlier this month to honor the best projects and professionals when it comes to preserving the region’s historic building stock.

The 51st annual meeting was held on Sunday, November 8 at the Renaissance Cincinnati Downtown Hotel, which is located inside the landmark Daniel Burnham tower at Fourth and Walnut Streets. The event itself was held inside the hotel’s stunning grand ballroom that had previously functioned as a banking hall.

Twelve awards were handed out to owners and developers of historic buildings throughout the region that CPA believes have substantially restored or rehabilitated those structures in accordance to the Secretary of the Interior’s Standards for Rehabilitation. Those projects include the following:

In addition to the project-related awards, two special education awards were also given out to those who, according to CPA, have produced quality programs, publications, inventories, or have promoted the awareness of historic preservation.

The first went to CPA volunteer Jeanne Rolfes, who was described as being one of the area’s most innovative volunteers when it comes to historic preservation. This recognition was largely due to her request of funds and subsequent development of a virtual tour for those who are too old or unable to participate in typical walking sessions about historic preservation.

CPA officials say that the program, called Cincinnati Memories, has been so successful since its launch in 2008 that it has been expanded twice and now brings in much needed revenue for the non-profit organization.

CPA awarded its prestigious President’s Award for Service to Preservation to architect Dave Zelman for his years of service and critical leadership roles in such efforts as the West Side Preservation Summit in 2010, annual spring home tours, River West Working Group, restoration of a National Register-listed Matthew McWilliams House on River Road, and assistance in saving landmarks like Our Lady of Perpetual Help Church in Sedamsville and an ancient stone house in Sayler Park.

Groundbreaking For Region’s First Tiny Homes To Take Place This Wednesday

After a year of work, Cincinnati’s first modern iterations of tiny living will soon become a reality when ground is broken on Wednesday, October 14.

The project was made possible through People’s Liberty, which awarded one of its first two Haile Fellowships to Brad Cooper last December. Since that time, Cooper, a professionally trained architect, has been working on the designs for the two homes.

Throughout the process, Cooper says that he has come across various challenges, but some of the most pressing have been related to the economics behind the homes. One of the driving goals of the project has been to create affordable living options for working class individuals. As a result, early on he partnered with the Over-the-Rhine Community Housing to secure the purchase of the two properties on Peete Street for just $1.

One of the homes is being made available to anyone interested in purchasing it, and will be listed at $200,000. This will include solar power generation on-site and a 15-year tax abatement valued at $98,000. The other home will be restricted to those that meet annual income qualifications set by the Department of Housing and Urban Development for the Cincinnati region.

“Hindsight provides some extra knowledge,” Cooper told UrbanCincy. “I would have liked the pricing to be less than what they’re set at now, but I still think it’s a good deal.”

While Cooper believes strongly in the final product, he does wish that some things were done differently in order to help reduce costs even more. In particular, that would have included completing the geotechnical investigation earlier and selecting a general contractor earlier in the process.

One of the changes made to the design for the income restricted home was the removal of the parking space. When the initial designs were unveiled on UrbanCincy, the incorporation of parking spaces for both homes was a major sticking point for many readers.

“Most people that have been to the site want a parking space and the surrounding neighbors agree,” Cooper explained. “It could be something a homeowner says they don’t want and we’ll have that conversation.”

Another criticism of the project has been that the two tiny homes might not be appropriate for a neighborhood like Over-the-Rhine that is populated with larger, multi-family buildings. Cooper says that he is looking forward to doing another project that is multi-family somewhere else in the neighborhood.

“Over-the-Rhine is ideal for micro living because anything you need is a short walk away, but that’s not exclusive to OTR,” said Cooper. “Cincinnati has some great inner ring neighborhoods.”

While higher densities may be the future for micro-apartments in Cincinnati, the two tiny homes on Peete Street – the first of their kind in Cincinnati – are something Cooper and People’s Liberty say they are proud to have introduced to the region.

“I’ve had the opportunity to work on a development project totally different than what’s being built today in Cincinnati,” Cooper said. “People’s Liberty offers the opportunity to step outside your comfort zone and dream big by diving deep into a challenge without requiring traditional performance metrics or revenue generation.”

The groundbreaking for the two tiny homes will take place at 5:30pm at 144 Peete Street this Wednesday. The free event is open to the public, and will include light food, cider and complimentary polaroid photos of guests digging on-site.

Feds Provide $15.4M to Combat Homelessness in Hamilton County

The U.S. Department of Housing and Urban Development (HUD) has awarded $15.4 million to Strategies to End Homelessness. The money was part of a larger $1.8 billion nationwide distribution to support services for the homeless, and providing housing and emergency shelters to those that have been living on the streets.

The funds for Cincinnati will go to support 16 local agencies, establish a new rapid rehousing for families program, and two new permanent supportive housing projects for the chronically homeless.

Strategies to End Homelessness was established in 2007 by the City of Cincinnati and Hamilton County to lead a comprehensive system of care amongst 30 non-profit organizations working. The organization says that their goal is to work with these organizations to reduce homelessness 50% in the city and county by 2017.

Pointing to accomplishments like a centralized emergency shelter hotline, homelessness prevention, street outreach, and establishing emergency shelter and housing solutions; leadership says that the community has been able to increase the number of people served in supportive housing programs by 100% since the organization was formed nearly eight years ago.

Kevin Finn, President and CEO of Strategies to End Homelessness, explained to UrbanCincy that the HUD funds they just received are extremely limited relative to the need, and are awarded on a competitive basis. In fact, he says that there was no guarantee that the community would get any assistance at all.

Due to the nature of the program, Finn says that the majority of the funds will work as renewal funding for existing programs at existing agency partners.

“This funding is competitively awarded by HUD and was earned by organizations in our community that have successfully helped many people out of homelessness and back to self-sufficiency,” Finn wrote in a prepared statement. “If we are going to reduce homelessness, we must offer successful housing solutions; HUD funded these programs based on their proven results.”

The new rapid rehousing program will work through a partnership with the Family Housing Partnership that includes Interfaith Hospitality Network, Bethany House Services, Salvation Army, and YWCA to build new rehousing capacity that is specifically made available to families. Nationally, HUD has found that 37% of all homeless people belonged to a family, and that 1.6 million children experience homelessness each year.

Finn says that the permanent supportive housing program will work similarly, but instead coordinate with the Talbert House, Over-the-Rhine Community Housing, Center for Independent Living Options, Freestore Foodbank, Excel Development and Caracole to determine where new capacity is most needed.

Strategies to End Homelessness will work with these organizations, for both new programs, to sort out exactly how much funding to distribute to each participating organization over the next six to eight months, with the funding from HUD being delivered approximately a year from now.

Delay Presents Opportunity for 3CDC to Rethink 15th and Race Development

Between two of Over-the-Rhine’s most treasured attractions is a Cincinnati Center City Development Corporation (3CDC) proposal currently on hold. As a result, the non-profit development corporation will either need to obtain a new funding source or the project will need to be “a little more within the scale of the existing market.”

The current proposal for the mixed-use project at Fifteenth and Race includes over 300 parking spaces, 57 residential units, and almost 22,000 square feet of commercial space. With the project now on hold, now is the time to step back and critically evaluate a major development in the heart of Over-the-Rhine.

The unnamed development sits primarily along Fifteenth Street, between Pleasant and Race Streets, and would occupy almost an entire city block with a massive parking garage and what can otherwise be described as a lackluster design. Think Mercer Commons 2.0.

Stand at the northern edge of Washington Park and look down Pleasant Street. If your eyes are better than mine, you’ll see Findlay Market. If you’d like to walk there, it is only a leisurely five to ten minute stroll. This proposed development’s car-centric design places a parking garage exit on Fifteenth Street, and would force vehicular traffic onto one of Over-the-Rhine’s most important pedestrian axes.

Additionally, the garage packs in 200 more vehicles than is mandated by law, forces the partial demolition of two historic structures, and limits the available commercial and residential space sandwiched between the phase one Cincinnati Streetcar route. If the streetcar should increase property value as predicted, a parking garage may not be the best use of land for such a prominent location along the line.

As is currently designed, the buildings that would wrap the garage present themselves as a homogeneous wall. This character contrasts heavily with the existing fabric that presents gaps between buildings, portals to interior courtyards, and strong visual relief. While the roof line makes an attempt at creating rhythm in concert with windows, its variation is not enough to mask that it is one big building.

These characteristics detract from the pedestrian scale, though the new construction hints at these qualities with balconies, recessed entries, and slightly offset building faces. These expressions are more akin to developments at The Banks and U Square at The Loop, and are a cheap imitation of Over-the-Rhine’s authenticity.

Along Pleasant Street, the Fifteenth and Race townhomes are compressed by the large, central parking garage. The private walk at the townhomes’ rear is noted as a ‘garden space’ but these spaces are approximately 10 feet wide and will be shadowed by a three-and-a-half-story parking garage. Along the street, the crosses and boxes highlighting the townhomes’ windows are wholly contemporary, which are expressions out of place on a building that is neither modern nor traditional; it is non-committal.

It should be noted that an entire block design is a difficult task in Over-the-Rhine because its designation as a historic district stems from the collection of smaller individual buildings built over time. Furthermore, the neighborhood’s historic character, established before the invention of the automobile, does not easily accommodate cars.

However, there will be a need for more parking, and the Over-the-Rhine Comprehensive Plan recognizes this, but states that new parking should be done “without impacting the urban fabric or historic character of the neighborhood.”

Individually rehabbed buildings do not typically have the potential to alter a neighborhood’s character, but when large-scale development is proposed, community members should have a place at the table.

When asked about developers engaging community stakeholders, Steve Hampton, Executive Director of the Brewery District Community Urban Redevelopment Corporation, says, “If there’s one place for community outreach it is in large-scale development because of the unique architecture, historic neighborhood, and diversity of people in Over-the-Rhine.”

In the case of this Fifteenth and Race development, the first stages of community engagement were initiated by Over-the-Rhine Community Housing (OTRCH) and Schickel Design, who completed the Pleasant Street Vision Study (PSVS) in 2013.

While the proposed development incorporates all of the individual elements from the PSVS, it is not in the spirit of the pedestrian-focused Pleasant Street Vision Study and on a very different scale. The size and location of the parking garage is a major difference between the 3CDC proposal and the PSVS, and Mary Rivers, of OTRCH, noted that this is a big issue for many people.

Of course there is a gap between a vision study that outlines a community’s desires or needs, and the market forces that drive a real development, but there are various ways a community should be engaged in a project of this scale.

While OTRCH held focus groups prior to beginning the award-winning City Home project one block south along Pleasant Street, Rivers said that 3CDC did not engage OTRCH until after the current plans had been unveiled.

Rivers said, “We asked a diversity of people, ‘What do you like in Over-the-Rhine? What are you looking for in a home?’ Their answers ultimately influenced the design.” This type of engagement is not easy; and Rivers acknowledged that the best way to engage a community is on big issues not the details.

3CDC needs to step up, engage community stakeholders, and propose a design that is more respectful to Over-the-Rhine’s residents, and its unique architectural and urban form.
