Cincinnati’s Efforts to Improve Urban Bicycle Culture Paying Huge Dividends

Cincinnati’s aggressive efforts to bolster bicycle infrastructure appear to be paying dividends. In a report released by The Atlantic Cities, it was discovered that Cincinnati has experienced a 200 percent increase in those commuting by bicycle over the past decade.

The study found that many cities across the United States, particularly those in the Northeast and Midwest, experienced rapid increases in the number of bicycle commuters.

While Cincinnati saw one of the fastest growth rates in the entire nation, it also now boasts the fifth highest overall percentage of bicycle commuters in the Midwest. Only Columbus, St. Louis, Chicago and Minneapolis have a higher percentage of bicycle commuters than Cincinnati.

That news was further punctuated Cincinnati’s “Honorable Mention” at the 2011 Bicycle Friendly Community awards held in Washington D.C. At the awards, only 22 cities were recognized nationwide.

“Bicycling is a critical component of vibrant urban areas,” explained Michael Moore, Director, Department of Transportation & Engineering (DOTE). “Bicycle Friendly Communities provide more transportation choices for citizens, are more physically active, environmentally sustainable, and enjoy increased property values, business growth, and increased tourism.”

City leaders believe the wave of good news comes as a result of significant policy decisions made over the past several years that have included new on-street bicycle parking; passage of comprehensive bicycle safety legislation, legislation requiring bicycle parking in all new parking garages, and a comprehensive bike plan; the launch of a Bicycle Friendly Destinations program; the construction of a new Bike & Mobility Center at the Smale Riverfront Park; and the completion of new bike lanes, sharrows, and bike trails throughout the city.

Recent decisions to install temporary on-street bicycle parking for the MidPoint Music Festival seem to further emphasize the city’s prioritization of the two-wheeled mode of transportation.

In total Cincinnati city officials plan to have 340 miles of bike lanes and paths in place by 2025. Currently the city has only 20 miles of bike lanes and paths in place, with five of those miles being installed over the past year. Future plans call for completing the remaining segments of the Ohio River Trail and adding additional miles of sharrows, dedicated bike lanes and paths.

For comparison, an infusion of money similar to that of the Brent Spence Bridge project ($2-3 billion) would enable the construction of roughly 20,000 miles of dedicated bike lanes, and pay for their maintenance.

OKI seeking public input on 2040 regional transportation plan

The Ohio-Kentucky-Indiana Regional Council of Governments (OKI) has been working to adapt and produce a transportation plan that would affect the Cincinnati area for the next 30 years.

The regional council released a presentation in August outlining the goals and plans meant to address Greater Cincinnati’s current and projected transportation needs. Citing objectives like mobility, environment, economic vitality and efficiency, the presentation describes OKI’s projections for both population and job growth in the future, and hints at how the council plans to address the region’s transit needs.

According to OKI’s projections, the regional population is expected to grow from 1.9 million (in 2005) to nearly 2.4 million people in 2040. Every county is expected to grow in population and job creation. With these numbers in mind, the council has planned, or is carrying out, a total of 33 highway projects and six transit projects, which include bus purchases, park and ride facilities, transit centers and the Cincinnati Streetcar project.

According to OKI, transit currently accounts for approximately two percent of trips taken throughout the region. Whether lack of ridership is due to an inadequate and struggling system remains to be seen, but for whatever reason, OKI appears to be putting the majority of their focus for the future into highway maintenance and construction, with multi-modal transportation options as an afterthought.

While the August presentation only mentioned freight rail, Robyn Bancroft with OKI had this to say about the future of commuter rail in Cincinnati:

“The current plan includes rail transit (Eastern Corridor and Cincinnati Streetcar) and right-of-way preservation for regional rail transit corridors,” Bancroft stated. “How the public feels about these issues is important to us and we hope the meetings may provide some feedback. It is our goal to produce a multi-modal yet fiscally constrained plan, so we have some limitations.”

OKI leadership expressed concern, to UrbanCincy, about the potentially harmful effects of Issue 48 (the anti-rail amendment on the ballot this election) could have on future systems.

Brian Cunningham of OKI said, “[passage of Issue 48] will absolutely have an effect on the streetcar project, but it’s very possible that projects like the Eastern Corridor, Oasis Line, and securing future right-of-way for multi-city rail is also in jeopardy.”

Cunningham emphasized the importance of public input to help shape the future of the region’s transportation system. “If regional commuter rail is a priority for Cincinnatians, they need to let us know. We very much value community input, and every form of communication – whether at public meetings or through email and mail – helps us to understand where the priorities are for our constituents.”

Officials Break Ground on New West Side Transit Hub at Glenway Crossing

Community leaders gathered with local transit officials and representatives from the Federal Transit Administration (FTA) and the Ohio Department of Transportation (ODOT) last Monday to celebrate the groundbreaking of a new west side transit center.

The Glenway Crossing Transit Center will serve as the major connection and transfer point for several local and commuter bus routes. Southwest Ohio Regional Transit Authority (SORTA) officials say that they will announce those routes later this summer. Furthermore, the construction of a west side transit center is a part of the transit agency’s larger effort to build more transit centers throughout the region and capitalize on ridership growth on express bus routes.

In June 2011, Metro announced that it would add express bus routes to Cincinnati’s western and northern suburbs by cutting service elsewhere. The difficult service decision was forced after then newly elected Governor Kasich (R) cut $70 million from express bus route funding for Ohio’s transit agencies.

The Glenway Crossing Transit Center (map) will cost approximately $624,000 to build and will be located in the parking lot for the Glenway Crossing shopping center. The key west side location was previously home to a collection of rail lines that were vacated and cleared to make room for the Glenway Crossing retail development which has seen spotty success, at best, since its opening two decades ago.

Once complete this fall, the new transit center will include four bus boarding areas, passenger shelters, 70 park and ride spaces and electronic real-time arrival displays.

Metro officials say that the majority of funding for the project came from federal sources including the American Recovery & Reinvestment Act, Surface Transportation Project (STP) and Congestion Mitigation/Air Quality funds made available through the OKI Regional Council of Governments. The region’s next transit center is anticipated to be located uptown near the University of Cincinnati and medical district.

Oakley gets development fit for the suburbs with new Millworks plan

The abandoned Millworks site in Oakley has inspired urban enthusiasts for almost a decade. The thoughts of injecting new life into an former industrial space in the heart of some of the city’s most vibrant neighborhoods was truly something to get excited about.

The vision first laid out in the early part of the new millenium included hundreds of residential units, a movie theater, hotel, offices and what was to become the second location Jungle Jim’s. The best part about all of it is that the Millworks redevelopment would have done so while also maintaining the gritty industrial past of the site. As details finally emerge today of a new Millworks redevelopment, the reality is looking much different.

Today the plan calls for a $120 million development (less than half of the originally proposed $300 million plan in 2005) that will include 350,000 square feet of retail, 250,000 square feet of offices, 300 apartments and a 55,000 square-foot movie theater. While much of the development’s original components are still there, the plan has taken a decidedly suburban turn not unlike what happened at the Center of Cincinnati just around the corner.

Gone is the idea of preserving the site’s industrial aesthetic. Gone is the idea of creating a unique urban infill project. Gone is Jungle Jim’s. And most importantly, gone is the true long-lasting investment in Oakley.

With the signing of Cinemark NextGen, the development seems to now be more real than ever. Work has already begun on removing asbestos from buildings on the 74-acre site so that demolition can follow for more than one million square feet of former industrial buildings that used to house Cincinnati Milacron, Ceco Environmental, Factory Power Company and Unova Industrial Automation. Worse yet, the city of Cincinnati is working to get project developers $3 million in Clean Ohio Revitalization funds and an additional $9.9 million in tax increment financing to pay for infrastructure work surrounding the project.

The controversial Center of Cincinnati development turned on a dime from an exciting urban infill project meant to inject new office, retail and residential space into the area just north of the Millworks site, into a cookie-cutter suburban big-box development.

At the time Vandercar, the same developers behind the Millworks redevelopment, said that market forces would no longer allow them to do such a project and charged Mayor Luken’s administration to rid the city of its Planning Department that had made an issue of the development’s dramatic, last-minute change. Vandercar won that battle and then city manager Valerie Lemmie decided to move forward and infamously shutter Cincinnati’s Planning Department.

The victory was only short-lived for Vandercar, however. The developer was part of a team that was promptly eliminated from contention to build The Banks, and Mayor Mark Mallory and City Manager Milton Dohoney have since restored Cincinnati’s planning dignity. So while much has changed, it appears as though the outcome may be the same for Oakley.

Oakley is the geographic population center for the 2.1 million person Cincinnati region, and is located along I-71, near the Norwood Lateral, and potential future light rail corridors. Each metropolitan region tends to have several dense commercial centers. Cincinnati currently has Downtown, Uptown and Kenwood, and the greater Oakely area should be the fourth.

Instead of championing “pro-growth” policies at all costs, Cincinnati’s leaders should act with long-term interests in mind and get the best end product for its people. Unfortunately, the status quo appears to be more in line with appeasing developers, like Vandercar, that go after low-hanging fruit, rather than demanding that investments in Cincinnati get the best return.

Nolen Park development to complete Mariemont’s original town plan

In 1862 an 18-year-old Brooklynite named Mary Hopkins came to Cincinnati with ideas for a walkable community in her new home. Long story short, she soon became Mary Emery, one of Cincinnati’s most celebrated philanthropists, and is credited with founding the planned community of Mariemont.

She was at the groundbreaking of the neigborhood in 1923. 90 years later, Mariemont is a walkable community worth emulating, and its newest development, Emery Park, will help to finally complete Mary Emery’s original town plan. In conjunction with North American Properties, Cincinnati-based Greiwe Development Group broke ground for the $12 million project on August 31, 2010 and it is expected to be complete this November.

Emery Park is an extension of the Village Square, and thanks to CR Architecture + Design, continues the tradition of Tudor Revival design signature to the Mariemont community. Developers tout the project as having interior features open one-level floor plans with expansive windows, large balconies, and immaculate finishes, providing both a perfect space and location for Baby Boomers. To date, nearly one-third of the 31 units of been sold.

“Emery Park is the realization of Mary Emery’s vision for downtown Mariemont, and 90 years later, we’re able to say that we have fulfilled a part of her well-designed plan for this walkable community,” said Rick Greiwe, principal of Greiwe Development Group.

Emery Park is one of three condominium complexes in Mariemont that have been built by the development team. The first of which, Jordan Park, was dedicated in October 2008 and has since sold all 26 of its residences. The other, Nolen Park, is slated to break ground in spring of 2012 and has already sold six of the 29 units. And developers say that all of the developments are available in one to three bedroom floor plans with energy-efficient materials to provide residents with comfortable, low-maintenance living.

The project is in partnership with Greiwe Development, Sibcy Cline and North American Properties. Sibcy Cline listing agents are Patti Harrier and Elaine Greiwe. Homes at Emery Park start at $295,000 and open houses take place at the Mariemont Lifestyle Sales Center each Sunday from 1pm to 4pm at 3514 West Street.
