Senate bill would offer tax credit to residential landlords making energy upgrades

State Senator Eric Kearney (D-Avondale) introduced a bill which would create a tax credit for landlords who improve the energy efficiency of their buildings. Senator Kearney hopes that the bill he introduced last month will encourage residential landlords to update their units and lessen the utility costs on their tenants.

“I received complaints from constituents who live in apartments that lack general upkeep and every month they pay for the lack of maintenance” Senator Kearney stated. “My constituents in rental units deserve to live in safe, eco-friendly environments that decrease their utility bills, and Senate Bill 310 provides landlords with positive incentive to make changes.”

If implemented, the bill would give residential landlords a 15 percent income tax credit for making upgrades by installing energy-saving devices, replacing aging appliances with Energy Star-rated appliances, sealing and insulating air ducts, and upgrading exterior wall windows and doors.

Improved sealing and insulation of duct work has been reported as saving as much as 20 percent in energy costs alone.  Senator Kearney says that the idea of making these efficiency upgrades is one that benefits everybody, and one that is particularly relevant in today’s economy.

“Energy costs are rising and given the unfortunate state of our economy few people can afford increased utility bills, especially if they are related to a lack of maintenance.”

The proposed legislation does more than simply promote energy upgrades, it also incentivizes upgrades to historic structures which most often house renters in multi-unit dwellings within the city’s inner neighborhoods.  The news comes on the heels of complimentary legislation introduced by Senator Kearney in September that proposed a 25 percent tax credit for the renovation of homes built before 1950 in low income neighborhoods.

“Both the property and the greater community benefit from home renovations. When homeowners invest in their properties the monetary value of the neighborhood increases along with its reputation.”

Kenton County Planning Commission votes to adopt Roebling Point Plan

Last week, the Kenton County Planning Commission voted 11-5 in favor of adopting Covington’s Roebling Point Plan into the county’s comprehensive plan. Roebling Point, located at the foot of the historic Roebling Suspension Bridge, is home to such local favorites as Molly Malone’s and Keystone Bar & Grill.

Given that most view the comprehensive plan as a guide for the region, the vote was seen as a big step forward for the City of Covington as it hopes to redevelop one of its most important gateways into a more pedestrian friendly and generally more livable bar/restaurant district.

“Incorporating the plan will allow for a smoother zoning transition when new commercial moves in, streamlining zoning decisions to quicken the process for developers,” explained Covington Assistant City Manager Larisa Sims.

If the land use recommendations in the plan are followed, the new commercial development will consist of mixed-use design that complements, but does not copy the existing historic infrastructure. Sims points out that Roebling Point’s geography is unique in that it has the possibility of bringing together a variety of aesthetics.

“The area is on the verge of success,” Sims says. “It’s located between high density office use to the west and the historic Licking Riverside District to the east. The area highlights the importance of, and creates a balance between, new mixed-use development and historic preservation.”

Last week planners also outlined the specific elements of the Roebling Point Plan for four key areas:

  1. West side of Scott Street between 3rd and 4th (Gateway Building): No significant change is proposed for the Gateway Building. The plan states that the structure is an appropriate size and it incorporates well designed features for pedestrian scale. Uses encouraged in this building are retail or office on the ground floor, with office above.
  2. Southwest corner of Scott and 4th Street: This block is part of the Times Star Commons Public Space Plan. The plan focuses on the preservation of the existing historic buildings, specifically the Times Star Building. The plan also calls for the redevelopment of the J&R auto repair that is on the corner of E. 4th Street and Electric Alley.
  3. 4th Street, Tobacco Alley, and Scott to Greenup Street: The plan calls for general reinvestment and rehabilitation in this section of the study area.
  4. East side of Greenup Street, from 3rd to Tobacco Alley: The plan indicates that the mix and scale of the development here is generally appropriate.

Land Use, growth, and redevelopment
While there are many land use recommendations within the district plan, the possible reuse or demolition of the county offices and county jail at 303 Court Street is one of the most intriguing. Currently, the County is discussing whether this building will be needed once the new jail is fully functional. If the offices are also eventually moved out of this building, the plan would recommend two alternatives.

First, if the building is not demolished, the plan would prefer changes be made to the facade of the building, and that the addition on the west side of the building be removed to create more pedestrian friendly space. The recommended use of this building would be residential or office.

Second, if the building were to be razed, the design of the building should be creative, and incorporate opportunities for open spaces and pedestrian amenities mid-block. The recommended use of this building is residential, or office, with retail opportunities on the first floor.

Transportation & Urban Design
One of the main transportation recommendations in the plan involves an area called ‘The Yoke’ which is a small green space with a police memorial located next to The Ascent. Currently there are two traffic ramps that separate two small islands of green space from the police memorial. The plan recommends the elimination of these ramps in order to provide safer access to this underutilized public amenity.

The plan also recommends, among other things, to identify locations and preferred methods for streetscape enhancements and pedestrian amenities. It specifically suggests making use of the local alleys in the surrounding neighborhoods for walking, biking, and safe vehicular traffic. The plan also outlines identifying areas for new public spaces and utilizing urban design methods for enhancing safety and cleanliness.

The plan’s architectural design objectives include protecting the community’s historic architecture, while allowing flexibility for appropriate new development. In order to accomplish this, the plan lists two main specific recommendations.

  1. Keep the Historic Preservation Overlay zone in place in order to facilitate historically appropriate and compatible design.
  2. Update and amend the Historic Covington Design Guidelines to codify flexibility and consistent interpretation.

The first implementation committee meeting for the plan will be held November 15th at 6pm, the public is welcome. The meeting will outline and give a more detailed prioritization of the action items within the plan. Initial plans are already underway to meet with the owner of the Keystone Bar & Grill to discuss sidewalk expansion along Park and Greenup. These sidewalk improvements are scheduled to begin in the spring.

Additionally, funds are currently being raised for the improvements to the Yoke/Police Memorial and changes to the Yoke parking lot have already been made to try to increase usage. Additional recommendations in the plan will continue to be evaluated.

“Long term implementation will largely depend on the interest and activity from property owners and developers specifically related to land use and redevelopment of each block,” Sims stated. “The City will continue to promote its incentives and work as a facilitator to make this vision a reality.”

New video explains Cincinnati’s enhanced recycling program

Cincinnati recently became the largest Midwestern city to implement RecycleBank, a rewards program, as part of the city’s enhanced recycling program. The program began operating throughout parts of the city in early October, and the City has released a new video explaining all the details about the new program.

The video was produced by City Council member, and award-winning investigative reporter, Laure Quinlivan who also serves as the Chair of the Mayor’s Green Steering Committee.

“Enhanced recycling will help the environment and eventually save city taxpayers a million dollars a year,” Quinlivan said in a prepared release. “I can’t wait to get the new 96-gallon recycling cart delivered to my home so I can stop overflowing the little green bin every week.”

City officials delivered the second round of recycling carts to approximately 25,000 homes in October, and expect to complete distribution city-wide by February 2011. The first data surrounding initial operations of the new program will become available in mid-November, but Cincinnati Office of Environmental Quality director Larry Falkin believes the success can be seen on the streets.

“Driving down street routes before, I’d see a recycling bin here or there,” Falkin explained. “But now, you can see that residents are responding positively to the enhanced recycling program. The new carts now line the streets on pick up days. Residents are responding to having the option to recycle more with the new recycling carts and getting rewarded for their green actions with RecycleBank Points.”

UrbanCincy Q/A with candidates for Hamilton County Commissioner

Next Tuesday, the much anticipated mid-term elections will be held across the country. Although there has been a lot of discussion about national politics and policy making in the mainstream press, there are many historic policy issues facing Hamilton County as well. These issues are as divisive as they are important, and they are going to require serious decisions by serious candidates.

The two men running for Hamilton County Commissioner – Chris Monzel (R) and Jim Tarbell (C) – represent two different approaches to county government. While they are both experienced politicians, they have two distinctly different visions for the future of Hamilton County.

UrbanCincy sent a list of questions to each candidate. The questions were based on issues that we thought you, our readers, would classify as the most important. Below are the questions we sent, as well as the candidate’s responses exactly as they were sent back to us.


1.  Where do you stand on the 3C Rail Project, and how are you prepared to deal with it should you be elected?

Chris Monzel: I do not support the 3C Rail Project.

Jim Tarbell: I am in support of the 3C rail project. Ohio’s $400 million investment will result in over 255 immediate construction jobs over a two-year period, and a US Department of Commerce study predicts approximately 8000 indirect and spin off jobs in Ohio. We need jobs.

According to the Amtrak report from September 2009, the 3C “Quick Start” passenger rail service will serve at least 478,000 in its first year of operation. Historically, throughout its national system, Amtrak has had steady ridership support from college students. An analysis by ODOT reveals that more than 220,000 students are within less than 10 miles from the proposed train station. Furthermore, the 3C passenger rail line runs near 40 colleges and universities.

According to a March 2009 Quinnipiac University statewide poll:

  • 73% of Ohioans ages 18-34 support passenger rail in Ohio and the 3C “Quick Start” Plan
  • 62% of Ohioans ages 35-54 support passenger rail in Ohio and the 3C “Quick Start” Plan
  • 61% of Ohioans 55 years or older support passenger rail in Ohio and the 3C “Quick Start” Plan

Furthermore, the 3C “Quick Start” Plan has received more than 200 statewide letters of support from various businesses, cities, universities and colleges, and other organizations who understand the benefits of passenger rail service in Ohio. The 3C “Quick Start” Passenger Rail Plan will connect Cleveland, Columbus, Springfield, Dayton, Riverside, Sharonville and Cincinnati.


2.  Where do you stand on The Banks project, and how are you prepared to deal with it should you be elected?

Chris Monzel: I have supported the Banks project as a current Cincinnati City Councilman and if elected as County Commissioner will continue to do so.

Jim Tarbell: I am very supportive of The Banks project. I am happy to report that Phase I is complete, ahead of schedule and under budget.

The Board of Commissioners of Hamilton County (County), the City of Cincinnati (City) and the Riverbanks Renaissance, LLC (developer) are partnering to develop the Banks Project. The Banks Project is a public improvement and mixed-use development located between the Paul Brown Stadium (to the west) and the Great American Ball Park (to the east). The Banks Project will be developed in phases over a period of approximately 15 years and will include 1,800 residential units, one million square feet of office space and more than 300,000 square feet of retail space. The Banks Project will be funded with public and private dollars. A recent article in The Enquirer reported that rental units being built are already being rented.

This will be a huge boost for the County. The added retail and entertainment venues mean additional tax dollars for the County. I believe recruiting businesses and residents to this area should be a joint venture of the City and County.


3.  Where do you stand on the Riverfront Park project, and how are you prepared to deal with it should you be elected?

Chris Monzel: I have supported the Riverfront Park project as a current Cincinnati City Councilman and if elected as County Commissioner will continue to do so.

Jim Tarbell: The Riverfront Park Project is another example of what can be done to create enduring landmarks. Not only will this be a tourist attraction, but residents within greater Cincinnati will be attracted to spend more time on our riverfront.

Phase I of Cincinnati Riverfront Park—currently under construction—will include the new Moerlein Lager House restaurant and brewery as well as a plaza of water jets with cascades of water that drop to pools along Mehring Way. There will be a grand stairway with landings at water-filled basins, a glass-floored walkway above a lower level loggia, a shade trellis, informational and interpretive displays, and public restrooms. Also part of the design is the Jacob G. Schmidlapp Stage & Event Lawn, a promenade, and within a tree grove, a monument to the Black Brigade, a floral garden and a labyrinth. The park will also feature a bike center and welcome center, and a section of the Ohio River Bike Trail.

I have a very good relationship with Willie Carden, Director of Parks, and David Prather, the project coordinator. I expect to be in close communication with them and am very supportive of their work.


4.  Given that both Louisville or Indianapolis are outperforming Cincinnati in economic indicators according to the newly released Agenda360/Vision 2015 Regional Indicators Report, do you support the idea of consolidated government similar to what is used in Louisville-Jefferson and Marion counties?

Chris Monzel: I do not support big metro-government. I do support shared-services between the county and other government jurisdictions.

Jim Tarbell: I spent an entire day three years ago with Mayor Abramson of Louisville and his cabinet specifically to study their system. I have also met numerous officers from Indianapolis over time for the same reason. I feel there is much to be gained from having an ongoing discussion with the stakeholders in Hamilton County with an eye towards taking advantage of their experience and progress. Every county, every jurisdiction, has its own challenges; but Indianapolis, for over forty years, and Louisville, for ten years, have made changes and improvements that could help here. Portland, Oregon has made similar changes. I remember one of their planners remarking that Cincinnati had considerably more resources than Portland, but that Portland simply had more of an attitude!


5.  What is your specific plan to close the stadium deficit? Does this plan completely close the projected deficit, and why/why not?

Chris Monzel: The Stadium fund is driving the county budget crisis. There are several avenues to look at to help address this. One is to work on any possibilities of renegotiating the lease.

The Bengals have put an offer on the table to renegotiate parts of the current lease. I will put the taxpayers first in these negotiations. The Bengals owner’s are part of the budget problem and must be part of the solution. I also understand the need to lower taxes in order to establish a welcoming environment for businesses. I believe in promoting home ownership, such as, a
Homearama in Hamilton County. Homearama has been held in Warren County seven (7) of the last eight (8) years.

Another option is to look at the county assets that could be sold which would generate $$ to get us out of our serious debt.

Jim Tarbell: Commissioner David Pepper and I have proposed a similar plan to reduce the debt by at least half by suspending the property tax rollback inappropriately promised over a decade ago.

The current property tax rollback, which reduced the amount of money homeowners pay in property taxes annually, would be rescinded on the value of homes over $150,000. In other words, no one would be affected unless their homes are valued over $150,000, and then only on the amount of the value OVER $150,000, putting the emphasis on higher priced real estate (whose owners have gotten the biggest break so far). The average homeowner would pay about $100 per year. This can be enacted immediately by a majority vote of the commissioners and give us a huge start towards balancing the budget. This would also put enormous pressure on the teams to play their part, with the commissioners and the public having taken the lead. There is nothing fair about this dilemma. None of us played a part in creating this crisis, but we must resolve it now and get on with moving this economy forward.

Metro officials balance 2011 budget, spare riders fare increases and service cuts

Metro officials have announced that fares will not rise, and service will not be reduced in 2011.  The news comes as the transit agency faces declining ridership, and many feared that more fare increases or service cuts would be on the way.

In August, Metro restored service to a portion of Lower Price Hill that had previously fallen victim to an earlier round of service cuts.  Now, the transit agency says that they have been able to balance their upcoming $86.5 million budget thanks to newly announced funding from the Ohio Department of Transportation (ODOT) that is programmed to help with capital costs.

“Currently, Metro’s 2011 budget is balanced by using capital funding to help pay for operating expenses,” said Thomas Hock, Interim CEO & General Manager of Metro.  “The new funding from ODOT will allow us to shift those capital dollars back to their intended use for critical capital projects, with no negative impact on service.”

The $4M funding allocation from ODOT came through the department’s 21st Century Transit Partnerships for Ohio’s Next Generation which distributed $50 million in 2011 to transit systems across the state.

Metro officials warn that even though the 2011 budget appears to be in order, that future fares and service structures will continue to face pressure.  Leadership says that while fares have stabilized, insufficient funds exist for capital projects like the replacement of buses beyond their 12-year useful life.

“We have examined every expense and tightened spending for the coming year to preserve service for our customers and keep fares at their current level,” Hock explained.

The proposed 2011 budget will go before Cincinnati’s City Council who would provide approximately 45 percent of Metro’s 2011 budget through the city’s earnings tax revenue.

The One for Fun:
Metro officials have also announced that Hollywood Casino Lawrenceburg will sponsor the new Route 1 bus service.  The partnership will include naming rights to the route in addition to typical bus advertising including promotions for Hollywood Casino on the back of each of the four, 30-foot hybrid buses on the route.

“As a tax-funded organization, this type of partnership is important to help Metro better serve the community,” said Dave Etienne, Metro’s Marketing Director.  Meanwhile, leaders at Hollywood Casino see the partnership as one that will help benefit their bottom line.

“As part of the Cincinnati business community, Hollywood sees this partnership with Metro as an opportunity to connect residents and visitors to some of Cincinnati’s best attractions,” said Tony Rodio, Hollywood Casino Lawrenceburg General Manager.  “We’re among the top attractions in the metropolitan region, so we realize the importance of just getting people out there, actively supporting the businesses that are there for them – this effort achieves that goal – and through a simple bus ride.”
