OKI seeking public input on 2040 regional transportation plan

The Ohio-Kentucky-Indiana Regional Council of Governments (OKI) has been working to adapt and produce a transportation plan that would affect the Cincinnati area for the next 30 years.

The regional council released a presentation in August outlining the goals and plans meant to address Greater Cincinnati’s current and projected transportation needs. Citing objectives like mobility, environment, economic vitality and efficiency, the presentation describes OKI’s projections for both population and job growth in the future, and hints at how the council plans to address the region’s transit needs.

According to OKI’s projections, the regional population is expected to grow from 1.9 million (in 2005) to nearly 2.4 million people in 2040. Every county is expected to grow in population and job creation. With these numbers in mind, the council has planned, or is carrying out, a total of 33 highway projects and six transit projects, which include bus purchases, park and ride facilities, transit centers and the Cincinnati Streetcar project.

According to OKI, transit currently accounts for approximately two percent of trips taken throughout the region. Whether lack of ridership is due to an inadequate and struggling system remains to be seen, but for whatever reason, OKI appears to be putting the majority of their focus for the future into highway maintenance and construction, with multi-modal transportation options as an afterthought.

While the August presentation only mentioned freight rail, Robyn Bancroft with OKI had this to say about the future of commuter rail in Cincinnati:

“The current plan includes rail transit (Eastern Corridor and Cincinnati Streetcar) and right-of-way preservation for regional rail transit corridors,” Bancroft stated. “How the public feels about these issues is important to us and we hope the meetings may provide some feedback. It is our goal to produce a multi-modal yet fiscally constrained plan, so we have some limitations.”

OKI leadership expressed concern, to UrbanCincy, about the potentially harmful effects of Issue 48 (the anti-rail amendment on the ballot this election) could have on future systems.

Brian Cunningham of OKI said, “[passage of Issue 48] will absolutely have an effect on the streetcar project, but it’s very possible that projects like the Eastern Corridor, Oasis Line, and securing future right-of-way for multi-city rail is also in jeopardy.”

Cunningham emphasized the importance of public input to help shape the future of the region’s transportation system. “If regional commuter rail is a priority for Cincinnatians, they need to let us know. We very much value community input, and every form of communication – whether at public meetings or through email and mail – helps us to understand where the priorities are for our constituents.”

There are three community open houses coming up – one of them is today, September 15, at the Crestview Hills City Building (map) from 4pm to 7pm. It’s time to put an end to the campaign falsehoods

New data released by the Ohio Department of Health says that state’s four-year-old, voter-enacted, smoking ban is not in fact negatively impacting Ohio businesses. The analysis goes completely against the claims made by those originally opposed to the idea of a public smoking ban, and highlights how campaign rhetoric is often left unquestioned.

In 2005, Cincinnatians heard over and over how the $48.9 million ($4M public funds, $44.9M private funds) renovation of Fountain Square and its underground parking garage would end up as a waste of scarce public resources. Since its renovation, public activity, private investments and the number of businesses in the area have gone up, and crime has gone down. Furthermore, you could argue that the renovation of Fountain Square was the initial force that sparked the urban renaissance currently taking place in Cincinnati.

The trend continues in 2011 as transit opponents wage yet another battle against the Cincinnati Streetcar and the future of rail transit in the Queen City. It was less than two years ago that this same group of opponents asked voters if they would like to hold a public vote on all rail transit expenditures in Cincinnati. The voters rejected that proposal and yet in 2011 Cincinnatians are being asked to vote on the first rail transit expenditure to come about since November 2009.

Rigorous public debate should take place in America, that is, in part, what makes the nation so unique. The problem is that voters seem to have a short memory, and the media often has no interest in reminding them of the false rhetoric put forth by the same parties in the past.

Coalition Opposed to Additional Spending and Taxes (COAST) is not a new group, and does not include new political players. The small group of well-connected men running COAST have been around Cincinnati politics for some time.

These are the same people who, under the auspice of Citizens for Community Values (CCV), amended the City’s charter to legalize discrimination against people based on their sexual orientation, which was terrible for the city and later repealed. These are the same people that called the renovation of Fountain Square a guaranteed boondoggle. And these are the same people that continue to beat the boondoggle drum in regards to the Cincinnati Streetcar project.

This group has perpetuated falsehoods for too long. Cincinnatians, and reality, continue to reject their special interest ideologies focused on holding the city back, but yet, it is time once more to entertain their tired antics. This November I look forward to Cincinnatians voting against this group’s proposed anti-rail transit Charter amendment, and sending them a bit further into the depths of irrelevancy.

Cincinnati to break ground on smaller streetcar starter route this fall

Today Cincinnati Mayor Mark Mallory and City Manager Milton Dohoney announced that the city will push forward with its modern streetcar project even with recent setbacks. The announcement included the debut of a new shortened phase one routing that will run from Fifth Street in the Central Business District to Henry Street in Over-the-Rhine just north of Findlay Market.

The 3.1-mile route will cost $95 million to build and $2.5 million annually to operate. City leaders currently have a total of $99.5 million to build the line, and have conservatively identified $4.1 million to operate the line annually. City leaders say that this will mean no money will be needed from the City’s General Fund for operations.

While some supporters have expressed discontent over the shortened Cincinnati Streetcar route, Mayor Mallory emphasized that the long-term vision has not changed.

“The vision for the project remains the same. We are going to build a streetcar that connected Downtown to Uptown, and then we are going to build out into the neighborhoods,” explained Mallory. “We are going to get started with the funding that we have in hand, but we must move forward in order to attract jobs and residents to our region.”

Project officials say that the shortened line will operate 18 hours a day, seven days a week and will utilize five streetcars instead of the original seven planned for the longer route. The shortened route, city leaders say, was chosen based on its unique ability to maximize economic investment.

“Over-the-Rhine and portions of the downtown area have some 500 vacant buildings, and it is where you have the bulk of the 95 acres of what today is surface parking,” City Manager Dohoney told the audience. “The explosiveness of the development potential rests in the area that we’re covering.”

City officials also announced that they are exploring the idea of running the streetcars on battery power instead of electricity. This technology is currently being examined for Washington D.C.’s modern streetcar system where concerns have come up over the use of overhead electric wires. Cincinnati officials believe that such a move would also reduce costs upfront and long-term.

The city says that it expects to break ground on the modern streetcar system this fall, and will simultaneously work to raise additional funds to build the system’s extension to uptown, and reconnect with The Banks to the south which in and of itself costs an additional $9 million.

“Clearly there is a need to expand the tax base. No one wants to pay more taxes, so we must find a proactive step to take to expand the existing tax base,” City Manager Dohoney explained. “A streetcar is one such tool to do that. There are people that have issues with this project, and there are folks that are responsible for moving this city forward. We are unapologetic advocates.”

CPA to lead walking tour of Cincinnati Streetcar route this Saturday

At one point in Cincinnati’s history, the city had the largest electrified transit network of any city its size in North America. A good deal of that network consisted of 220 miles of streetcars running all throughout the city, and now city leaders are working to introduce a modern streetcar system in Cincinnati.

The Cincinnati Preservation Association (CPA) would like to show off the proposed modern streetcar route to those interested, and discuss the positive impacts such a system would have on the city’s historic building stock.

“The city’s core neighborhoods developed along transit lines,” said Margo Warminski, Preservation Director, CPA. “They have the urbanity and great buildings people are looking for in cities today.”

Warminski says that at the recently held Cincinnati Neighborhood Summit speaker after speaker said the same thing about the important value of walkability and access to transit to improve neighborhoods. And the CPA believes that projects like the Cincinnati Streetcar help to promote that vision, while also presenting exciting revitalization opportunities.

“Over-the-Rhine has seen a lot of new investment in recent years, but it still has hundreds of vacant, condemned and blighted buildings at-risk of demolition,” Warminski explained. “While no one project can transform a neighborhood, people are already buying buildings and opening businesses along the proposed streetcar route.”

Those interested in participating in CPA’s Walk the Streetcar Route, can do so on Saturday, April 30 from 9:30am to 12pm. Margo Warminski will lead the walking tour, which will meet at Vine Street and Central Parkway (map), and show off the development opportunities present along the Cincinnati Streetcar route through Over-the-Rhine.

A $5 donation is appreciated, and go towards supporting CPA’s advocacy and outreach efforts that include the Gamble House, Our Lady of Perpetual Help, Oakley Train Station, Village of Greenhills, monthly educational programs and other projects.

Stories of Cincinnati’s strong history, promising future highlight 2011 State of the City

Last night, Cincinnati Mayor Mark Mallory delivered his sixth State of the City address. In the speech Mayor Mallory gave those in attendance a bit of history lesson about Cincinnati in tough economic times, and stood boldly in the face of opposition to his administration’s projects and programs.

The history lesson began with a story of two men, Jim and Bill, who started a company during tough economic times in 1837. Those men, Mayor Mallory says, did not listen to the naysayers and eventually created the world’s largest consumer products company – Procter & Gamble. The history lessons continued with examples of bold investment projects like the construction of Union Terminal in 1928 and Carew Tower in 1930.

“The naysayers keep saying we need to slow down; we need to pull back; it is not the right time,” stated Mayor Mallory. “In these economic times, we need to be bold when others are scared. That is how you prosper.”

The mayor then tied those history lessons to more recent endeavors that have attracted significant opposition. Mayor Mallory cited the development of The Banks, implementation of the City’s Enhanced Recycling Program and 2010’s CitiRama in Northside. Mallory’s assertion, in part, is that a city must continue to change, innovate and investment in order to stay competitive.

“What brings people to a city is when there is clearly something going on, when the city is on the move. People want to be in cities where things are happening. And clearly things are happening in Cincinnati.”

One of those things, Mayor Mallory contended, is the Cincinnati Streetcar project for which he reserved some of his most pointed comments.

“The streetcar project will bring jobs and development to the city and that is why my administration will continue to pursue the streetcar,” Mallory exclaimed. “And yes, we will do it in the face of opposition. The reality is opposition never built anything…and just like we built The Banks, we will build the streetcar.”

Mayor Mallory also discussed the vibrancy of downtown, the new Cincinnati Horeshoe Casino, massive investments taking place in Over-the-Rhine, the redevelopment and expansion of Washington Park, renovation of Fay Apartments into the nation’s largest green housing development and a $100-200 million project that will transform a polluted creek into a clean park space.

In short, Mallory said, “Few cities are seeing the type of rebirth that we are seeing in our urban core.”

Other highlights include:

  • Launch of a new initiative called Bank On Greater Cincinnati that will transition 8,000 people from payday lenders to banks or credit unions.
  • Progress made on cleaning up lead paint from households with the help of $7.5 million in federal grants.
  • 72% of Cincinnati households now recycle, and 36% more has been recycled so far in 2011 following the introduction of the City’s Enhanced Recycling Program.
  • The Enhanced Recycling Program was expected to achieve $47,000 per month in savings. In March 2011, the program actually saved $83,000.
  • Since 2007 the City has decreased energy usage by more than 15%, which exceeded their 10% goal, saving the city more than $1 million in 2010.
  • Graduation rates at Cincinnati Public Schools have increased from 51% in 2000 to 80% in 2010, and college enrollment has increased 10% over the last four years.
  • The Cincinnati Initiative to Reduce Violence (CIRV) has been responsible for getting several violent gangs indicted in federal court and has significantly reduced violent crime throughout the city.
  • Unemployment has dropped from 10.1% to 8.6% since last year.

Mallory concluded by reflecting on these accomplishments and looking forward.

“Let me make it clear. We do not lie down. We do not give up. This is Cincinnati. When times are hard, we work harder. It is a part of our history. It is part of our heritage. It is in the very fabric of who we are as a city. So, what are you willing to work on? What are you committed to? I challenge all of you to find something you are passionate about to make Cincinnati greater. Future generations of Cincinnati will thank you.”
