Council Candidates Talk Urbanism at Forum

This past Wednesday we collaborated with the Niehoff Studio to host our first Urbanists Council Candidates Forum. The event drew a large group of young professionals and university students as 10 City Council candidates answered several questions about urban design, immigration, transportation and land use policy.

The first question outside of general introductions involved the candidates stance on immigration and what the city could do to attract new populations. These issues had been discussed before in our podcast on immigration. In general the candidates deferred to national policy including the immigration however some candidates pushed for an effort to increase bilingual signage.

The second question asked candidates about updating the regional mass transit plan. The plan, commonly known as MetroMoves, went to a vote in 2002 for funding through a sales tax increase. The tax failed that year and plans moved forward for the streetcar portion of the plan since the tax was widely supported within the city limits.

Candidates took the opportunity to use the question to elaborate on their positions regarding the streetcar. Candidate Greg Landsman (D)  reiterated his views on the streetcar from the op-ed published on UrbanCincy a few months ago, and mentioned that both an extension of the streetcar and the implementation of a regional transit system will require support from the private sector. P.G. Sittenfeld (D) said he would support a larger plan than the current system being constructed.

Candidate Melissa Wegman (R) responded by calling for more road connections to the west side and better highways. Councilmember Laure Quinlivan (D), meanwhile, called for the development of a comprehensive multi-modal system that includes more bicycle infrastructure.

The remaining candidates were asked about upgrading Union Terminal for inter-city passenger rail service. Councilman Wendell Young (D) provided a very in-depth response citing the conditions of the terminal and the freight companies that would need to be engaged in the discussion.

Three audience members also asked questions ranging from metro government, public safety to developing a sense of community.

Attendees said they came away feeling more informed about making decisions about candidates.

“I’m encouraged that public transportation has become a pivotal point for a lot of the candidates and I am encouraged by a lot of their answers,” AJ Knee, a UC student pursuing his Masters Degree with the School of Planning told UrbanCincy, “It was very helpful to have this kind of community engagement.”

It has long been a priority of UrbanCincy to better engage young people in the public policy discussions affecting their future. The large, predominately young turnout in Corryville is evidence that young people are becoming increasingly involved. For the 10 candidates that participated in our first Urbanist Council Candidates Forum last week, let’s hope your message resonated with those young urbanist voters.

Cincinnati Breaks Ground on $16M Net Zero Energy, LEED Platinum Police HQ

City officials and neighborhood leaders celebrated the ground breaking for Cincinnati’s new $16 million Police District 3 Headquarters on Monday.

Located in Westwood, the 39,000 square-foot facility will replace what city and police officials consider an antiquated 105-year-old facility in East Price Hill.

While the City of Cincinnati has built or begun construction on several new fire stations, including one nearby in Westwood, this is the first new police station built in the city since in more than four decades.

“It used to be that when cities built civic buildings like this, they were places the community could come together,” Mayor Mark Mallory (D) said. “With District 3, we’re doing that again. We want people to come here and feel comfortable coming here with their neighbors.”

According to city officials, the new police headquarters will serve 14 neighborhoods from a central location on the west side. A site that was specifically chosen due to the input provided during Plan Cincinnati.

To help further strengthen the concept of the police headquarters also serving as a community gathering place, city officials have ensured that the new facility will include community gathering space and public art. It is an approach to community building similar to what was done, with rave reviews, by Cincinnati Public Schools (CPS) when rebuilding its entire building portfolio.

The location is just a block away from Dater High School and Western Hills High School and sits in what was a vacant outlot of a suburban-style strip mall. Site plans show that the new facility will be built at the street and oriented toward the sidewalk.

While Cincinnati has been seen as a leader in green building when it comes to the rebuilding of CPS, its tax abatements for Leadership in Energy and Environmental Design (LEED) rehabilitation and new construction, and public building in general, this will be one of the Queen City’s greenest buildings.

The development team of Messer Construction, Triversity Construction and Emersion Design are aiming to achieve a LEED Platinum certification – the highest possible rating under the LEED system.

The development team also says that it has designed the structure to achieve Net Zero Energy Consumption through its geothermal mechanical systems, high performance building envelope and solar panels. The new Police District 3 Headquarters will also reduce potable water consumption by 30% thanks to on-site bio-retention cells and strategic use of site design materials.

City leadership also expects the project will reach 36.2% Small Business Enterprise (SBE) inclusion. If such a number is achieved, it would make it the highest percentage of SBE participation on any city project to-date.

According to project officials, construction is expected to take about a year-and-a-half and could start welcoming members of the community as early as July 2015.

As national and state politics continue to work against cities either through gridlock or other means, policy change has increasingly become local with mayors often in the drivers seat. Cities such as Cincinnati, which was recently recognized as being one of the greenest cities in the nation, are leading the charge through progressive mayoral leadership.  Read more at the Atlantic Cities:

Local leaders also have different motivations than national politicians, glocalists claim. “Mayors are, by definition, non-ideological problem-solvers. They’re pragmatists – they have to be,” Barber says. If cities don’t function smoothly, people’s trash won’t get picked up. Their sewers won’t work. Their kids won’t be able to go to school. Especially in the United States, where national leaders are locked into ideological camps and party-line negotiations, there seems to be a fundamental difference in what national and local leaders can actually accomplish.

Tree Planting to Kick Off Great Outdoor Weekend

They soak up air pollution, mitigate storm water runoff and provide additional health and aesthetic benefits. But lately anyone traveling on Cincinnati’s roads and highways can see an increased number of dead trees poking through the thick canopy of brush on the side or the road or along the trails of Cincinnati forests such as Mt. Airy Forest.  It is true, the amount of dead trees have been increasing over the past few years. This is all due to a small shiny green insect called the Emerald Ash Borer (EAB).

EAB, an invasive insect that arrived in the country by way of boat through Michigan has slowly been making its way south to Ohio and Kentucky. In some wooded areas, over 40% of the forest canopy has been killed off due to this tiny pest.

This morning, the Green Partnership for Greater Cincinnati (GPGC), Ohio, Kentucky, Indiana Regional Council of Governments (OKI), Green Umbrella, and the Cincinnati Zoo launch an initiative called Taking Root, which is aiming to plant trees in an effort to combat the decline of forests from EAB. Although only 12 trees will be planted at this morning’s event, the goal is to plant 2 million trees by 2020.

“The environmental, economic, and social benefits of trees is massive to our region. We live in an area that has always been and wants to be a forest,” Scott Beuerlein, Taking Root campaign leader told UrbanCincy, “There’s not much we can do about ash.”

According to research Cincinnati has lost 10% of its forest canopy due to EAB. The costs are equal to about $3.2 million in storm water management, air pollution mitigation, and energy costs.

The event, which will start this morning at Eden Park, will kick off the larger scale Great Outdoor Weekend, which is now in its tenth year. Great Outdoor Weekend will take place this Saturday and Sunday.  There are eight venues within the city including the Civic Garden Center, Park + Vine, and the Cincinnati Museum Center. The events are geared towards educating attendees on sustainability, rooftop gardening and of course tree planting. More events will be hosted throughout the Cincinnati region.

As  Beuerlein explained to UrbanCincy, “The main goal of the Great Outdoor Weekend is to connect Cincinnatians with outdoor recreation and nature education opportunities in their neighborhood, and create relationships there. These relationships have a mutual benefit: citizens have a way to learn, relax, exercise, make friends, entertain their kids, and connect to nature.”

Mayor Mallory, Agenda 360 Hosting Transit Oriented Development Workshops This Week

Cincinnati has moved forward with modifications to its city regulations to allow greater flexibility with regard to the provision of parking, incentivized dense development near streetcar stops, and has pursued an agenda under Mayor Mark Mallory (D) that has been focused on making the city more livable and attractive.

“Transit Oriented Development is a powerful strategy that can help communities throughout the Cincinnati region encourage new development projects,” Mayor Mallory stated in a prepared release. “It has become clear that there is increasing demand to live near community assets. By making smart transportation decisions, communities provide an incentive to private investment.”

One of the principle elements of this agenda has been to make the city more attractive to those who do not own personal automobiles, and by making the city’s neighborhoods more walkable and better connected to one another through transit.

Encouraging real estate development that works with these goals, however, is one that is still in its infancy stages and is still in need of work with local developers.

Transit Oriented Development (TOD) is a catch phrase that has been embraced by Smart Growth America, a national organization advocating for smart growth strategies, and is part of a series of meetings to be held in Cincinnati on September 26 and 27.

Cincinnati is one of 22 communities nation-wide selected to participate in the free technical assistance program funded by a Building Blocks for Sustainable Communities grant from the U.S. Environmental Protection Agency’s Office of Sustainable Communities.

Organizers say that the workshops will be led by experts from Smart Growth America and aim to inform residents and community leaders about the benefits of transit and development surrounding transit.

“This workshop will provide the community with an opportunity to learn more about transit options and transit-oriented development in the context of Cincinnati,” said Roger Millar, Smart Growth America Vice President. “Since the city recently passed its comprehensive plan, now is a great time to assess how Cincinnati can most effectively align its development with transit investments.”

The meetings are being jointly hosted by Mayor Mallory and Agenda 360, a regional action plan for Cincinnati, and are free and open to the public.

An introductory presentation will occur at 6pm on September 26 at the Cincinnati Area Chapter of the American Red Cross in Evanston (map). The presentation, organizers say, will focus on a collection of strategies for implementing TOD in Cincinnati neighborhoods and surrounding communities.
